Inside a grand, multi-tiered building labeled "DOME INTERIOR - LIVE FLOOR", chaos erupts. A young girl in a kimono stares in shock, exclaiming "...IN THIS WARZONEI" as a massive serpentine dragon-like creature rampages through the air, its long body coiling and smashing structures while emitting "あぁあぁあ". Samurai and fighters clash below. A voice yells "WHAT IS A BRAT DOING..." and "TIME FOR OTAMA'S COUNTER-ATTACK!!". The girl screams "KYAAH!!" as the dragon head lunges, roaring "WHO THE HELL ARE YOUI!". Another panel shows a small figure dangling from the creature's claws with "WHERE IS BAO HUANGI!". Below, the dragon crashes through a doorway with a loud "THUD", and a voice shouts "OTAMA!!" while another urges "KEEP IT TOGETHER, TAMA!!" amid falling debris.

On the "CASTLE INTERIOR - FOURTH FLOOR", Jinbe confronts a masked gun-wielding woman in a black outfit. She fires "BANG!!" while laughing "KYAHAHA!!" as Jinbe yells "YOU'RE NOT GOING TO START MAKING EXCUSES NOW, ARE YOU, JINBEI" with sweat drops and "DRIP". The scene shifts to a ruined battlefield where a tall swordsman in a long coat faces a large man in a patterned kimono. The swordsman declares "HAHAHA. YOU REALIZE YOU'VE DUG YOURSELF INTO A HOLEI YOU REALLY ARE A PAWN." and "SO I NEVER EXPECTED THIS TO BE A ONE-ON-ONE DUEL. WE WENT INTO THIS BATTLE KNOWING IT WOULD BE OUR 5,000 AGAINST YOUR 30,000. IT'S ONLY NATURAL YOU WOULD EXPLOIT THAT." Below, a massive clash shows a horned fighter shouting "THERE'S NO END TO THESE GRUNTS!!" while others yell "THEY JUST KEEP COMING...!!" and "OF COURSE! IT'S OUR JOB TO DEAL WITH YOU OFFICERS!!" amid explosions and falling debris marked "BANG".

A stern mink-like warrior with goggles huffs "HUFF" twice while glaring. Nearby, a massive elephant-like mink with a blindfold roars "YOU CAN'T HOLD THIS AGAINST ME...!!" and "WE'RE AT TOTAL WAR!!" as smaller fighters clash around him. In the lower section, a chaotic melee erupts with voices shouting "WHAT DO YOU THINKI! WE'RE GONNA MAKE AN EXAMPLE OUT OF THEM! BEAT THEM TILL THEY CAN'T WALK!!", "WHAT SHOULD WE DOI!", "THOSE LOUSY INGRATES!!", and "THE PLEASURES AND WAITERS ON THE LIVE FLOOR HAVE BETRAYED US!!". A huge muscular figure smashes through the crowd, prompting screams of "GYAAH!! IT'S THE GIFTERS!!" and "ELIMINATE ALL THE TRAITORS!!" as bodies fly amid impact lines and dust clouds.

Explosions rock the castle grounds as smoke and debris fill the air. A small figure stands amid the chaos while voices cry out, "EVERYONE WHO ATE MY KIBI DANGO..." and "EVERY-". On the right, a girl with a mask shouts desperately, "YOU CAN DO IT, OTAMA!!" Below, a massive dragon-like creature rampages through the courtyard as onlookers yell, "PLEASE LISTEN TO ME!!" and "WHAT IS THAT BRAT'S DEALI KNOCK HER OFF THE LEDGE!!" Someone notes, "SHE'S STILL MAKING A RACKET UP THERE!!" In the bottom panel a tear-streaked boy with a topknot screams in anguish, "YOU'RE ON THEIR SIDE NOW!!" while another voice declares, "BIG BRO LUFFY AND HIS FRIENDS, MOMONOSUKE-KUN AND HIS RETAINERS..."

Kin'emon and Kikunojo react in shock as the group plummets, with Kin'emon yelling, "WAHH!! WE WERE SO HIGH UP!! KIN'EMON!! KIKU!!" while others pant and shout, "STAY WITH US, STRAW HAT!! DON'T DIE!!" In the next spread, allies rally with cries of "LET'S TAKE DOWN KAIDO!!" and "LET'S DO IT TOGETHER!!" as a powerful figure charges forward. Below, confusion erupts among the Beast Pirates: "THAT BRAT CLEARLY DOESN'T KNOW HER PLACE. CRUSH HER!!" "BRISCOLA-SAN, WHYI!" "BRISCOLA-SANI!" and "ALL RIGHT!! WE HAVE OUR ORDERS!!" as a determined woman with a bun hairstyle joins the fray.

A violent clash erupts with the impact sound "POW" and a scream of "GYAH!!" A masked fighter declares, "YOUR WISH IS MY COMMAND, MASTER!!" Allies press the attack shouting, "WE'RE GONNA TAKE DOWN KAIDO!!" and "EVERYONE, FOLLOW ME!!" while questioning, "WHY ARE THEY OBEYING THAT BRATI!" and "WHAT'S WITH THE GIFTERSI!" Daifugo-sama is called out as the fighting intensifies. Onlookers react in disbelief: "THEY'RE FIGHTING EACH OTHERI!" "WHAT THE DEVILI!" and "HEY! WHAT ARE YOU DOINGI!" amid flying debris and chaotic melee.

On the fourth floor, chaos spreads as someone yells, "THIS IS THE FOURTH FLOOR!! POKER-SAMA, THE HEADLINER, HAS TURNED ON US!!" Jinbe is addressed as "JINBE, 'KNIGHT OF THE SEA'!" while fighters clash and shout, "POKER, YOU BASTARD!!" Below, the situation worsens with exclamations of "WHA-I!" "THE GIFTERS HAVE SWITCHED SIDES!!" "THE STRAW HATS HAVE TO WIN!!" and "THIS IS THE SECOND FLOOR... WE'RE HERE TO BACK YOU SAMURAI UP!!"

Gifters rampage through the third floor as chaos spreads. "GIFTERS ARE TEARING THROUGH THE THIRD FLOOR TOO!!" someone shouts. A masked man stares in disbelief, muttering, "WHAT IN THE WORLD IS HAPPENINGI THIS IS STRANGE..." Below, the basement is also compromised. "THE BASEMENT HAS ALSO BEEN COMPROMISED!!" a voice yells amid the destruction. "WHAT THE HELL IS HAPPENING!I" another cries as Onigashima falls into chaos. "ONI-GASHIMA HAS FALLEN INTO CHAOS!!" The Right Brain Tower is overrun. A massive dinosaur-like Gifter lunges forward while allies cheer, "THE PLAN WENT PERFECTLY!! NICE WORK, OTAMA!" Two women react with shock nearby. "THIS IS THE POND AT THE RED LIGHT DISTRICT BY THE LEFT BRAIN TOWER..." one notes as the dinosaur snaps, "DON'T TELL ME... THIS IS ALL BECAUSE OF THAT BRATI!"

A massive dinosaur Gifter named Collier lunges across a bridge. "COLLIER..." a voice calls as figures flee. "GET DOWN!!" someone shouts. The beast strikes with a thunderous "STRIKE!!" and a victim cries "GUOH!!" as impact lines explode. In the aftermath, a stern man confronts the creature. "I SUPPOSE YOU WERE ALSO PART OF THAT INSANE RESEARCH TEAMI QUIT SAYING THAT NAME!!" he demands. The dinosaur roars back, "...JUDGE'S SONI! YOU BASTARD!"

The dinosaur cyborg boasts, "NOW, CHECK ME OUT!! I'M A CYBORG, SO I'VE GOT A WHOLE BUNCH OF TRICKS UP MY SLEEVE!!" A cloaked figure retorts, "YOU MEAN MADSI THAT'S ANCIENT HISTORY." The beast transforms with mechanical arms and blades, clanking "CLANK!! CLANK!!" as it declares, "OBVIOUSLY!!" Chopper lies injured nearby. "CHOPPER, YOU HOLDING UP OVER THEREI" a voice asks. The dinosaur presses the attack: "THAT KNOWLEDGE WON'T SAVE YOU THOUGH!! IT'S QUEEN'S HYBRID FORM!!" Allies scream, "AAH!! THIS IS BAD!! GET BACK!!"

A nurse-like figure tends to someone, saying, "I HAD NO CLUE YOU HAD THIS SORT OF REMEDY ON YOU!!" Nearby, a samurai warns, "MIYAGI, MY BOY, YOU BETCHA!! I'M RIGHT AS RAIN... JUST KEEP YOUR EYES ON THE PRIZE!!" while another frets, "I CAN'T HELP BUT WORRY WHEN YOU LOOK LIKE THAT..." Baby Chopper appears transformed, labeled "BABY CHOMP CHOPPER (A SIDE EFFECT OF THE NEW RUMBLE BALL)" and declares, "RIGHT WE WAY, BUT WE SHOULD WARN HIM... TAKING THIS CAN CAUSE ONE'S PAIN TO DOUBLE IT WEARS OFF." An injured man grits out, "...IF I CAN'T FIGHT NOW!! IT WON'T EVEN MATTER..." as allies urge, "DID YOU HEAR A WORD I SAIDI THERE'S NO TIME TO WORRY ABOUT THAT, JUST GIVE IT TO ME ALREADY!!" and "I DON'T CARE WHAT HAPPENS TO MY BODY AFTER THIS..."

Inside the castle's fourth floor, Gifters scream in panic as debris flies. "DAMN GIFTERS!!" "WHY...I" "GYAH!!" Who's-Who, gripping a blade pistol, glares and declares, "...I GUESS I CAN'T AFFORD TO GO EASY ON YOU NOW...!!" The masked fighter replies, "I DON'T GET WHAT'S GOING ON, BUT..." The opponent launches a powerful strike. "FISHMAN KARATE..." The masked man counters with "BLADE PISTOL!!" as the blade extends and fires, "PEW PEW," while the defender braces with a glowing fist.

The masked fighter vanishes with "SHAVE!!" and strikes, "ARABESQUE BRICK FIST!!" sending shockwaves that make the opponent flinch, "!!!" The large fighter retaliates with a spinning "TEMPEST KICK!!" that hurls the masked man through debris. The masked fighter tumbles across the floor amid swirling smoke and impact lines while Who's-Who watches from below.

The masked fighter notes, "THOSE ARE THE SIX POWERS USED BY GOVERNMENT OFFICIALS!!" and asks, ""IRON BODY," RIGHTI" Who's-Who laughs, "HAHAHA!! I CAN'T BELIEVE YOU KNOW SUCH AN OLD STORY!!" He continues, "WELL, IT'S TRUE!! BACK THEN, WE NEVER MADE DIRECT CONTACT, HUH..." The masked man recalls, "I REMEMBER HEARING ABOUT A ROGUE MEMBER OF CP9, THE SECRET INTELLIGENCE AGENCY," and "BREAKING OUT OF PRISON! THE IDEA OF AN OFFICIAL BEING ARRESTED STRUCK ME AS ODD." Who's-Who looms with a wide grin, his shirt reading "WHO'S WHO."

The masked fighter continues, "I USED TO BE CONSIDERED A BRIGHT PROSPECT. A RIVAL TO THE GENIUS, ROB LUCCI!!" and "BUT I USED TO HAVE IT ROUGH DUE TO A MISTAKE I MADE 12 YEARS AGO." He adds, "I'M PRETTY HAPPY WITH HOW THINGS TURNED OUT." Who's-Who lunges with "FANG PISTOL!!" fangs and claws flashing. The masked man dodges, "!!!" as the attack tears through the floor. "DODGE!!" appears amid the motion lines.

The fishman with long hair and horns looms forward, declaring, "I CAN SEE THE TALENT, YOU USE VARIANTS ON THE SIX POWERS I'VE NEVER SEEN BEFORE." He continues, "YOUR SITUATION SOUNDS UNFORTUNATE, BUT IT DOESN'T SEEM TO HAVE ANYTHING TO DO WITH ME." In the next panels he recounts his past: "I WAS SHOCKED WHEN 'STRAW HAT' LUFFY CAME TO PROMINENCE TWO YEARS AGO..." and "12 YEARS AGO, I FAILED TO GUARD A DEVIL FRUIT THAT WAS BEING TRANSPORTED ON A GOVERNMENT SHIP..." A large impact SFX erupts as he shouts, "ON THE CONTRARY!! YOU JUST SAID IT YOURSELF... YOU'RE A PROUD MEMBER OF THE STRAW HAT CREW!! THAT NAME ALWAYS REMINDS ME OF MY BITTER PAST..." The final splash panel shows the fishman roaring with rage, "...HAD BEEN EATEN BY HIM!!...THAT THE STOLEN GOMU GOMU FRUIT..." A small inset panel displays Luffy's face beside the text "A FRUIT IMPORTANT ENOUGH FOR THE WORLD GOVERNMENT TO GUARDI!" The page ends with the label "ONE PIECE CH. 1017 /END".
