Seven days remain before the raid of Onigashima. In Wano Country's Ringo, the samurai have successfully obtained a large number of swords, and the raid approaches. Kawamatsu does not approve of Hiyori letting go of a memento of her father, Lord Oden. Hiyori explains that her father, Kozuki Oden, was a swordsman of the Daito Two-Sword Style. Before he was executed, he gave one sword each to Hiyori and her brother. Momonosuke received Ame-no-Habakiri, and Hiyori received Enma.

Kawamatsu says both blades are well-known, forged by well-known smiths, and are swords of venerable pedigree. To let an outsider wield Lord Oden's blade would be unthinkable, but Hiyori answers that this is exactly why Kawamatsu must not object. Zoro asks how the blade of the Sword God Ryuma ended up in his hands, and Hiyori says she does not know by what turn of events it happened. To the people of Wano, Shusui is revered as a relic, so when it was stolen the whole country fell into deep sadness. Zoro thinks Moria probably stole it, but agrees that if Hiyori gives him a replacement, he will give Shusui back, though he wants to visit Ryuma's grave afterward. Kawamatsu calls him delusional and questions whether he can be trusted, while Hiyori asks Zoro to return Wano's treasure.
In the Flower Capital, the samurai imprisoned in Rasetsu Town have yet to be freed. Elsewhere, Law sits across from Hawkins and asks what happened to the alliance that Hawkins, Kid, and Apoo had formed. Hawkins explains that they had already been tricked: Scratchmen Apoo was already under Kaido's umbrella. Kaido is always looking for strong subordinates, welcoming those who wish to join him in order to create the strongest army ever. Against Kaido, their chance of victory was zero. There was only one real choice, because even surviving through submission was uncertain. Kid and Killer refused, stood against Kaido, and fought until they could not move. Kaido did not kill them because he breaks people's spirits and forces them to serve.

Hawkins says he does not believe Kid will ever submit, which means Kid will die. The Yonko are different creatures from ordinary pirates; logic does not apply. He says Orochi is using him as he sees fit, and that his crewmembers are likely being told to think about freeing their captain. Hawkins notices that Law's alliance with Straw Hat is doing well, but asks whether Law has changed his heart and decided to go to Wano without problems. Law refuses to answer. Then, as he leaves, he says, "If letting me escape is your plan, then I'll happily join in." Six days remain until the Onigashima raid.

At Udon Prisoner's Mine, Luffy trains for the enemy he still cannot fully hurt. Hyogoro tells him, "Remember your defeat! Remember how completely useless brute force was against him!" Luffy strikes a steel plate and the prisoners watch in shock as he beats it like jelly. Hyogoro says, "That is Kaido's skin!" and warns him, "There's no time to waste! Your enemy is a monster! You must learn this!" Luffy grimaces through the training, because five days remain until the raid.

In Kuri's Braided Hat Village, Kinemon prepares a small but critical change to every picture puzzle. He tells the others, "Add two lines to the belly of the viper. That is Lord Yasuie's message!" At Kuri's Itachi Harbor, the ship repair squad receives the update too. Franky sees the two lines and understands, while the workers say, "All these ships up! Super leave it to me!" The rebellion's groups move in parallel: the Kibi yakuza leaders, the Ringo sword collection squad, and the Udon weapons procurement squad all recognize what Yasui's correction means.
The corrected puzzle is difficult to understand unless one knows Wano's harbors. Nami realizes it imitates sense to people from Wano, and Kinemon explains that the viper in the original picture signified Habu Harbor. The new version adds two lines, turning Habu into Tokage, because each of Wano's harbors sounds like the name of an animal. Neko is Cat Harbor, Itachi is Weasel Harbor, Kaeru is Frog Harbor, Tokage is Lizard Harbor, Habu is Viper Harbor, and Mogura is Mole Harbor. Yasui considered every option and turned the meeting place into Tokage Harbor in Udon, nearly guaranteeing the raid will not be stopped by enemies.

The alliance gathers for a strategy conference. Nami can barely believe that five thousand soldiers is no longer a dream, and Brook calls it wonderful. Robin praises Yasui as an amazing person. Kawamatsu remembers Yasui's words: if they are unable to repay their saviors, it will be an unforgivable shame. The group has managed to gather seven of Lord Oden's retainers, though they still have no information on Denjiro. Thanks to everyone's efforts, their ranks are growing at an ideal pace, but several problems remain, so Kinemon says, "Let's begin our strategy conference!"
The narration shifts to the ways to get into Wano. There are two. One is to take the all-or-nothing gamble and hope the koi can pull a ship up the waterfall. The other is to split the ship and pass through a long underground cavern. At the end of that cavern lies Mogura Harbor, where crew members and cargo can be lifted by gondola to the surface of Wano. The tunnel leads up through the land, but without Kaido and Orochi's permission, no one would ever make it to the end.

The underground route emerges in Hakumai. Apoo calls Kaido and says, "We've arrived in Hakumai. Hello, Mr. Kaido? Appappappappa!" Kaido asks whether they returned just for the banquet, and Apoo answers that of course they did, because the Golden Kagura only happens once a year. Others shout that this year's festivities will be crazier than usual, until they notice the Numbers of Onigashima. Terrified, they yell, "We gotta run! Hurry! Before they eat us!"

Apoo reports that the Numbers have returned, and the Beast Pirates recoil because they are the worst sort of drunks. At the same time, Kaido and Big Mom have somehow gone from being at each other's throats to acting like best friends. Big Mom announces that the night of the Fire Festival will have a splendid banquet. Then Kaido makes the declaration: "We of the Hundred Beast Pirates and the Big Mom Pirates hereby enter into a pirate alliance!" He says they can cooperate and take over the world, then kill each other afterward. The chapter ends with the terrifying new axis of Kaido and Big Mom, while massive figures loom in the smoke.
