Sabo responds to Luffy's crisis by intercepting Jesus Burgess. Onlookers gasp, "Ohh! A 3-star convict!!" and "Th-that guy!" as Burgess is knocked back with a groan. Sabo stands between Burgess and Luffy and introduces himself plainly: "I'm Sabo of the Revolutionary Army. Luffy's my little brother." Others identify him as "the Revolutionary Army's chief of staff." Sabo asks Burgess, "Got something you wanna say to him, Burgess?"

Burgess asks if Straw Hat is Sabo's brother, and Sabo answers that those words must sound like deja vu because Burgess heard them from Fire Fist Ace. Sabo says, "We three are brothers!" He reminds Burgess that the Blackbeard Pirates captured Ace during the battle on Banaro Island, triggering the terrible War of the Greatest. Although Sabo says he does not have an axe to grind with Burgess's crew, the war cost Ace his life. From now on, Sabo declares, he will be the one watching Luffy's back: "Tread lightly."

Burgess laughs that he does not care about Sabo's sob story or the Revolutionary Army. Sabo calmly suggests that perhaps they do have personal business, and Burgess realizes the Mera Mera no Mi was taken by Sabo. Luffy, still being carried and barely conscious, says Doflamingo may come any minute and that Sabo will have his hands full with Burgess. Gats reassures him that the Colosseum fighters will buy him time. Luffy promises, "I'll finish off Mingo... you have my word!" Sabo smiles and tells Luffy to leave Burgess to him.

Luffy recognizes the Mera Mera no Mi as Ace's fruit and says Sabo ate it. Sabo grins that the fruit is a memento of Ace and that he was not going to let anyone else have it. Burgess lunges, shouting that he will take that ability, and attacks with "Lariat Galleon," with a translation note explaining that the kanji reads "Unsinkable Battleship." Gats tells his fighters that he is counting on them, and the battle between Sabo and Burgess begins in earnest.

Sabo blocks Burgess and remarks that the attack is "so hot." He gathers fire around his hand and uses "A burning Dragon Claw Fist... Blaze Dragon King!" The blast drives Burgess back, and the onlookers are stunned that Sabo simply swatted away a Yonko crew member. They realize Burgess hunts and picks off Devil Fruit users, meaning the rumors about the Blackbeard Pirates were true. Sabo's new fire power and his Revolutionary Army strength prove enough to counter Burgess head-on.

Gats asks Luffy what is going on, saying he thought Luffy was the one who won the tournament and got the Mera Mera no Mi. Luffy explains that he had other business, so he had Sabo take his place, and he says he is glad one of them inherited the powers of his late brother. Gats realizes that is what happened, even if it was against the rules. He immediately shifts focus back to the crisis: "Anyway! Right now, Dressrosa's hope is in... your recovery!" The fighters form up as people scream in the chaos around them.

The Birdcage continues to tear through the city while the Colosseum fighters wobble forward carrying and guarding Luffy. Doflamingo calls out for Straw Hat to show himself, saying he will pay him back in spades. Gats urges the fighters not to falter because they must keep Luffy occupied and protected; every second counts. Doflamingo taunts the "two-bit small fry" and says he does not need any stamina to deal with fodder, making it clear he intends to cut through the defenders before Luffy recovers.

Across Dressrosa, people shout for everyone to hurry toward the central district and avoid being cut by the Birdcage. Others warn them to get away from the central district because they will become collateral damage in the pirates' battle. Citizens discover the cruel trap: the central district is the battlefield, yet the Birdcage is driving them there from every direction. Someone asks where they are supposed to run, and another says, "You're kidding me..." as the threads close in from all sides.

Zoro plants his sword against the Birdcage and coats it with Armament, saying "Busou." Kin'emon panics, shouting, "Zoro-dono! What are you doing?! Don't be insane!" Fujitora says the cage is not something that can be stopped simply by pushing, and Zoro asks how he knows that. When Fujitora remarks that if Zoro has time to flap his gums about how impossible it seems, he should shut up and lend a hand, Zoro snaps that from his point of view it cannot be stopped only because nobody has tried. He calls Fujitora a historical relic.

In front of the Smile Factory, Franky tells the Tontatta to show their wild strength. Because the factory is made of sea stone, it cannot be cut, so they prepare to use it against the Birdcage. Franky roars, "Push that factory!" and the Tontatta and citizens shove the massive structure forward. On the plateau where the palace is located, Viola reports that Zoro and the others are trying to stop the Birdcage. Robin wonders if such a course of action is even possible, and Leo says he never even thought of it, comparing the boldness to Roger.

On the south face of the plateau where the palace is located, citizens try to climb toward safety while others yell not to push. Someone says this must be the will of the young master. At the New Royal Plateau, Donquixote Family men block the entrance, warning that people not of the Donquixote Family must not take another step. The desperate crowd argues that they are not all Doflamingo's family and begs to be let up because the plateau is the only safe haven. Then a broadcast clicks on: the country, as deemed by the Young Master, is in dire need of a reset, and everyone is on death row.

The warriors from the Colosseum arrive, and citizens recognize Bartolomeo, Hajrudin, Commander Kyros, and Don Chinjao. Kyros orders everyone to save cheers for later and says that anyone with even an ounce of strength should follow him. The fighters rush in to clear a path and protect the civilians. People thank Kyros for saving them, while Mansherry argues with Leo that her ability is meant to prolong Dressrosa's life. Bellamy, badly injured, wonders why he can move at all, saying his injuries should have been too severe.

Zoro, Fujitora, Kin'emon, and others push against the Birdcage while Franky and the Tontatta push the factory. Nami, far away, senses the crisis as the people scream for someone to save them. Doflamingo keeps searching, shouting that if Luffy will not come out, he will root him out, and citizens cry for him to stop because the Birdcage has started contracting faster. A countdown appears: time left until Luffy recovers Haki is four minutes, but time left until the Birdcage reaches the central district and mass slaughter is only three minutes. The chapter ends with people running for the New Royal Plateau.
