In a snowy, bubble-filled landscape with brick structures and floating UFOs, a goat-like humanoid in a fur-trimmed coat excitedly holds up a sign reading "UFO SPOT" while peering through a telescope labeled "UTA MERU". Beside him stands a man with curly eyebrows, wearing a dark coat with a fur collar, also looking through a large telescope. Snow drifts and circular bubbles fill the air around them.

At Impel Down's rear entrance, narration boxes state: "TWENTY-NINE HOURS...", "TOMORROW AT 3 IN THE AFTERNOON...", "EVERYTHING WILL END...", and "HOW LONG WILL IT BE UNTIL HE'S EXECUTEDI". A boat approaches the massive stone walls. Onboard, a guard says, "HE'LL BE ESCORTED FROM HERE TOMORROW MORNING." A cloaked prisoner sits silently while another figure replies, "WELL, THAT'S ONLY IN THE VERY UNLIKELY CASE THAT NOTHING HAPPENS." Below, a woman with long dark hair and earrings thinks, "LUFFY... PLEASE STAY SAFE..." as a large sound effect "グオオオオ..." rumbles and figures react on the fortress walls.

Marines react in shock aboard a massive warship. One shouts, "IT SEEMS THAT RED HAIR HAS GOTTEN INTO A LITTLE DISPUTE IN THE NEW WORLD." Another exclaims, "VICE ADMIRAL MOMONGA!!!" A sweating marine reports, "ACCORDING TO HEADQUARTERS, KAIDOU WENT TO TAKE DOWN WHITEBEARD. BUT RED HAIR INTERFERED... AND NOW, EVERYONE'S IN A COLD SWEAT...!!!" Vice Admiral Momonga, wearing a striped suit and cape, growls, "ONE OF THE FOUR EMPERORS, KAIDOU...!!!! WHY NOW...I WITH WHOM...!I THE RED HAIR!I THERE MUST BE SOME MISTAKE..." Crew members yell, "HURRY, TO MARINEFORD!!" and "YES, SIR!!!" while discussing, "THE WHOLE WORLD CAN SENSE THAT... WE'RE ON A PATH TO WAR WITH WHITEBEARD... AND WE MIGHT NOT HAVE A CHANCE TO AVOID IT...!!!" Momonga concludes, "WHAT AN UNSTABLE SEA...!!!...!!! FOR SOMETHING LIKE THIS TO HAPPEN... THIS IS A SITUATION THAT WE CAN'T INTERFERE WITH...!!! A DISPUTE BETWEEN TWO OF THE FOUR EMPERORS."

Inside the chimney of Impel Down Level 3, the prisoners tumble downward. "WHYI WHAT DO YOU MEAN, WHY!!!" someone yells as the group plummets. "WE'RE NOT GOING TO LEVEL 4!! THERE'S NO WAY!! THE INFERNO HELL'S DOWN THERE, YOU KNOW!!!" Panic spreads among the striped-uniform inmates. Luffy, Buggy, Galdino, and the others argue fiercely. "THEY'RE JUST LITTLE NOTHINGS WITH NO BALLS. STRAW-CHAN, JUST LEAVE THEM," Galdino says with a shrug. Luffy points upward, shouting, "ARE YOU EVEN LISTENING!!! UWAH! A HUGE LUMP OF BLOOD CAME OUT OF MY NOSE! YEAH, WE'RE TRYING TO GO UP!! UP!! WE WANT TO ESCAPE HERE! ESCAPE!!!" Below, the ceiling cracks and rises. "OH, YOU'RE RIGHT, AND IT'S MAKING A WEIRD NOISE. HEY, THE CEILING'S GETTING HIGHER," voices call out. "WHAT!!I IS THAT WHAT YOU HEAR WHEN I TALK!!! ALL RIGHT, I'VE DECIDED!! I'M... TURNING!! WHO'RE YOU CALLING A BIG NOSED CLOWN!!!" an enraged Buggy roars as the structure collapses around them.

The floor gives way completely. "OH, CRAP! MY MUGGY BALL WAS SO STRONG THAT IT BROKE THE FLOOR! NO!! IT WAS BECAUSE MY PUNCH WAS TOO STRONG!!! NO, IT WAS BECAUSE MY KICK WAS TOO VIOLENT!!! NO NO, IT WAS MY DORU DORU... UH... NEVER MIND... YOU'VE GOT NOTHING!!!" the prisoners blame each other as they fall. "WE'RE FALLING!!! AAAHHHHH!!!" they scream. In the fiery depths of Level 4, Lake of Blood, the group plummets toward bubbling magma. "WE'RE GONNA BURN UP!!!" they cry in terror. A massive figure swings a weapon. "STOP!!!" someone shouts. The prisoners beg, "HEY, PLEASE STOP...!!! I'M GONNA DIE!!!" A stern voice replies, "HOW MANY PEOPLE DID YOU KILL IN ORDER TO BE SENT HEREI IF SO, THAT'S YOUR PUNISHMENT. DO IT."

Level 4, the Inferno Hell, erupts in chaos. Massive chains swing wildly as prisoners tumble through searing air. "GYAA-AAHH!!! GAGAGAN!!!" impact sounds echo. "JUUWA!!!" steam hisses from the blood lake below. "HELP...!!!!" a prisoner cries while another shouts, "CARRY THAT FIREWOOD!! DON'T DRAG YOUR FEET!! A PRISONER IS ESCAPING!!" The intense heat overwhelms everyone. "THIS FLOOR... IT'S WORSE THAN DEATH...!!! I'M SICK OF IT!!! HAA... HAA... MOVE!!! IT'S SO HOT!!! MY BODY... MY INSIDES ARE ON FIRE...!!!" inmates scream. "CLEAR A PATH!!! GUWAH!!" Crocodile's former subordinate fights through the blaze as the lake of blood boils violently beneath the crumbling stone platforms.

Amid the falling chaos, a chained prisoner plummets. "AAAHH!! AH, I'M FALLING!!" he yells. "HEY, OUT OF MY WAY!! YOU WANNA GET KNOCKED INTO THE SEA OF FIRE!I" another warns. "HEY, YOU!! WE DON'T NEED PRISONERS ATTACKING PRISONERS...!!!" a voice protests. A powerful figure bursts through debris with crossed arms. "!!!I" The massive man, identified as "Formerly of Baroque Works Daz Bones, Assassin aka Mister 1," glares forward. "GYAA-AAA!!!" he roars, sending shockwaves as he smashes obstacles aside. "UBU!!" and "GIROGI..." reaction sounds punctuate the violent descent through the inferno.

Prisoners and guards react in confusion on the upper level. "What's happening on this floor...!I" one shouts. Another notes, "Magellan and Hannibal are both here..." and questions the gathering of beast guards. Below, armored guards stand ready before a massive sealed door labeled "Passage Between Levels 3 and 4." One guard orders, "Make sure you've got your flame-resistant armor." Another complains, "It's damn hot here...!!!" They discuss whether the intruders beat the Minotauros. In the lower chamber, Chief Warden Magellan sits on his throne with the Impel Down emblem behind him. Sadi-chan stands nearby holding a spiked staff. A guard pleads, "Chief Warden, when you hand your seat over to me, please put it in a more open place." Sadi-chan adds, "I'd like to close off my heart from you too." Magellan replies, "Quiet, I like closed spaces." Another voice protests, "It isn't me, it's them." Sadi-chan warns, "Don't be in such a rush, Sadi-chan..."

A report arrives: "Reporting!! Strawhat Luffy is currently entering the chimney on Level 3, though we can't visually confirm that yet..." Sadi-chan stands with three massive Demon Beast Guards. Minozebra (self-conscious) is labeled, Minokoala (armed fighter) drools with "MUSHA MUSHA" sounds while declaring "They're always thirsty for blood." Minorhinoceros (shy) appears beside them. Sadi-chan remarks, "Mmm~♥ They're not very patient." A guard warns, "If they fall, that'll save us some work... The only thing below there is the boiling 'Lake of Blood.'" Another adds, "They've all got devil fruit powers. If they fall in, they're done for...!!!"

Panic spreads as a guard bursts in shouting, "Chief Warden Magellan!!! I have a report!!! The intruder Strawhat Luffy has already reached this floor!!!" Magellan reacts with "..." while the room erupts in "HAA" sounds. Theories fly: "That just leads into the Lake of Blood!! How did they survive!I" and "It appears that they fell through the chimney!!" A guard theorizes the rubble helped them evade. Another reports, "It seems the Demon Beast Guard Minotauros fell too... And when we found it, it wasn't moving!!!" A blonde prisoner sweats in terror, "Don't tell me they beat him...!!!I" while others exclaim "What!I" and "What's going on!I"

Magellan stands before a map of Impel Down showing the Lake of Blood and current positions. He orders, "Hannibal, we'll leave the stairs to Level 3 to you. Sadi-chan, take the Demon Beast Guards and protect the stairs to Level 5. Calm down. There are only two staircases they can use without permission from the guards. We'll split up into three groups." On the lower level, Sadi-chan and the beasts attack prisoners in the blood lake. Victims scream "AAAHH!! STOP-- MMM~♥ SIGHING!!" and "WHY ME TOOI" Sadi-chan declares, "I want to attack!! There's no point in living if I don't get to attack, Warden!!" while complaining "WHAT!! I-- MMM~♥ HATE DEFENDING!!" Guards respond, "MMM~♥ Leave them barely alive, okayI" and "SIR!! The remaining guards, you're all going after them!! I don't care if you kill them!" One cheers, "Awesome♥ I can't wait."

On the bank of the Lake of Blood, the group struggles through searing heat. Someone laughs, "N-GAHAHAHA... YOU GUYS HAVE GOT IT ALL WRONG." Another voice declares, "IF YOU CLEAR YOUR MIND, EVEN FIRE IS OKAMA! BUT I DO UNDERSTAND HOW YOU FEEL!!" A figure notes, "IT'S A LITTLE HOTTER HERE THAN IT WAS ABOVE... MMI AAH... YEAH, IT'S A LITTLE WARM. YUP, IT FEELS KINDA LIKE I'M GETTING BURNED." The narration box states the location. Voices cry out: "THE HOT AIR... IS MAKING MY LUNGS HOT!!" "IT'S HOT!!! HOT HOT HOT! EVEN THIS PASSAGE IS GAUDILY HOT!!!" and "COME ON...!! I WANT TO GET OUT OF HERE AS FAST AS POSSIBLE!! WHERE DO WE GOI!" In a close-up, a monstrous face screams in agony as someone yells, "YOU'RE SUFFERING THE MOST!!!" Another shouts, "IT'S SO HOOOOT!!!" The group presses forward with cries of "SO HOOOT~" and "HEY, WHERE ARE YOU GOING!!I" until Luffy appears, sweat pouring down his face, reacting with a puzzled "HMI" as the heat intensifies.

A map of Level 4 Inferno Hell shows the Lake of Blood, kitchen, and paths to other levels, with a note on Bon-chan's vague idea. Buggy sweats heavily, thinking, "...!! WHAT'S IN THE DIRECTION STRAW-CHAN HEADED...I" The group reacts in panic: "WAIT, BUGGY!!!" "OHH!! THAT WOULD BE GREAT!!! IT WOULD BE AMAZING IF THEY HAD SOME BOOZE!" and "THE KITCHEN WAY IS THAT WAY!!! I'M STARVING TOO!!!" They charge ahead. Suddenly, pursuers appear shouting, "WE FOUND THEM!! IT'S STRAWHAT LUFFY!!!" Luffy and his companions react with shock and hunger, exclaiming "SOMETHING SMELLS GOOD!!" "HOT!! HOT!!! HOT!!!" "HAA... HAA... IT'S HOTTER THAN THE FLOOR ABOVE!" "LIWAH, THERE ARE SO MANY!!!" and "IT'S HOT!! BUT IT SMELLS GOOD!!"

Chaos erupts as Luffy stretches with "GOMU GOMU~" and attacks, yelling "GUAAH!!" while enemies scream "UUHH!!" and "GUAAH!!". A massive impact labeled "FIREWORKS" and "HANABI" sends bodies flying. Luffy declares, "BUT IF I EAT SOMETHING, I'LL BE A HUNDRED TIMES STRONGER!!!" as he fights through the crowd. Prisoners and guards tumble through the air amid explosions and debris. Below, more figures plummet into the depths with cries of "UWAA-AAAHH!!!" while Luffy's determined face appears in close-up. The page ends with the number 22 visible.

From above, a voice observes, "TAKE A LOOK AT HOW MANY ENEMIES THERE ARE...!! LEVEL 4 IS USUALLY FILLED WITH SCREAMS AND CRIES OF AGONY." A partner replies, "WHAT'S WRONG WITH YOU, PARTNER!I YOU MUST BE CRAZY HUNGRY TOO!!" Crocodile sweats and thinks, "!I" as dialogue continues: "WE'LL BE AMBUSHED... WE MIGHT EVEN BE TRAPPED ON THIS FLOOR!!!" "THEY'LL CHECK THE ENTRANCES AND EXITS SOON." "LOOK AT THE SOLDIERS MOVING IN FORMATION! THIS IS TOTALLY OUT OF THE ORDINARY!" and "BUT THERE'S NOT A SINGLE GUARD IN THE FIRE TORTURE AREA...!!!" He concludes, "IT'S HIGHLY LIKELY THAT IMPEL DOWN'S 'ALL STARS' HAVE BEEN GATHERED ON THIS FLOOR...!!!" "IS THAT IN ORDER TO STOP THIS MESS." "REGARDLESS, THEY KNOW OUR NAMES AND FACES NOW." The final thoughts are, "... OF COURSE, THE THREE REMAINING DEMON BEAST GUARDS...." and "WHAT I'M AFRAID OF..."

A massive, horned, armored figure towers over the scene, its body wreathed in swirling poison and smoke. Luffy, battered and shirtless, is hurled backward through the air by a tremendous impact, eyes wide in shock. The giant bull-headed creature swings its massive spiked fist, sending debris flying as Luffy tumbles. Close-up panels show Luffy's startled face and the creature's furious glare. "YOU RATS...!!!" the monster roars. Luffy gasps, "WHO'S THAT!I" A terrified voice screams, "M... MAGELLAN!!!" From the side, someone yells desperately, "STRAW-CHAN!!! LOOK UP!!!" Luffy twists midair, reacting to the sudden attack as poison and rubble erupt around him. The enormous figure looms with glowing eyes and dripping venom, its presence dominating the battlefield.
