A massive fortress gate towers under stormy skies as a sleek, lion-prowed ship barrels forward through the waves, smoke billowing from its stack. The vessel charges straight toward the colossal arched entrance marked with the word "JUSTICE" high above. A bold exclamation erupts from the deck in a speech bubble: "WOOHOOO!!"

Rob Lucci stands tall in a long black coat with a white pigeon perched on his raised hand, Kalifa at his left in a sleek black outfit and fishnet stockings. Behind them, a bearded man and another agent in a dark suit wait under the stone archway. Lucci speaks: "SIR." A voice replies, "IT'S BEEN A WHILE," A close-up shows Lucci's stern face as someone exclaims, "LUCCI," while a masked figure with wild hair shouts, "AHI YOU'RE BACK!!!" Kalifa glares and retorts, "THAT'S SEXUAL HARASSMENT. BY JUST SAYING YOUR NAME!!I" She continues, "KALIFA." The next panels reveal Blueno with horns and a wide mouth, followed by Kaku in a beanie, as the group greets one another with "BLUENO," and "KAKU,"

In the grand hall of Enies Lobby, several figures stand waiting. A tall man with horns, a woman in fishnet stockings, and others gather as large black bars and wanted posters dominate the scene. The posters read: "THE CRIMINAL, NICO ROBIN: WANTED FOR ATTACKING MARINE SHIPS IN OHARA, WEST BLUE, 20 YEARS AGO." and "THE CRIMINAL, CUTTY FLAM: WANTED FOR ASSAULTING GOVERNMENT AGENTS IN WATER SEVEN 8 YEARS AGO." A voice states, "THEY ARE WAITING JUST OUTSIDE." Another adds, "BOTH CRIMINALS HAVE BEEN ESCORTED HERE." In the lower panels, a blond man with a zipper mouth yells "CHYAPAPAPA..." while pulling the zipper, reacting with "ZIPoo". Jabra shouts, "YOYO!!! DON'T FIGHT YOU TWO---!!! IT'S BEEN FIVE YEARS! SHOW SOME AFFECTION!" A long-nosed man replies, "WE HAVEN'T MET FOR A VERY LONG TIME...!!!" Someone says, "SETTLE DOWN, YOU TWO." Jabra is identified as "JYABURA." He retorts, "SAME GOES FOR YOUR STUPID LOOK." Lucci responds, "LOOKS LIKE THAT FLAT MUG OF YOURS HASN'T CHANGED MUCH." Another voice greets, "LONG TIME NO SEE, LUCCI..."

Explosive action erupts as the zipper-mouthed blond man lunges forward with a massive bite attack, mouth wide open. A woman with long hair is sent flying amid impact lines and debris. Sound effects and cries fill the panels: "CHYA-PA!!!" The attacker continues with "CHYA..." and "CHYA-PA..." while clashing violently. Jabra appears in motion, followed by more chaotic strikes. The fight intensifies with the large-mouthed figure clashing against a figure in a white coat and top hat. A powerful impact lands with "PAKA!!!" as bodies twist and crash through the air amid speed lines and explosive effects.

Kalifa glares and snaps, "Couldn't you keep your mouth shut, could you, FukurouI" In the grand hall, a massive explosion erupts with the huge sound effect "ドシィィィィン!!!" as smoke billows. The group begins measuring power levels. A voice declares, "Let's see, let's see!! Then your strengths are... If a typical, armed guardsman is... considered to have 10 'DOURIKI'." Fukurou sweats and shouts, "TEA-WASE*!!! ROKU-SHIKI RYUUIGI*!!!" *TEAWASE MEANS GAME OR BOUT *RYUUIGI MEANS STYLE. Lucci muses, "Lucci... hmm...!!" Kaku yells, "KAKU...!!! 2200 DOURIKI!!" Blueno is listed at 820 Douriki, and Kalifa at 630 Douriki.

Franky gapes in shock, "IT'S TRUE ---!!! EVERYONE'S GOTTEN STRONGER, CHA-PAPA." He yells, "HEY, ARE YOU KIDDING!I I'VE NEVER HEARD OF SUCH A HIGH NUMBER!!!" A massive panel shows "4000 DOURIKI!!!" Lucci stares coldly. The full ranking list appears: 1. Rob Lucci 4000 Douriki, 2. Kaku 2200 Douriki, 3. Jyabura 2180 Douriki, 4. Blueno 820 Douriki, 5. Kumadori 810 Douriki, 6. Fukurou 800 Douriki, 7. Kalifa 630 Douriki. Fukurou explains, "I've already measured Jyabura's and Kumadori's strength, so everyone is ranked accordingly-----!!!" Someone protests, "DAMN YOU! DON'T TRY TO RUB IT IN!! ALL THAT TEAWASE MEASURES... IS YOUR PHYSICAL POWER!!" Kaku reacts with "KAKU'S GOTTEN STRONGER, TOO-----!!!" while another voice mutters "CHYAPAPA."

In the upper panels, Lucci stands with his back partly turned while Jabra points aggressively and declares, "THEN I'LL DEFINITELY SURPASS YOU! WHEN I FIGHT FOR REAL, I'LL ALSO USE MY DEVIL FRUIT POWER!" Lucci replies coolly, "SAY WHATEVER YOU LIKE. I'M NOT INTERESTED EITHER WAY." A background voice mutters, "THAT'S RIGHT. YOU SHOULDN'T BOTHER WITH... THE BARKINGS OF A MAD DOG." In the next tier, Lucci glares and retorts, "YOU WILD CAT!!" as Jabra roars back, "WHO ARE YOU CALLING A MAD DOG, LUCCI...!I" The bottom splash shows a massive impact with flying debris and motion lines. Jyabura stands with arms crossed, shouting, "JYABURA, JUST LET IT GO." Kalifa pleads, "PLEASE CALM DOWN, BOTH OF YOU!!" while a huge growl erupts: "GRRR RRRR!!!" accompanied by heavy SFX "グッ" and "ズキッ!!!"

Jyabura slams his fist on the table, yelling "DAMN YOU!!! I TOLD THEM---CHYAPAPA!" while a shocked woman exclaims, "WHAT!I HOW CAN THEY ALL KNOW THAT!I JYABURA GOT DUMPED BY GYASARIN FROM THE CAFETERIA YESTERDAY." A soldier notes, "EVERY SOLDIER ON THE ISLAND KNOWS THAT..." Jyabura mutters, "NO WONDER." The next panel focuses on a furious Lucci shouting, "YOU'VE ALL GAINED SUPER-HUMAN STRENGTH!! YOU'RE A SUPER-MAN EVEN IF YOU ACHIEVE ONLY 500 DOURIKI! WHEN YOU ALL COMPLETED THE ROKUSHIKI TRAINING, WOULD YOU ALL JUST FORGET ABOUT THAT MEANINGLESS RANKING!" In the lower scene, Kalifa protests, "DO YOU HAVE TO BE SO BLUNT ABOUT IT...!I" as another voice says, "DON'T WORRY, SIR. WE ALREADY KNOW THAT YOU'RE WEAK." Lucci snaps, "PLUS, I HAVE MY SWORD SHOULD I NEED IT!!!" while someone yells, "BE QUIET!! THAT DOESN'T MATTER, SINCE I'M JUST THE GUY IN CHARGE!! THE DIRECTOR'S DOURIKI IS '9'." A flustered Kalifa cries, "EH!I BUT ALL I DID WAS RESPOND TO WHAT YOU SAID! THAT'S SEXUAL HARASSMENT." with SFX "ZIIIP!!!" and "ZIIIP..."

Kalifa stands with her back turned as a spiky-haired man in a torn shirt screams in rage, "YOYO!!!! KALIFA, YOU HAVE NO RESPECT SIR... I... I..." A small panel shows him smashing through debris while shouting "I'LL COMMIT SEPPUKU TO ATONE FOR KALIFA'S CRIME-----!!!!" Kalifa glances over her shoulder with a cold expression, replying "SIR..." and "THAT'S SEXUAL HARASSMENT." The man continues his outburst as another voice notes "JUST BEING HERE!I" and Kalifa mutters "HM... WHATI" In the next sequence, the man is shown mid-attack with crossed arms, yelling "TEKKAI!" and "SEPPUKU!!!" while a narrator box states "REGARDLESS, ALL OF YOUR HARD WORK OVER THE LAST FIVE YEARS IS GREATLY NOTED." He cries out "I WISH YOU'D JUST DIE AND GO BE WITH HER!!!" and questions "WHY CAN'T I DIE!!I IS MY MOTHER IN HEAVEN, STOPPING ME FROM DYINGI" The scene shifts to a large treasure chest as voices declare "THE HOPE OF THE WORLD!!!" and "BUT FIRST, SHOW ME..." followed by "I HAVE SOME GIFTS FOR YOU." The final panel shows the open chest with the word "LATER," and heavy sound effects "ゴォォォォ.."

Jabra stands shirtless and heavily chained in a grand stone hall, his body marked with injuries and wrapped in thick metal links. The next wide panel reveals a vast stone chamber where Jabra is now bent over in laughter, chains still binding him, as he roars "WAHA HAHA HAHA!!!" Kalifa stands nearby with a satisfied expression, declaring "I COULDN'T BE HAPPIER...!!!" while background figures react with "HOO HOO HOO....."

Nico Robin stands with a neutral expression as an unseen speaker addresses her directly: "AND YOU, NICO ROBIN, THE WORLD-WIDE THREAT THAT HAS BEEN LONG SOUGHT AFTER." Beside her, a scarred man with sunglasses growls "CUTTY FLAM." A masked figure with wild hair grins widely and declares "THAT YOU SURVIVED THE CRASH 8 YEARS AGO, WHAT A MIRACLE THIS IS..." In the next tier, a man wearing a tall hat with a bird perched on it speaks of "THE GLORIOUS ACHIEVEMENTS WE'VE MADE HERE TODAY," while another adds "THE PEOPLE OF THIS WORLD MAY NOT KNOW..." A close-up shows an intense eye as the speaker continues: "TOWARDS PEACE FOR ALL MANKIND... WE WILL STRIVE WITH ALL OUR MIGHT!!!" A different agent insists "BUT, FROM OUR PERSPECTIVE, THE 'JUSTICE' OF THE OLD MEN IN THE WORLD GOVERNMENT TODAY IS TOO WEAK! YOU CAN'T HOPE TO ACHIEVE ANYTHING WITHOUT MAKING A FEW SACRIFICES FIRST!" The final panel reveals the towering structure labeled "ENIES LOBBY" as the voice concludes "IT'LL BE YEARS BEFORE THESE EVENTS ARE MADE INTO SONGS AND SUNG THE WORLD OVER."

A masked man with curly hair and a black outfit roars with arms raised: "ANYONE, LIKE THAT MERMAN, WHO REFUSES TO GIVE US WHAT WE WANT, IS NO MORE THAN A TRAITOR WHO DESERVES DEATH!!! ANY TRASH THAT GETS IN OUR WAY MUST BE DESTROYED!!! ABSOLUTISM IS A SMALL PRICE TO PAY FOR WORLD PEACE!!!" Impact lines and motion effects fill the panel. In the lower section, the scarred agent lunges forward with claws extended, shouting "WAS TO KEEP IT AWAY FROM SCUM LIKE YOU!!!!" while the masked man laughs "GYA AAA AAA AAA!!!" A close-up shows the zipper-mouthed agent sweating as narration states "THE REASON TOM SACRIFICED HIS LIFE TO PROTECT THE BLUEPRINTS..."

In a vast stone hall, a figure is hurled violently through the air, arms flailing as they scream in terror, "SA...!!! SA-SA-SAA-!!!" and "SAVE ME, YOU GUYS ----!!!" Below, a masked fighter reacts with shock, "!!!I" while a long-haired warrior in dark clothing spins a staff and answers crisply, "YES, SIR!!!" "YO-YOI!!!" A small "POOF!!" cloud bursts near them. Nearby, a black-haired woman with a sweat drop on her cheek watches silently. The long-haired fighter lunges forward with a fierce cry of "GU-WAH!!!" and "YO!!!!", unleashing a massive swirling impact that sends debris flying and shakes the surroundings.

On the main island, frantic voices crackle over a Den Den Mushi: "NO WAY... THAT'S SUCH A BEGINNER'S MISTAKE..." "DID HE LEAVE THE RECEIVER OFF THE HOOK AGAIN...I" "IT'S NOT GETTING THROUGH!!" A larger voice shouts, "SPANDAM, SIR, PLEASE RESPOND!!" "SIR, THIS IS THE MAIN-ISLAND DEFENSE!!!" Luffy appears, stretching his arm and muttering "GOMU GOMU..." as someone yells "RIGHT BELOW YOU!!" A massive explosion erupts from a tower with the giant sound effect "ドゥッカアァーン" and the label "KAZAN*!!!" accompanied by the note "* KAZAN MEANS VOLCANO." Civilians and soldiers below react in panic, "OO WAA AAH!!!" while another shouts "HEY!! WHERE DID STRAW HAT GO!!I"

Explosions rock the fortress as massive chunks of stone fly outward. Luffy, mid-air and furious, shouts "HUHN!!!" while debris scatters around him. He stretches back with "GOMU GOMU..." and launches forward with a "HOP!" A panicked voice yells "RUN!!!" as the structure begins to collapse. The narration states "THE WALLS ARE CRUMBLING!!!" Below, frantic figures shout "AH...!! WATCH OUT!!!" as Luffy unleashes a rapid barrage: "GAT-LING!!!" with heavy impact SFX "ドッドッドッド" tearing through the crumbling walls and sending rubble flying in every direction.

The assault continues with thunderous "ドッドッドッド" impacts as the building disintegrates around screaming agents. One cries "GYA AAA AAAH!!!" while another desperately calls out "SPANDAM, SIR, PLEASE RESPOND! TELL US HOW TO PROCEED!!!" A close-up shows Luffy's intense glare as starburst text declares "HAS GOTTEN THROUGH!!!" and "STRAW HAT LUFFY..." Below, a Marine agent reports in panic: "AH! YOUR HONOR, A PIRATE HAS INFILTRATED THE ISLAND ITSELF... WE CAN'T CONTACT DIRECTOR SPANDAM!! PLEASE TAKE OVER COMMAND!!" The massive three-headed judge Baskerville towers over the courtroom, robes billowing. One head roars, "A PIRATE!I I DECLARE THE PIRATE GUILTY OF ALL CHARGES!!!" Another head bellows "YES!!" while a third protests, "DON'T BE SO STRICT. LET THIS ONE BE INNOCENT." Smaller voices echo "YES!!" A sign clearly labels the figure "ENIES LOBBY JUDGE THREE-HEADED BASKERVILLE". In the lower panels, a spiky-haired figure shouts "YOU IDIOT!!!" as background characters plead, "YOUR HONOR, PLEASE GIVE US AN ORDER!!!" Baskerville's central head declares, "SO, I SENTENCE HIM TO DEATH!!!" while the right head insists, "I WILL BE NEUTRAL IN THIS MATTER!"
