Luffy stares in shock from behind bars, eyes bulging as he shouts, “HE’S TRYING TO BUILD HIS OWN NATION…!I ARLONG EMPIRE!I” Inside a building, Nami sits with eyes closed while Genzo and another fish-man discuss the situation. Genzo sweats and exclaims, “GEN!I” The fish-man replies, “FOR NOW…I” then continues, “FOR NOW, THAT IS… ALL WE CAN DO IS QUIETLY SIT STILL AND ENDURE IT. WHATEVER HAPPENS, HAPPENS. BUT THAT WOULD INCLUDE MY HOMETOWN TOO! SO THEN, HE’S GONNA TURN ALL OF EAST BLUE IN TO HIS ‘FISHMEN EMPIRE’!I” Nami’s eyes snap open in alarm as an impact sound “ドン!!” and “!!I” punctuate the tension.

A close-up shows Marine Captain Nezumi sweating as he declares, "IS A CLEAR SIGN OF REBELLION," while noting "POSSESSING A WEAPON," with SFX "カラカラカラ..." Arlong towers over Genzo in the village square, declaring "THE CAUSE OF ANY UNREST AND DISTURBANCE IN MY LANDS." Background villagers watch tensely near a large fishman and buildings. In a menacing close-up, Arlong bares his teeth and snarls, "I'LL KILL YOU TO SHOW THE OTHER VILLAGERS WHAT HAPPENS TO REBELS! AND SO, TO MAKE SURE THAT THERE AREN'T ANY MORE REBELS LIKE YOU,"

A fleeing villager is chased as someone yells, "H-HEY, YOU! COME BACK HERE OR YOU'LL BE KILLED!" and "THAT SON OF A...!" Nojiko reacts in shock while a fishman gripes, "WHAT!I ALL HE DID WAS COLLECT SOME WEAPONS!" and notes Arlong is "SERIOUSLY GOING TO KILL SOMEONE OVER THAT MUCH!I" Arlong looms over Genzo, who protests, "THERE'S NO WAY ANY OF US HAVE EVEN THE SLIGHTEST INTENTION OF REBELLING AGAINST YOU! ALL OF US HERE HAVE LOYALLY PAID THE TRIBUTE WITHOUT ANY COMPLAINTS FOR THE PAST 8 YEARS!" Arlong retorts, "WHAT'S THE MEANING OF THIS, ARLONG!I" In close-up Arlong growls, "I HAVE NO CHOICE BUT TO KILL THIS MAN FOR THE SAFETY AND SECURITY OF MY LANDS! I'VE ALREADY STATED THAT THE MERE ACT OF POSSESSING WEAPONS IS A CLEAR INTENT TO REBEL." Nojiko cries out, "NOJIKO! WAIT!" and "SO LET GO OF GEN!" as villagers gather.

Arlong's face fills the panel as he sneers, "YOU WOULDN'T RATHER HAVE ME DESTROY THIS ENTIRE VILLAGE, WOULD YOU...I" and "ANY COMPLAINTSI" Villagers stand tense; one fishman warns, "YOUR VILLAGE WILL BE DESTROYED! THAT'S FINAL!" and another adds, "KNOW THIS, HUMANS! IF YOU LAY EVEN A FINGER ON ANY ONE OF US," Genzo and others discuss in low voices: "WE SWORE TO A FIGHT OF ENDURANCE! BUT WE ALL SWORE, DID WE NOTI" and "IF WE REBEL NOW, THEN OUR LAST 8 YEARS OF OUR DEATHS WILL COME TO NOTHING! EVERYONE GO INSIDE YOUR HOMES..." Genzo finishes, "IN ORDER TO LIVE ON! IF WE WANTED TO REJECT THEIR RULE BY FIGHTING TO OUR DEATHS, WE SHOULD'VE DONE IT LONG AGO!"

Arlong squeezes Genzo's face with clawed hands, SFX "SQUEEZE... SQUEEZE..." while declaring, "LIVING IS IMPORTANT! IT IS BECAUSE ONE LIVES, ONE CAN ENJOY THINGS!" A voice agrees, "WELL SAID!" Nearby villagers react with "BUT...!" and "GEN...!" Arlong continues, "EVERYONE HAS THEIR OWN DESIGNATED PLACE AND POSITION IN LIFE! THIS MAN UNDERSTANDS THE FUTILITY OF RESISTING AGAINST THAT FACT!" He strikes Genzo violently with impact SFX "グイッ... ポタ ポタ" and laughs, "ARE BORN EQUAL! SHAHA HAHA! YOU SEE, NOT ALL LIVING THINGS," as shocked onlookers watch in horror.

Villagers and fish-men react in shock as tensions flare. "WHY YOU...!" someone shouts. A fish-man declares, "HUMANS ARE BEST LIVING LIKE HUMANS!" Genzo steps forward angrily, yelling, "DON'T YOU DARE LAY A HAND ON THEM!" Another villager backs him up, "YES, WHAT HE SAID." An unseen speaker pleads, "GEN... BUT HE...!" while others cry, "STOP IT!" and cough violently. In the next sequence, a large fish-man looms over the crowd as someone remarks, "A LOUD BUNCH, AREN'T THEY. I WONDER IF I SHOULD TAKE THIS AS A SIGN OF REBELLION..." A desperate voice begs, "PLEASE DON'T KILL HIM!" while another notes, "BUT IT'S NOT AS IF HE USED HIS WEAPONS!"

Genzo, bloodied and determined, shouts from the ground, "YOU MUST KEEP ON FIGHTING EVEN IF I DIE! IF WE DIE HERE, EVERYTHING WILL COME TO AN END!" Nearby villagers watch in horror. A fish-man officer snarls, "WATCH CLOSELY, HUMANS! LET ME SHOW YOU WHAT HAPPENS TO THOSE WHO HARBOUR ILL THOUGHTS..." as he prepares an attack. Genzo is struck hard with the warning, "A WARNING TO THE REST OF YOU! LET THIS BE." The brutal blow sends shockwaves through the onlookers.

A massive explosion erupts on the rooftop with the cry "GUN-POWDER STAR!" as smoke and debris fill the air. Villagers below react in panic: "THERE'S SOMEONE STANDING ON THE ROOF!" "...LOOK! OVER THERE!" "IDENTIFY YOURSELF!" Arlong stares upward in shock, exclaiming, "ARLONG!I" while another fish-man gasps, "W-WHAT WAS THAT!I" The sudden arrival draws every eye skyward.

Usopp stands dramatically atop the tower, striking a heroic pose with his slingshot raised. "I AM THE BRAVE AND HEROIC WARRIOR OF THE SEAS!" he declares as the sound effect "SHAKE SHAKE..." rattles around him. Below, he continues, "I HAVE 8000 SUBORDINATES AT MY COMMAND! FLEE AT ONCE AND I SHALL CONSIDER FORGIVING YOU!" and boasts, "FEARED BY THE ENTIRE WORLD AS THE MAN FROM HELL, THEY CALL ME 'USOPP THE WICKED DEVIL KING!'" Villagers react with confusion: "NEVER HEARD OF HIM..." "...HUHI USOPP...I" "WHO IS THAT...!I" Nami stares in disbelief, realizing, "IT'S HIM...!"

Arlong looms with fury, shouting, "JUST TRY ME! I'LL CRUSH EVERY SINGLE LAST ONE OF 'EM!" A subordinate fish-man warns him, "ARLONG, IT'S HIM! HE'S THAT GUY I TOLD YOU ABOUT EARLIER WHO ESCAPED FROM ME!" Arlong snarls back, "I DON'T CARE IF YOU'VE GOT TENS OF THOUSANDS OF FOLLOWERS..." In a smoky street, Usopp stands atop a building and fires his slingshot, the Gunpowder Star exploding harmlessly as he yells, "AGHHH! HE'S NOT SCARED AT ALL AND MY GUNPOWDER STAR DIDN'T WORK AT ALL!" The fish-man charges with a heavy stomp, growling, "EVEN THOUGH YOU'RE JUST A PUNY HUMAN...!" A massive close-up of Arlong's enraged face fills the bottom panel as he roars, "YOU DARE ATTACK ME!I LOWLY HUMAN SCUM!"

The building collapses violently under Arlong's strike, sending debris flying as Usopp screams, "AGHHHHH!" Arlong's crew reacts in panic. One fish-man shouts, "IF OUR FUNDS DECREASE, THEN ALL WE HAVE TO DO IS CONQUER ANOTHER VILLAGE!" Another adds, "IF WE TURN THIS TOWN INTO ANOTHER GOSA VILLAGE, THEN OUR TRIBUTE FUNDS WILL DECREASE AGAIN!" A third fish-man yells, "HUMAN VILLAGES ARE EASY TO CRUSH BUT OUR GOAL'S TO RULE OVER THEM!" The last fish-man pleads desperately, "A-ARLONG, WAIT! YOU'RE NOT GOING TO DESTROY ANOTHER VILLAGE, ARE YOU!I"

The massive structure is utterly destroyed in a storm of flying wood and dust. Arlong's voice booms from above, "WE ARE THE SUPREME BEINGS!" Villagers stare in horror. A young woman cries out, "HE'S...!" An older man finishes, "OUR VILLAGE IS...!" The crowd gasps with shock as the wreckage settles around them.

Arlong's crew panics and gives chase. One yells, "AFTER HIM! DON'T LET HIM ESCAPE!" Another shouts, "HE'S STILL ALIVE!" Usopp flees in terror, screaming, "HE'S GONNA KILL ME! HE'S GONNA KILL ME! CRAP!!!" A fish-man orders, "LET'S RETURN HIM TO ARLONG PARK FOR NOW! AT THIS RATE, HE'S GOING TO ANNIHILATE THIS ENTIRE VILLAGE!" Another commands, "CATCH HIM AND KILL HIM!" The scene shifts to the village street where Arlong's crew stands facing a line of worried villagers. One fish-man sneers, "BUT IT LOOKS LIKE YOU'VE MANAGED TO LIVE ANOTHER DAY." Arlong grins confidently and declares, "WE'LL BE BACK."

A massive open-mouthed figure screams in agony as "AGHH HHHH HHH!" echoes across the page. "HEY YOU! WAIT RIGHT THERE!" someone yells from the background. In the next sequence, a goggled fighter launches an attack: "EGG STAR!" The projectile strikes true with a "ペキャッ!!" and "ビッ" impact. "UGH!" cries the target. "CERTAIN KILL..." is declared. The victim reels, shouting "YOU BASTARD!" as the egg splatters. "D...DID IT WORK...I" asks an uncertain voice amid "は は は" laughter. "UGH, IT REEKS! THIS EGG IS ROTTEN!" the defeated foe complains while clutching his face. The attacker howls "AGHHH HHHH!" with "ぐちゃっ!!!" and "しゅばっ!!!" sound effects as the panel erupts in motion lines and debris.

In Cocoyasi Village, a crowd gathers as Genzo declares, "THAT'S RIGHT. AS IF ANYBODY COULD ABIDE ALL THEIR IRRATIONAL RULES!" Nami replies calmly, "NO, I'M FINE. I CAN MANAGE ON MY OWN. SORRY FOR ALL THE TROUBLE I'VE CAUSED, EVERYONE." Genzo offers, "GEN, WE NEED TO GET YOU TREATED." A villager asks, "WHAT'RE YOU TALKING ABOUTI YOU'RE NOT THE ONE AT FAULT HERE." Nami insists she is fine. Later panels show villagers murmuring: "LONG TIME NO SEE, EVERYONE." "NO... CAN'T SAY I DO..." "DO YOU KNOW HIM, GENI" "BUT WHO WAS THAT GUY EARLIER..." Nami turns with a sharp "X..." sound, her expression shifting as "NA-CHAN..." and "NAMI..." are spoken while she stands in her polka-dot dress.

Close-up on Nami's determined face as footsteps echo "バタン バタン... バタン バタン..." She walks through the village street carrying a bag, petals scattering. A man in a hat exclaims, "GUESS IT WAS ARLONG..." Nami responds, "OH NOTHING, JUST CURIOUS WHAT ALL THE RUCKUS I HEARD WAS ABOUT." The man continues, "TO THINK THAT YOU OF ALL PEOPLE WOULD DECIDE TO STROLL THROUGH THE MIDDLE OF TOWN..." Nami asks, "WHAT IS ITI" while a seated Marine-like figure watches with "カラカラ..." sounds. Nami smiles slightly in the final panel.

At a seaside grave marked by a wooden cross, Nami sits and reflects: "ONLY 7 MILLION BELI LEFT..." She continues, "HE KNOWS MONEY CAN GET ANYTHING DONE. BUT ARLONG KNOWS WHAT'S WHAT. WELL, I AM A PIRATE. YOU'RE AS INFAMOUS AS EVER. SO IT'LL ONLY BE A LITTLE MORE UNTIL HIS PROMISE!" In a close-up, Nami smiles brightly and declares, "SO I CAN BUY THIS VILLAGE! NO MATTER WHAT, I'M GOING TO RAISE 100 MILLION BELI," her eyes closed in joyful determination against the palm-tree backdrop.

Inside a grand hall, a flashback shows a figure lying down, declaring, "I DON'T HAVE ANYTHING TO DO OUTSIDE OF HERE..." Another voice adds, "EVEN IF SHE TELLS ME TO LEAVE," as a building with a flag is shown. The scene shifts to the hall where bodies lie scattered. A voice states, "AFTER ALL, I PROMISED LUFFY TO BRING HER BACK..." In the present, Roronoa Zoro sits cross-legged with hands behind his head, sword at his side, and mutters, "SEEMS LIKE I'VE GOT MYSELF TIED UP IN A COMPLICATED MESS...." He sighs, "JEEZ..."
