In Wano Country's Flower Capital, Orochi rages when he learns that his enemies have slipped away. He shouts, "So you're telling me you let them go?!" and then, "From right under your noses?!" His retainer begs, "Forgive me, my lord!" but tries to explain, "But, the man known as Trafalgar Law..." Orochi is not comforted. He says that Law is as much of a criminal mastermind as Straw Hat himself, and that capturing him is as good as netting both of them. Betrayal, he says, is second-nature to pirates. After torture, he is sure Law will be of use, and he orders, "Very well, then!"

The Flower Capital is locked down. Orochi's forces spread through the city while he asks, "How are things in the capital?" The answer comes quickly: "Do not worry! The entire area is on lockdown." The samurai of the Mimawarigumi and Orochi's ninja are stationed around the capital, and Orochi declares, "I will not let you come to any harm, my lord! Until we have captured every last one of these invaders." Citizens are warned that anyone who harbors fugitives or fails to report sightings will be considered an accessory to their crimes. In the streets, Sanji hears that all of those people are wanted.

From a rooftop, the allies watch the capital tighten around them. Sanji says, "This isn't good. I doubt we'll be able to approach the capital at all anymore." Shinobu notes that the wanted orders are effective across the country, not just here, and that they may no longer have any business left in the capital. They had been tasked with finding samurai bearing the mark of the moon, but now all of them have been captured. Sanji admits, "We may have been a bit optimistic," and adds that they had thought Tonoyasu's acting was enough to take blame off the prisoners. The jailhouse is large, by his reckoning, and inside are a thousand men locked up. The prisoners themselves ask why Orochi will not free them if the Shogun's men were the ones who made the mistake, but another man laughs that Lord Orochi would never admit he was wrong.

Shinobu says Law's men should be in jail too, because they are on the same side. Sanji calls it a shame and says they have to do something, then asks what people are doing in the city. Shinobu points out that they are making sky-boats for the Fire Festival. Even with two famous public figures just dead, the people are still in festival spirit. The Fire Festival, she explains, is a ceremony to mourn the dead, and the grander it is, the better the feelings are said to reach those who have passed. Sanji understands, while wanted posters slap onto the city: "Soba-Seller Sangoro," "Female Ninja Shinobu," and "White Bear."

On the outskirts of the Flower Capital, in northern Ebisu, Nami meets the others and says, "I'm glad! I heard you guys had been captured!" Bepo and the others hesitate before admitting, "Yeah... we, uh... we managed to escape." Nami sees the awkwardness but turns to the message Yasui left behind. Bepo says that the daimyo Yasui had shown this picture puzzle to people in the jail cell before he was killed. Nami realizes the change: "They added two lines to the snake!"

The meaning of the code shifts. Someone says, "I guess that changes the meaning of this code. The people from Wano understood what it meant. It's Yasuie's last message to us." Nami immediately grasps the importance: "Wait, this is probably really important, then! I'll make sure to get it to Kinemon!" The group plans that if anything happens, they will be in the Braided Hat Village. Elsewhere, Hawkins uses Law's captured crew as pressure. His threat is direct: "If you refuse, Trafalgar Law, will cut you poor fools down to get to me. Go! Your lives are the collateral." Law hears the threat of a man with nothing to lose, while his crew apologizes: "Captain! I'm so sorry! We messed-"

Hawkins releases Law's men and asks, "Satisfied, Trafalgar? Complete and total freedom. Here, these are your lives." But Law gives his crew a final order instead of rescue talk: "Look here, men. Do not, under any circumstance, tell Straw Hat that I've been captured!" They cry, "Wha-?!" and, "Why, Captain?!" Law knows the timing is terrible. His crew cannot simply sit still, but they also understand the danger: "Unfortunately, the life of our captain comes before the plan."

In Ebisu Town, the people entrust Tonoyasu's remains to the allies. A villager says, "Ahahaha! It's up to you, then," and another promises, "I will deliver!" Someone swears, "I swear it!" Nami promises, "I will see to it that Lord Yasuie's remains are properly interred." The villagers laugh through grief: "Ahahaha! Please do, mister!" and "Of course, Lord Yasuie is our savior, too!" One says, "Please... he's in your hands now. Hihihihi! Ahahaha!" As they leave, Nami calls, "Kanjuro! Let's go!" and the others shout, "We're ready!" and "See you later, everyone!" Kanjuro hurries ahead on the drawn mount, saying, "Till we meet again! I must hurry!"

Wanted posters cover the checkpoint: "Female Ninja O-Nami," "Franosuke the Carpenter," and "O-Robi." Between the Flower Capital and Kuri, at the dock, guards warn travelers, "You will be checked for similarities to the wanted criminals! Everyone, show your faces!" Brook, Usopp, and Robin pass in disguise, and a guard says, "You may pass!" Another yells, "Oi, get those last two out of here! Quick!" while the men recoil in fear, crying, "They're haunted!" Their disguises are unsettling enough to get them through the checkpoint.

At Kuri's abandoned southwestern port, Ashura shows the others the ships he has gathered. Someone exclaims, "My word! A ship!" and then, "And another one! There, too!" Ashura explains, "We picked 'em up from the harbors across Wano that Kaido destroyed." Kinemon is nearly speechless: "I do not even have words for this, Ashura! I mean, they're gonna need a lil touchin' up, but..." Ashura answers that with this many ships, they can take as many thousands of soldiers to Wano as they want. They ask Franky to carry out the necessary repairs, and Kinemon says the raid really will be possible. At the side, Brook explains that O-Toko has cried herself out and fallen asleep against him, while Robin offers to take her, only to be told, "You're too cold and hard."
On Onigashima, Big Mom is still not finished eating. The crew rushes around her shouting, "Hurry! Carry 'em out on the double!" but the food is still not enough. One complains, "She's still not had enough!" and another says, "Look, just keep makin' sweets, okay?!" Queen fumes at King for leaving the job half done: "Don't leave a job half-done, King! Damn it!" King answers that he swears he knocked her ship off the waterfall, while Big Mom continues to munch through the sweets without concern.

Queen asks why King brought Big Mom to Onigashima: "Why'd you bring her here, big brother Queen?" and "The hell was I gonna do with her in Udon, cut off from everyone else?!" Big Mom looks at King and offers him a place in her family: "I'll forgive what happened yesterday. Join us, son! Mamamamama!" She explains why she wants him: "There are three races that my country lacks. One of them may have been lost to the sands of time, but... you are still alive!" King refuses without hesitation: "I refuse."

Kaido finally appears before Big Mom. He says, "Linlin. You've finally showed up, eh?" Big Mom answers, "Kaido..." and laughs, "Mamahahahaha! Shame. Well, then, do me a favor and remove these already." Queen is startled by her tone: "Whaddya mean 'already'?! You're crazy, you old hag!" but Kaido says, "I told you. Take these off, boy." When Queen protests, "No, you, er, you must be jok-" Kaido simply orders, "Take them off." Queen's men whisper that Big Mom and Lord Kaido were once crewmates a long time ago. Kaido says, "Take 'em off already. Hurry up," and the chains are removed.

Big Mom's crew celebrates from below as she returns to herself. Zeus calls, "Napo-leon!" and another voice says, "Yes, Mama! I'm so glad you're back to normal!" The Beast Pirates panic because a sword came out of her hat and it is talking. Kaido reminds her, "I told you, if you came here, I'd kill ya." Big Mom answers, "And you think I'll let you?" The two Emperors collide, and the impact tears open the sky above Onigashima. Below, people scream, "Onigashi-maaaaaaa! Get us out of-" as the chapter ends on the extraordinary force of Kaido and Big Mom clashing directly.
