So wearing a cape means he's a hero!!? So cool!" and Luffy grins, "He... hero!! I knew he was a hero when I saw his cape!! So cool! This is my first hero sighting!!" The others try to keep the conversation grounded: "Isn't that Sniper Island where Usopp's safe?" and "Isn't that long-nosed guy who was arrested along with our bro?"

Sogeking explains why Usopp is not with them: "He told me that saving Robin is my top priority, and then he left." Luffy asks, "So, where'd Usopp go?" and Sogeking can only say, "It's..." Sanji explains the heart of it: Robin believes that no matter what weapon she carries or what danger follows her, her existence itself is treated as a crime. Sanji explains, "The Gate of Justice is right behind the island, and the only path to it is through the Judicial Tower." Even Sanji's map cannot prepare them for the real thing: a massive gate system, an island suspended over the sea's abyss, and the world government's fortress standing beyond it. Nami stays focused, calling everyone over to see something at the sky behind Enies Lobby. The plan is made, but the battlefield they must cross is far larger than anyone hoped.

The crew suddenly realizes Luffy is missing. Someone asks, "Where's Luffy?" and another answers, "He was here a second ago..." A shout comes from outside: "It's Straw Hat!" "What!?" one yells, while another groans, "Did he even listen to the battle plan...?" and "What's his problem!? He just left on his own--!!!" Luffy has heard enough: if Robin is inside, then the fastest path is forward.

They decide to climb over the fences and open the main gate while Rocketman keeps coming. Yokozuna and the giants at the front push through the waves, and the whole rescue force barrels after Luffy's reckless lead.

The government expected a force at the gates; it did not expect the Straw Hat captain to be already past them.

The Marines finally see Luffy on the far side. One shouts, "What's this? What a big hole!!!" and another reports, "The island's floating in midair!!!" Luffy looks up from the wall and smiles, noticing a figure above: "Who's that on the top of the gate!?" The guards scream, "Intruder spotted! Kill him now!!" and "They found me!!" Luffy is not hiding. He stands at the enormous gate as the Marines aim at him, ready to push forward into the island by himself while the rest of his allies are still racing across the sea behind him.

Luffy climbs deeper into the main gate area. A report goes out: "This is the main gate. Reporting to the front gate officers!!! An intruder has climbed over the main gate and is quickly approaching the front gate!!!" Luffy answers the alarm with a cheerful, "Ah-haha!!" A Marine asks, "What is it? Is something wrong?" Sanji, still outside, realizes what is happening and says, "If it's only one guy... just kill him!!" but then corrects himself as he understands who it must be: "No... he's..." Luffy's presence inside the gates is no longer a rumor. The main gate itself is now under attack by one impossible intruder.

The front gate officers prepare to deal with the intruder. One says, "We'll get rid of him," while another reassures the others, "Don't worry about it." Luffy hears guards shouting, "Hey, brat! Stop!" and "Do you know where you are!?" He looks around and says, "If I'm not mistaken... the intruder is..." The answer comes in the next instant as the Marines recognize him: "Straw Hat Luffy...!!!!" Luffy has entered the government's front door alone, and every guard now understands that the boy in the straw hat is not a random invader but a pirate with a hundred-million bounty.

The Marines panic as Luffy charges. One stammers, "S... say what!?" Another shouts, "He's the 'Straw Hat' pirate!!! With a 100 million bounty!!" Luffy asks the only question that matters to him: "Where's Robin?!" The main gate sends a report while the guards rush him, but Luffy begins knocking them aside with his fists. The alarm repeats, "This's the main gate reporting!!!" and Luffy keeps shouting, "Where is Robin!!!!?" He is not there to negotiate with the world government, and he is not waiting for the plan. He is tearing through the first defenders by asking for his friend.

The rest of the invasion begins behind him. A Marine reports, "A large group of intruders just broke through the perimeter!!! Requesting backup!!!" Another cries, "Two monsters are pulling a giant cart over the fence!!" Yokozuna and the Franky Family crash through with Rocketman and the allied force, shouting and smashing through the outer defenses. Smoke rises as the guards scream, "Back-up!!" and ask, "What is your status!!!?" The quiet infiltration plan has collapsed into a frontal assault, but that chaos is exactly what the rescuers need. Enies Lobby is now under attack from Luffy inside and Rocketman's army outside.

Inside the island, Robin walks with CP9 and hears the distant commotion. Someone asks, "What's wrong, Nico Robin?" Robin says only, "Keep moving." Outside, Rocketman and the allied force keep charging toward the walls while a voice asks, "Is everyone ready?" Luffy's eye fills the panel as the order comes: "Charge in!" Back on Rocketman, Chopper asks about the others' wounds, and someone says, "It's not a problem, because I'm Sogeking." Another voice counts down: "In four minutes, the sea train, Rocketman, will..." The chapter ends with the assault fully committed: Luffy is already inside, the army is crashing through, and Robin is trying to keep walking as if none of it can reach her.
