Bakura Town lies in ruins after the chaos, and the people stare at the aftermath of Luffy's fight with Kaidou. Someone says, "That guy went all out, eh?" Luffy is sprawled on the ground, beaten but still alive. A bystander marvels, "In just a single hit...!" and another answers, "Well, of course!! He was hit... by Master Kaidou's club, after all!!" Even then, one man is shocked: "I'm surprised that he's still breathing!!" Law understands the danger immediately. Looking at Luffy's condition, he thinks that in this state, their only option is to grab him and run. Kaidou, standing above the unconscious Luffy, gives the chilling answer: "Of course he is."

Law tries to move, but Hawkins stops him: "Stop right there, Trafalgar!" Law is forced to face him again and recognizes the situation with irritation: "This guy again!?" Hawkins reveals the weapon in his hand, explaining, "The seastone widely used around the world... originated from this country. The only people capable of refining it to such a small size... are the craftsmen of Wano." He flicks a seastone nail into Law, and Law immediately understands what hit him: "A seastone... nail!?" Hawkins then attacks with "Warabide Sword!!!" Law is pinned by Wano-made seastone just as he was trying to escape with Luffy, making rescue far more difficult.

Kaidou studies the fallen Luffy and cannot tell what keeps him going. He says, "I can't tell... if it's his unyielding fighting spirit... or if it's some kind of false bravado, but..." The unconscious Luffy is still glaring at him through the haze, and Kaidou remarks, "He's been glaring at me for a while now." Bystanders stare in confusion at the beaten pirate. One asks, "This guy...?" Another says, "He looks... unconscious to me..." Yet Luffy's will has not disappeared. Even after being struck down by Kaidou's club, his body lies helpless while his presence still shows resistance, enough for Kaidou himself to notice.

Kaidou gives his order: "Throw him in a cell!" He decides that once Luffy's spirit is broken, he will become a formidable soldier for them. His subordinates answer, "Yes, sir!!" while Kaidou warns that the word pirate must not be written in the newspaper because it is forbidden for the outside world to have any influence in Wano. Then something strange happens. Several men collapse around Luffy with a heavy thud, and the crowd panics: "What kind of a joke is this!?" and "Waaaaaah!! What happened to you guys!?" Kaidou looks at the unconscious pirate and realizes that Luffy's will is still spilling out strongly enough to affect those nearby.

The sight reminds Kaidou of Oden. Watching the men collapse, he says, "That was... Lord Oden's ability...!!" and asks, "Did that unconscious brat use it!?" Kaidou identifies it as the ability to use Conqueror's Haki, just like "that brat, Kid..." He looks at Luffy and says, "So... you also have..." but immediately dismisses the danger of too many kings under one banner: "We don't need that many conquerors." Kaidou sighs that he has gone completely sober and decides, "I'll take care of Trafalgar next time... for now, I'm gonna go drink some more." The page confirms that Luffy used Conqueror's Haki even while unconscious, and Kaidou recognizes him as another dangerous will.

Law escapes into the forest, slowed by the seastone nail. He says, "A nail made of sea-stone... I've never seen that before...!!" and worries that the situation is now worse than ever: he is concerned about Bepo and the rest of his crew, but he also cannot leave the rest of the alliance alone. In Bakura Town, Hawkins notes, "I think he escaped..." but concludes that capturing either Law or Luffy is good enough for the moment. Hawkins adds, "I will definitely find them... I won't let them escape from me..." Meanwhile in Okobore Town, the injured O-Tsuru calls weakly for O-Kiku, saying she needs to apologize and wants to apologize to Luffytaro. She reaches toward the destroyed town, asking, "Hang in there, Gorobei!!"

At Okobore Town, O-Tsuru is tended to by O-Kiku and the others. Even after everything, she worries about the food Luffy gave them: "We wasted all of the food... that he generously gave to us...!!" Gorobei hopes Luffy will not feel responsible for the town being attacked, saying that Luffy is such a kind soul. Another man addresses O-Tsuru warmly: "O-Tsuru... even though it's been 20 years, you're still so beautiful." He says she has not changed at all, but their reunion will have to wait until Lord Oden's wishes are fulfilled. The name Ashura Doji is called out as someone departs, and O-Kiku looks out over the saved survivors, relieved: "Thank goodness you're all safe!!!"

The people trapped by Kaidou's attack are revealed to be alive because of Shinobu's power. As the ground collapses into a circular pit, people cry, "Please save us!! The ground is sinking too fast!!" and "Even though we got saved from what happened above... at this rate, we're going to sink all the way to the bottom of the ocean!!!" Afterward, Shinobu says, "Phew, I was able to carry all of the ladies to safety." The others call, "Save us too!!!" and are told they were saved by Shino-chan's technique. Shinobu proudly explains, "My Mature-Mature Bewitchment Jutsu is capable of maturing things of this world." The note identifies it as Juku-Juku. O-Kiku then asks everyone to listen carefully because she needs to explain the current situation.

News of Luffytaro's scuffle in Kuri spreads throughout Wano. At the site of the destruction, someone checks a victim and says, "She's still breathing..." while another insists, "We need to treat her immediately...!!" and a third says they are too out in the open and should head into the forest. In the Flower Capital, people hear the extra edition: "Extra edition!! Extra news edition!!" The report of Luffy's clash with Kaidou reaches all corners of the country. A man reads and wonders if Luffy made it into Wano, while another says, "Oh!! It's about Luffy." The page shows the scale of the rumor: one pirate's defeat by Kaidou becomes public knowledge almost immediately.

Different parts of Wano react to the news. A woman reads, "Oh, my! Luffy has arrived in Wan..." and gasps. Another crowd receives an "Extra issue!!" Someone reads aloud, "Oh, Lu..." but the shock cuts the sentence short. Elsewhere, people argue over what they are reading while eating wasabi sushi. One man asks, "What are you reading?" and another answers, "Oh, a samurai named Luffytaro and Master Kaidou..." The comedy of the reactions does not soften the meaning: Luffy's name is now moving through Wano, and the country is beginning to understand that someone called Luffytaro has directly clashed with Kaidou.

The next day in Udon, prisoners are forced to labor in the weapon factories. The guards shout, "Beat it, beat it!! Beat the iron!!" and declare, "The harder and stronger the weapons you make are... the more the capital will prosper!!" The workers are told that their lives belong to Lord Orochi. If they want to continue living, they must beat the iron; if they want to rest, the guards will kill them. Inside the prison, someone asks what is in a particular cell. A guard answers that it contains a poisonous fish and says the order was to give it one poisonous fish per day with the bones removed. The guards usually do that because bones might kill it, but whatever is inside has somehow survived even with the bones still in.

Luffy arrives at the Udon prison as the rumored newcomer. The guards say, "So that's him... the man who went against Master Kaidou..." and "You're finally here, newbie!!" They identify him as the one who went on a huge rampage and destroyed the town in the process. When they see him, they are disappointed by his size: "That tiny kid!?" One guard says he thought Luffy would at least be as big as an All-Star. Luffy is bloodied and wrapped in bandages, but he still glares at the guards. One guard says, "What's this!? He's glaring at us guards!!" Another threatens, "I'll make you lose the shine in your eyes in no time!!"

A fish bone flies out of the neighboring cell and stabs a guard, causing panic: "A fish bone came flying out of the cell...!!" Someone asks whether there is actually something inside. The guards throw Luffy into the cell and explain his fate: starting tomorrow, they will push him around until he wants to die, and he will stay there until his will breaks and he pledges allegiance to Master Kaidou. The door slams shut. In the darkness, Luffy lifts his head and says, "You'll pay for this... Kaidou...!!!" Across from him, another prisoner sits in chains. Luffy notices him through the bars, and the man is revealed as Eustass Kid, also bloodied and imprisoned.

Luffy and Kid recognize each other from neighboring cells. Luffy's face is battered but furious as he repeats, "You'll pay for this... Kaidou...!!!" Kid stares back with the same kind of rage and says, "Ah... you're..." The bars between them frame the end of Wano's first act. Both captains have challenged Kaidou and both have been crushed into imprisonment, but neither has lost the look in his eyes. The chapter closes with the sign: "Wano Country - First Act - Fin," while the narration points toward fate connecting their arcs onward into the next act of Wano.
