On Hachinosu, the Pirate Island in the New World, pirates shout that Captain Koby is on the loose. They panic because if they kill him, Commodore Cross Guild has no claim on them and the bounty is up for grabs. Someone asks how much they get for killing him, and another says Cross Guild is footing the bill. A reward poster reveals Koby has a five-star bounty, with each star worth a chest of booty around 500 million berries; the average Navy captain only fetches a single star. Pirates grin that they have his collection ticket right there and that the payout is huge, turning Koby's escape into a full-island manhunt.

The giant skull rock of Hachinosu speaks and says it feels a tickling sensation on the left side of its chest, around where the unsold slaves are kept, then realizes they may be escaping too. Pirates panic and ask whether this means open season on all of them, including Koby. Navy HQ Captain Koby, identified as a SWORD member, runs through the town in shackles and tells the escaped prisoners to keep going. He says he will act as a decoy and keep the pirates busy, while grateful prisoners call him a saint and beg him not to lose track of himself. The voice from the rock face appears to belong to Avalo Pizarro, who is monitoring the island itself.

Koby keeps drawing the pirates after him while the prisoners flee, and the pirates shout not to lose track of him. Shiryu of the Rain, an invisible man who ate the Clear-Clear Fruit, tells Avalo Pizarro that he could catch Koby himself. Pizarro, introduced as the "Corrupt King" and an island man who ate the Island-Island Fruit, laughs that Teach always gets mad at him for causing too much damage. Vasco Shot asks what he has in mind, and someone says "Then can I go?" as huge bubbles and floating objects appear near the town. The page introduces several Blackbeard commanders present on Hachinosu while Koby tries to buy time.

Vasco Shot, the "Heavy Drinker" and a booze man who ate the Glug-Glug Fruit, proposes burning the town down so there will be nowhere left to run. Pizarro says that is a perfect plan except for one thing: all the fire damage would still anger Teach. Sanjuan Wolf, the Colossal Battleship and a giant who ate the Big-Big Fruit to become a gigantification man, sleeps nearby while the others say they only just patched up the damage from the Rocky Port Incident. Pizarro says Wolf would do a better job than he would, but Vasco's and Wolf's suggestions both threaten to wreck the island more than capture Koby cleanly.

Koby realizes escaping on foot may be impossible, but says he can at least buy enough time for the others to set sail. Pirates spot him and shout that they found him. The scene cuts to a flashback with Blackbeard asking Koby whether he likes the idea of making Pirate Island a full-fledged nation, government-affiliated so long as he is king. Koby calls the idea delusional and says there is no way the Government would acknowledge a country of criminals. Blackbeard says the "Blackbeard Kingdom" has a nice ring to it, while Koby tells him the Navy and Government would collapse before they bowed to a cowardly terrorist like him.

Blackbeard says he is not nice enough to trample on someone's dreams and explains that keeping Koby alive gives him a bargaining chip against the Government. Koby interrupts, saying Blackbeard is wasting his time because he is a member of SWORD. The Blackbeard Pirates react in confusion, asking what SWORD is and whether Koby has already given up his Marine code. Former Marine Kuzan explains that SWORD members are Marines who have officially resigned their commissions on paper. That lets them ignore certain command protocols and fight Emperors without authorization, while the Navy can always disavow their actions and cut them loose at any point.

Kuzan says SWORD's status explains why some rats scurry away and others gnaw on your fingertips, while Blackbeard laughs that he knows which type he prefers. He says he is not budging on his plan and wants to see how far it takes them. Blackbeard doubts the Government would write off Koby easily after all, because the public would not be pleased to hear they lost their precious hero. Even if things do not go his way, he says he can at least give the Government a bloody nose. Until then, he orders that Koby be kept locked up, adding that they cannot have him slipping away and ruining the fun.

Back in the present, Koby runs while thinking that he may have teamed up with a pirate before, but that does not change his duty. Perona, hidden in the area, calls out and says Moria is in one of the deeper cells, offering to let Koby out if he frees Moria-sama. Koby hesitates, wondering when saving the world turned into needing to get a grip before he embarrasses himself. A report comes in that three Marines are attacking the port, and pirates refuse to believe it, saying there is no way there are only three. One pirate shouts that they are crazy strong and warns everyone to watch out as the SWORD rescue force begins its assault.

The three Marines push the pirates back toward the town center. Pirates shout, "Stop them!!" and complain that their guns are not working. One Marine cuts a pirate's head off, but it is made of clay, and someone realizes the fake body is a logia-like clay construct. Another notices a building wobbling and asks whether it just moved, while a pirate jokes about someone having had too much to drink. The Marines' strange powers and coordinated push confuse the pirates, who cannot tell where Koby went or why the town itself seems to be moving around them.

Kujaku, a Navy HQ rear admiral and SWORD member who ate the Whip-Whip Fruit, commands buildings with her whip. She tells one building to be a good boy and move, then orders it to wipe the dirty look off its face. Pirates stare and ask whether she is scolding the building with a whip. Kujaku smiles and says she would be happy to break them in too, while pirates realize she is a Marine and wonder why so many Marines are around. At the same time, Koby is cornered by a huge crowd of pirates, panting that this is the end of the line and he is surrounded, while the mob prepares to pump him full of lead.

Hibari opens fire with flower bullets, causing pirates' guns to sprout flowers and become unusable. Pirates react, "What the heck? Flowers?!" and say the flowers are beautiful even while their weapons fail. Koby recognizes her and asks, "Hibari-san, is that you?!" Hibari, a Navy HQ commander and SWORD member, tells Koby-senpai to get his butt over there and not to get the wrong idea: she was only in the area after going out for lunch. She explains that she used flower bullets so the pirates cannot use their guns for a while. The rescue force disables the mob without killing them and opens a way for Koby.

Prince Grus, a Navy HQ vice admiral and SWORD member, reports that they are all set and that Koby sounds safe too. He stands beside a clay golem, revealing himself as a clay man who ate the Squish-Squish Fruit. Grus says everything is good on his end and asks how things are going for the others, while pirates wonder whether the buildings moved and why the town center now looks different. Hibari says preparations are complete, and a Marine orders everyone to hang on tight. Grus tells the golem to aim right for the middle and blasts off, launching the rescue operation into its next phase.

A Navy battleship flies through the sky above Hachinosu, and pirates gape in disbelief, asking whether someone is standing on it and whether that is a Navy battleship flying up there. The ship is packed with too many Marines for the pirates to trap, and Garp stands at the front laughing. Pirates realize in terror, "It's Vice Admiral Garp!!!" and call him the legendary hero, even asking whether he was retired. Koby also sees the ship and reacts in shock. Garp declares, "This is no time for questions, let's book it!!" as the impossible arrival of the hero of the Marines changes the whole battlefield.

Garp leaps from the flying battleship and shouts, "Listen up, you pirate turds!! You should've thought twice before you kidnapped Koby!! He's the future of the Marines!" The pirates ask why he would go this far for Koby, and Garp adds that Koby is also his irreplaceable protege. From high above the town, Garp unleashes "Galaxy Fist!!" The punch detonates before even touching the ground, cracking and blasting apart buildings across Hachinosu while pirates scream. The chapter ends with the legendary hero demonstrating overwhelming Haki and power, arriving to rescue Koby with a single colossal strike.
