Douriki

The story resumes outside Enies Lobby with the Rocket Man charging onward toward the island. The train tears across the sea and rails with a jubilant "Woohooo!!" while smoke trails behind it and the courthouse tower looms ahead. The page is almost silent, but its meaning is clear: the rescue party has not stopped after the front gate battle. Their momentum is carrying them closer to the main island and toward the government forces waiting deeper inside.

Inside Enies Lobby, Rob Lucci and the returning CP9 agents arrive before Spandam. Lucci steps forward with Hattori perched on him, flanked by Kalifa, Blueno, and Kaku. A subordinate addresses them with "Sir." Lucci says, "It's been a while," and Spandam, shocked and relieved, cries, "Ah! You're back!!!" The names follow like introductions and confirmations of the returning force: "Lucci," "Kaku," "Blueno," and "Kalifa." Kalifa immediately snaps, "That's sexual harassment." Spandam protests, "By just saying your name!!?" The scene marks the reunion of the old Water Seven undercover team with the rest of CP9.

The prisoners are named and the stakes are restated in official language. Spandam identifies "the criminal, Cutty Flam" as wanted for assaulting Government agents in Water Seven eight years ago, and "the criminal, Nico Robin" as wanted for attacking Marine ships in Ohara, West Blue, twenty years ago. Both criminals, he says, have been escorted here and are waiting just outside. As CP9 stands in the high stone chamber, Jyabura greets Lucci with hostility: "Long time no see, Lucci..." Lucci returns, "Same goes for your stupid look, Jyabura." Kaku tells them, "Settle down, you two. We haven't met for a very long time...!!" Fukurou watches with his usual "Chyapapapa..." while another voice shouts, "Yoyoi!! Don't fight you two--!! It's been five years! Show some affection!"

The argument turns physical before anyone can stop it. Kalifa's long kick snaps across the room with "Chya-pa!!" and crashes into Fukurou as he cries "Chyapapa..." Kaku and Lucci move in sharp, silent bursts, while the panels slice their bodies into flashes of black coats, limbs, and impact marks. Fukurou is knocked and jostled amid the rapid exchange, ending with a shocked "Paka!!!" The page shows CP9's casual violence even among allies: their greetings, insults, and tests of strength are all expressed through sudden attacks, and the room itself seems to shake under their speed.

Kalifa coolly scolds Fukurou: "Couldn't keep your mouth shut, could you, Fukurou?" He responds by preparing his strange measuring game, calling "Roku-shiki Ryuugi*!!" and "Tea-wase*!!!" with notes explaining that tea-wase means game or bout and ryuugi means style. Fukurou says, "Let's see, let's see!! If a typical, armed guardsman is... considered to have 10 'Douriki'! Then your strengths are..." The results begin: "Kalifa at 630 Douriki," "Blueno at 820 Douriki," "Kaku...!! 2200 Douriki!!" and then he turns toward the strongest with "Lucci... Hmm...!!" The chapter's title term is now defined as a numerical measure of physical power.

Fukurou reveals the full ranking, and the room reacts. Lucci's number is declared first: "4000 Douriki!!!!" Someone gasps, "4000 Douriki!?" and Fukurou adds, "Hey, are you kidding!? I've never heard of such a high number!!!" He explains that he has already measured Jyabura's and Kumadori's strength, so everyone can be ranked accordingly: Rob Lucci 4000 Douriki, Kaku 2200, Jyabura 2180, Blueno 820, Kumadori 810, Fukurou 800, and Kalifa 630. Jyabura refuses to accept it, yelling, "I don't believe this!! Forget about Lucci for a moment, you're saying that I scored lower than Kaku, as well!? Even if hell freezes over, I still won't believe it!" Fukurou teases, "Kaku's gotten stronger, too--!!" while Kaku mutters, "Damn you! Don't try to rub it in!! All that teawase measures... is your physical power!!"

Jyabura tries to save his pride by insisting that the measurement does not include his Devil Fruit. "When I fight for real, I'll also use my Devil Fruit power! Then I'll definitely surpass you!" Lucci answers without interest: "Say whatever you like. I'm not interested either way." The insult that follows cuts deeper: "That's right. You shouldn't bother with... the barkings of a mad dog." Jyabura explodes, "Who are you calling a mad dog, Lucci...!? You wild cat!" The two glare and growl until the chamber trembles with "Grrr rrr!!!" Kaku and the others watch as someone pleads, "Please calm down, both of you!!" and Fukurou says, "Jyabura just let it go."

Fukurou makes the humiliation worse by reporting gossip: "Every soldier on the island knows that... Jyabura got dumped by Gyasarin from the cafeteria yesterday." Jyabura roars, "What!? How can they all know that!?" and Fukurou admits, "I told them--chyapapa!" Jyabura lunges at him with "Damn you!!!" Spandam cuts through the chaos and dismisses the ranking itself: "Would you all just forget about that meaningless ranking!! When you all completed the Rokushiki training, you've all gained super-human strength! You're a superman even if you achieve only 500 Douriki!" Fukurou adds that "the director's Douriki is '9'," prompting someone to tell him, "Be quiet!! That doesn't matter, since I'm just the guy in charge!" Kalifa again says, "That's sexual harassment," and Spandam whimpers, "Eh!? But all I did was respond to what you said!"

Kalifa's accusation sends Spandam into a theatrical panic. He yells, "Yoyoi!!! Kalifa, you have no respect--!! Sir... I... I... I'll commit seppuku to atone for Kalifa's crime--!!!" while Kumadori tries to stab himself and someone cries, "Just being here!?" Kalifa flatly says, "That's sexual harassment." Kumadori shouts "Seppuku!!!" only for his body to harden with "Tekkai!" and stop the blade. He wails, "Why can't I die!? Is my mother in heaven, stopping me from dying?" Spandam finally tries to move the meeting forward: "Regardless, all of your hard work over the last five years is greatly noted. But first, show me... I have some gifts for you." A chest opens with several Devil Fruits inside, and he says, "Later, the hope of the world!!!"

Outside the meeting room, Nico Robin and Cutty Flam stand under guard. Robin is silent and composed, while Franky is chained heavily across his torso and arms. Down below, CP9's conversation and laughter echo through the stone hall: "Hoo hoo hoo..." "Wahahahaha!!!" Franky bends forward and shouts, "I couldn't be happier...!!!" His words are bitter, not joyful. He is standing at the seat of the World Government's power, hearing the men who stole his past and now threaten Robin laugh over new weapons and honors.

Spandam steps out to address the prisoners and gloats at both of them. To Franky he says, "What a miracle this is... that you survived the crash 8 years ago, Cutty Flam." To Robin he adds, "And you, Nico Robin, the world-wide threat that has been long sought after." He frames their capture as a triumph for the Government: "The people of this world may not know... of the glorious achievements we've made here today. It'll be years before these events are made into songs and sung the world over." Then his speech turns ideological and cruel: "But, from our perspective, the 'justice' of the old men in the World Government today is too weak! You can't hope to achieve anything without making a few sacrifices first! Towards peace for all mankind... we will strive with all our might!!!"

Spandam's speech becomes naked fanaticism. He screams, "Any trash that gets in our way must be destroyed!!! Absolutism is a small price to pay for world peace!!!" Then he declares, "Anyone, like that merman, who refuses to give us what we want, is no more than a traitor who deserves death!!!" Franky hears Tom insulted and the reason for Tom's sacrifice twisted into Government propaganda. Spandam presses the wound: "...!! The reason Tom sacrificed his life to protect the blueprints... was to keep it away from scum like you!!!" Franky snaps forward with a furious "Gyaaaaaaaa!!!" but he is chained, surrounded, and unable to strike the man directly.

Franky's rage throws him into a desperate lunge. He screams, "Save me, you guys--!!!" and "Sa...!! Sa-sa-saa-!!" as he tries to break free and attack, but the guards answer, "Yes, sir!!!" and restrain him. Robin watches with quiet alarm. Franky is hauled back with a pained "Gu-wah!!!" while Spandam's side answers with clipped commands of "Yo-yo!!!" and "Yo!!!" The page shows how helpless the prisoners are inside the government stronghold: even Franky's strength cannot overcome chains, numbers, and the CP9-controlled room around him.

The main-island defense suddenly loses contact with command. From outside, voices shout, "Sir, this is the main-island defense!!! Spandam, sir, please respond!!" Another guard wonders, "Did he leave the receiver off the hook again...?" while someone else says, "It's not getting through!!" Then the warning changes direction: "Hey!! Where did Straw Hat go!?" A soldier points and cries, "Right below you!!" Luffy appears with his face set, starting "Gomu Gomu..." before launching an attack from beneath the defenders. The named blow lands as "Kazan*!!!" with the note that kazan means volcano. The explosion of force hurls rubble and bodies into the air while soldiers scream "Oo waaah!!!"

Luffy keeps moving through the shattered defense. He pants "Haa... Haa..." and grits out "Huhn!!!" as debris rains around him. The walls begin to collapse; someone shouts, "The walls are crumbling!!!" and another screams, "Run!!!" Luffy launches again with "Gomu Gomu..." and propels himself through the destruction. As chunks of stone fall, a soldier cries, "Ah...!! Watch out!!!" The next attack is a spray of blows through falling rubble: "Gat-ling!!!" The defenders are swept aside while Luffy uses raw momentum to carve a path across the main island.

The defense line collapses into panic. Soldiers fly through the air amid stones and smoke, screaming "Gyaaaah!!" while a voice begs, "Spandam, sir, please respond! Tell us how to proceed!!!" The report is unmistakable: "Straw Hat Luffy... has gotten through!!!" The scene cuts to the courthouse on the main island of Enies Lobby, where the noise wakes the officials inside. Someone grumbles, "It's so noisy!!!" and "Why did you... wake me!!!" A Marine bursts in with the warning, "Ah! Your honor, a pirate has infiltrated the island itself... We can't contact Director Spandam!! Please take over command!!" The fight has moved beyond the outer gate and into the judicial heart of the island.

The Enies Lobby judge appears: the three-headed Baskerville. One head bellows, "A pirate!? I declare the pirate guilty of all charges!!!" Another adds, "Don't be so strict. Let this one be innocent." The central voice agrees with both sides in absurd chorus: "Yes!!" and "Yes!!" A caption identifies him as "Enies Lobby Judge Three-Headed Baskerville." When the guards beg, "Your honor, please give us an order!!!" one head shouts, "You idiot!!!" and Baskerville announces, "I will be neutral in this matter! So, I sentence him to death!!!" The contradiction is the joke and the danger at once: Enies Lobby's justice is arbitrary, theatrical, and already ready to kill Luffy without a trial.
