Hody then displays something he found inside Ryugu Palace: "This is the letter from the Tenryubito... that Queen Otohime risked her life to obtain ten years ago!!" He says that if he destroys it now, it will never be replaced. Behind him sits the box of signatures gathered from over half the country, proof that many people consented to the idea of joining hands with humans in harmony. Hody laughs at the thought and redefines the petition as evidence of treason: "The people whose names are written in this box have made clear their opposition to my new kingdom. In other words, this is... a list of filthy traitors!!!"

Hody abolishes the earlier loyalty test of trampling Otohime's image, saying, "There will be no more treading on the images of Otohime." A person could conceal belief and pass that test; the signatures, he claims, are "the unshakable proof of who stands with me and who is against me!!!" He announces that everyone on the list will have to be disposed of. Neptune, chained and furious, calls it "Such arrogance...!!" Hody answers that arrogance is the nature of a king and says all of them have suffered thanks to Neptune's arrogance. Then he turns to his final target: "And finally... Hody shows the Straw Hats' captured crewmates: Zoro, Usopp, and Brook are trapped in a cage as the room around them floods. "Take a good look!!" he says, certain Luffy is watching from somewhere on the island. He names them as the humans who crushed the ambitions of the Arlong Pirates, who fought for the fish-man race. Chopper screams, "Zoro!! Usopp!! Brook!!" and Luffy blurts, "Ahhh!! They got caught!!" Hody makes the execution method plain: by the time Neptune's execution is complete, the room will be flooded completely, and that alone should be enough to take the lives of "these inferior humans."
Hody holds up Luffy's wanted poster and addresses him directly: "Straw Hat Luffy!! Your head is worth four hundred million belli!!" Luffy's expression hardens as Hody declares that the lives of his crew will serve as "a perfect example to the humans on the surface!!" Then Hody spreads the threat to the whole country. "Now!! It is time for us to start clearing out the trash of the old Ryuguu Kingdom!!!" he roars, promising that in three hours this country will be reborn as "a new Fishman Island of dignity and pride!!!" Citizens watching from the plaza and streets shake with horror. One says, "This is terrible...!!" while Shirahoshi, shaken by her father's danger and her people's terror, says, "I will not allow it...!!"

Inside the flooding room, Brook hangs trapped in a cage with Zoro and Usopp while the water level keeps rising. Zoro grumbles, "Damn it all!! The water level just keeps on rising!" Brook can only say, "Sure... if you get these chains off me. Chains, begone!! ...It's no good. I don't have psychic powers..." His joke infuriates Zoro, who yells that if Brook had stayed where he was and played dead, he could have helped them escape. Brook protests, "Oh, but did you see their faces?! Those fishmen almost jumped out of their skin when they saw me move!!" and adds, "That is correct!! I am just dead bones Brook!! Yohohoho!" Even in danger, he recalls Robin's impression, "I wonder if Nami has been eaten by deepwater fish..." while Zoro says Nami and Camie escaped and can bring Luffy and the others to rescue them.

Deep within the Ocean Forest, Robin studies a poneglyph and immediately senses that it is different from the others she has read. She says, "This is a little different from the poneglyphs... I have read before now..." The stone does not read like a record of history alone. "It is almost like a letter..." she thinks, and then realizes, "And a letter of apology, at that..." She wonders aloud, "Who could it be apologising to?" The answer on the stone stops her: "Who in the world are you?" Robin reads the name written there, "Joyboy". The page quietly opens a new mystery beneath Fishman Island's crisis.

The Ocean Forest lies still around the group, but the broadcast's threat has set Luffy on edge. Hearing that his bounty is four hundred million, Luffy beams, "Did you hear that?! My bounty's four hundred million!!!" and asks, "When did it go up?" Sanji fumes that Hody is blatantly picking a fight with them, and another voice shouts, "Is this really the time?!" Jinbe explains that Luffy's actions in the war sent his fame sky-high, though once it exceeds three hundred million it becomes difficult to rise higher. Luffy, focused on the challenge rather than the politics, clenches his fist and says, "Still, if it's a fight he wants, that's what we'll give him!" Jinbe calls after him, "Wait, Luffy-kun!!"

Shirahoshi cannot bear the sight of her father in danger and bolts forward on Megalo. She whispers "Father..." before crying, "Megalo!!!" and racing away as Megalo shouts, "SHAAAA!!!" The others call after her: "We have to go and help him!!" "Wait, please!!" and "Princess Shirahoshi!! Megalo, stop!!!" Jinbe tells Luffy and Shirahoshi to hold on a little longer. He explains that the one thing Hody fears most in the current Ryugu Kingdom is Shirahoshi's talent: if Hody succeeds in building a "perfect" new Fishman Island, it will never be able to stand against an assault by the Sea Kings. That is why he is holding Neptune hostage as protection against her power.
Jinbe lays out Hody's fear more clearly: Hody does not simply want to capture Shirahoshi and use her power for himself; he is too afraid of the threat that her power represents. That is why he joined forces with Decken, a man with the perfect power to take her life, and Hody is the kind of man who eliminates anything in his way. Shirahoshi answers that she has heard of this power she is supposed to possess, but insists, "I have never actually spoken to a Sea King in all of my life...!!" and "I still do not feel sure that I even have the ability to..." Jinbe says it is to their advantage if Hody does not know this, but warns Luffy and his crew: "You and your crew must not do battle with Hordy!!" Luffy ignores the warning and tells Shark, "Take me to the Ryuguu Palace!!" while handing Sanji responsibility for "crybaby."
Chopper, Sanji, and the others struggle with Jinbe's order, asking, "Is it... because we're humans?" Jinbe confirms the core problem: their involvement would only feed the bad feeling against humans. He says, "You must leave this to me!!" but Luffy refuses to watch Hody kill his friends and threaten everyone else. Facing Jinbe directly, Luffy says, "Jinbe!! That man has captured my friends!! If I don't do something about that Hordy, my friends and everyone else will be in trouble!" He adds, "I'm going!! If you really want me to stop... then you'll have to make me!!!" Jinbe realizes reason has failed. "As a one-time comrade, I had hoped that you would listen to reason..." he says, but concludes that Luffy truly is that man's brother. If Luffy refuses to back down, Jinbe has no choice.
