Buggy continues, 'HMPH, AS IF PATHETIC SNOT-NOSED MARINES COULD EVER..' Alvida, standing nearby, warns him, 'WE'LL BE IN A TIGHT SPOT IF SOME BIG-SHOT MARINE SHOWS UP!' A pirate points out, 'BUGGY! THESE MARINES ARE FROM THE HEADQUARTERS!' Buggy throws his arms up and rallies his men, shouting, 'SO LET'S FINISH 'EM OFF AND HAUL ASS OUTTA HERE! IT AIN'T OVER YET, BOYS! Buggy transforms his body parts into a makeshift vehicle with wheels, shouting, 'HEAD FOR THE WESTERN PORT! GYAHAHAHAHAHA! BARA BARA CAR!' His men assemble the parts, calling out 'MOTOR!' and 'YES, CAP'N!' The Marines charge forward, yelling, 'DON'T LET THE PIRATES ESCAPE!' Meanwhile, Buggy's crew sets up a ramp for Alvida, saying, 'THE SLOPE HAS BEEN SET!' and 'HERE YOU GO, LADY ALVIDA!' Alvida leaps onto the ramp, declaring, 'ZERO FRICTION!' Buggy's 'BARA BARA CAR' speeds away with a 'BOMB ENGINE!' roar, while Alvida gracefully slides along the ground barefoot, calling her move 'SUBE SUBE SKIING!' as she glides away from the pursuing Marines.

Suddenly, thick plumes of smoke billow into the street. Alvida looks back in surprise, saying, 'WHA...' Buggy's crew panics, shouting, 'WHAT'S WITH THIS SMOKE!?' and 'AGHH!' A massive cloud of smoke erupts with the attack name 'WHITE OUT!', completely engulfing Buggy, his crew, and their vehicles. The pirates scream, 'GYAAA!' and 'I'M.. CAUGHT BY THE SMOKE!' as they are lifted into the air and trapped by the dense, swirling vapor. Captain Smoker steps forward, his arms transforming into smoke. He chomps on his cigars and commands, 'I DON'T HAVE THE TIME TO DEAL WITH YOU RUNTS. BRING OUT MY BILLOOWER BIKE!' A Marine responds, 'CAPTAIN SMOKER!'

The Marines successfully capture the Buggy Pirates, trapping them in a large, heavy net in the town square. A pirate complains, 'WE'VE ALL BEEN ROUNDED UP, CAP'N!' Buggy curses, 'DAMN THAT SMOKER!' Onlooking Marines are amazed, saying, 'HE CAUGHT BUGGY'S ENTIRE CREW IN AN INSTANT...!' and 'S-SO STRONG! SO THAT'S THE MOKU MOKU DEVIL FRUIT'S ABILITY...!' Smoker revs up his massive, three-wheeled 'Billower Bike,' which is powered by his smoke abilities, and speeds down the street with a loud roar. Back at the net, Buggy struggles and asks, 'WHAT'S WITH THIS WEIRD IRON NET THAT THEY SHOT OUT FROM THEIR GUNS?' A Marine explains, 'SINCE MOST OF THE BIG-NAME CROOKS ARE DEVIL FRUIT USERS, THE MARINES HAVE SPECIALLY DEVELOPED THESE 'IMPRISONING ROUNDS' TO DEAL WITH THEM!'

At the outskirts of the western port, the Going Merry is docked in the heavy rain. Mohji the Beast Tamer and his giant lion, Richie, are standing on the pier next to the ship. Mohji complains, 'WHY DOES THERE HAVE TO BE A DOWNPOUR NOW OF ALL TIMES!? WHY!? EVEN THOUGH I'M SUPPOSED TO BE BURNING THIS SHIP DOWN RIGHT NOW...!' He tries to strike a lighter, but it fails in the rain. 'THIS IS BAD, RICHIE! WE CAN'T START A FIRE LIKE THIS!' Richie growls in agreement. Suddenly, a voice shouts from off-panel, 'HEY YOU! GET AWAY FROM THAT BOAT!' Mohji turns around, startled, saying, 'HM!? WHO'S THAT!?' but slips on the wet cobblestones with a 'slip' sound effect, falling backward.

Usopp aims his slingshot and fires, yelling, 'CERTAIN KILL 'FRESH EGG STAR!'' The egg hits the ground near Mohji, and Usopp panics, 'CRAP, I MISSED!' However, Mohji is already knocked out from his fall. Usopp proudly points and claims, 'L-LOOK! I FINISHED HIM OFF!' Nami reminds him, 'THE LION'S STILL LEFT, YOU KNOW!' Richie the lion glares at them, licking his chops. Usopp and Nami run towards the ship, yelling, 'NOW'S OUR CHANCE!' Meanwhile, elsewhere in the town, Sanji, Luffy, and Zoro are running through the rain-slicked streets, fleeing from pursuing Marines. Zoro notes, 'THE WIND'S GETTING WORSE.' Luffy complains, 'JEEZ, THESE GUYS ARE SO PERSISTENT.' Zoro suggests, 'SHOULD WE JUST STOP AND FIGHT THEM OFF?' Sanji replies, 'DON'T, THERE'LL BE NO END TO THEM. MORE IMPORTANTLY, NAMI TOLD US TO RETURN TO THE SHIP AS FAST AS POSSIBLE.'

The fleeing trio is suddenly intercepted by Tashigi, who stands in their path with her hand on her sword hilt. She calls out, 'RORONOA ZORO!' Sanji immediately reacts with a lovestruck 'AH!' upon seeing her. The pursuing Marines cheer, 'SGT. MAJOR TASHIGI!' while Sanji angrily yells at Zoro, 'YOU BASTARD! WHAT DID YOU DO TO THAT LADY!?' Tashigi glares at Zoro, panting slightly in the rain, and says, 'TO THINK THAT YOU WERE RORONOA ZORO! AND A PIRATE AT THAT, TOO! DOES THAT MEAN, YOU INTEND TO TAKE THIS SWORD TOO? YOU WERE JUST TOYING WITH ME ALL ALONG!' Zoro looks at her calmly and replies, 'NEVER THOUGHT YOU WERE A MARINE...' Tashigi draws her sword slightly, declaring, 'I SHALL TAKE BACK THAT WADOU ICHIMONJI!' Zoro smirks, gripping his own sword, and challenges her, '...JUST TRY IT.'

Luffy tells Zoro, 'GO ON AHEAD.' Zoro agrees, 'OK,' and immediately lunges at Tashigi. Their swords clash violently in the rain, sparks flying as steel meets steel. Tashigi struggles to hold her ground against Zoro's overwhelming strength, gritting her teeth while Zoro maintains a confident smirk. Sanji, furious at Zoro for fighting a woman, yells, 'THAT BRUTE DARES HARM A LADY!?' but Luffy grabs him and says, 'LET'S GO!' as they continue running towards the port. At the docks, the Going Merry is tossing in the rough sea. Usopp struggles with the rigging, shouting, 'THE WAVES ARE CRASHING HIGHER AND HIGHER! ARE THEY STILL NOT BACK YET?' Nami looks out into the storm, worried, 'STILL NO SIGHT OF'EM. I WONDER IF THEY'RE ALL RIGHT?'

The duel between Zoro and Tashigi reaches a swift conclusion. Zoro thinks, 'I CAN'T HAND OVER THIS SWORD TO ANYONE... NO MATTER WHAT!' With a powerful strike, he knocks Tashigi's sword from her grasp. The blade flies into the air with a loud 'CLANG' and embeds itself into the cobblestone street. The watching Marines are shocked, exclaiming, 'SGT. MAJOR TASHIGI LOST...!' and 'IT CAN'T BE!' Tashigi falls to her knees, defeated and panting heavily. Zoro sheathes his sword and walks past her, saying, 'I'LL BE GOING ON AHEAD THEN.' Tashigi turns to him, tears in her eyes, and demands, 'WHY DIDN'T YOU CUT ME DOWN!?' She looks up at him with a pained expression and asks, 'IS IT BECAUSE... I'M A WOMAN? YOU'RE SO LUCKY TO BE A BOY, ZORO...'

Tashigi continues her emotional outburst, yelling at Zoro's back, 'YOU DARE GO EASY ON ME IN A SERIOUS DUEL JUST BECAUSE OF THE FACT THAT WOMEN AREN'T AS PHYSICALLY POWERFUL AS MEN!? HOW SHAMEFUL! OF COURSE, I SHOULDN'T EXPECT SOMEONE LIKE YOU TO EVER UNDERSTAND WHAT WISHING TO BE BORN A MAN WOULD FEEL LIKE! BUT KNOW THAT I DIDN'T PICK UP THIS SWORD FOR FUN!' Zoro suddenly turns around, his face contorted in intense anger, and roars back at her, 'IT'S YOUR DAMN EXISTENCE THAT BOTHERS ME, NOT YOUR GENDER! YOUR FACE IS EXACTLY LIKE MY FRIEND WHO DIED LONG AGO!' Tashigi is taken aback, gasping, 'WHA!?' Zoro points an accusing finger at her, shouting, 'AND NOW YOU GO ON SPOUTIN' THE SAME THINGS SHE DID! SO STOP COPYING HER, YOU RIP-OFF!' Tashigi, now equally furious, yells back, 'WHA!? I'VE NEVER HEARD ANYTHING SO CHILDISH IN MY LIFE BEFORE! I'VE ALWAYS LIVED BEING ME AND ONLY ME MY ENTIRE LIFE! I HAVE NO IDEA WHO THIS FRIEND OF YOURS EVEN IS! IN FACT, I SHOULD BE THE ONE WHO'S COMPLAINING HERE! MAYBE SHE'S THE ONE WHO COPIED ME!' Zoro glares at her, enraged, 'WHAT DID YOU SAY!?'

As Luffy and Sanji continue their run towards the port, they spot a figure blocking their path in the rain. Sanji warns, 'SOMEONE'S UP AHEAD!' Luffy asks, 'ANOTHER ONE?' The figure, Captain Smoker, stands confidently with his jutte weapon resting on his shoulder. He says, 'SO YOU'VE COME, STRAW HAT LUFFY.' Luffy stops and demands, 'WHO'RE YOU!?' Smoker, chomping on his cigars, introduces himself, 'THE NAME'S SMOKER. I'M A CAPTAIN OF THE MARINE HEADQUARTERS.' Without warning, Smoker launches an attack, his lower body turning into a massive, propelling cloud of smoke as he rockets towards Luffy, declaring, 'AND I WON'T ALLOW YOU TO SET SAIL FROM HERE!' Luffy looks shocked as the smoke attack closes in.

Smoker's smoke-propelled attack slams into Luffy, sending him flying backward with a shout of 'AHH!' Sanji watches in shock, stammering, 'W-W-WHAT!?' Recovering quickly, Sanji leaps into the air and yells, 'WHY YOU...' as he delivers a powerful kick aimed at Smoker's head, calling him a 'FREAK OF NATURE!' However, Sanji's leg passes harmlessly right through Smoker's neck, which has turned entirely into smoke. Sanji lands, stunned, exclaiming, 'WHA!?' Smoker turns his head, his eyes glowing menacingly through the smoke, and tells Sanji, 'I DON'T HAVE TIME FOR RUNTS.'

Smoker immediately retaliates against Sanji, launching his fist forward on a trail of smoke with the attack 'WHITE BLOW!' The punch strikes Sanji hard, knocking him away with an 'UGH!' Luffy yells, 'SANJI!' and stretches his arm back to counterattack. He throws a punch, shouting, 'GOMU GOMU PISTOL!' but just like Sanji's kick, Luffy's fist passes straight through Smoker's chest, which has transformed into swirling smoke. Luffy pulls his arm back, looking at his hand in utter confusion, muttering, 'HUH?' Smoker reforms his body, looking down at Luffy with a disappointed expression, and asks, 'ARE YOU REALLY WORTH 30 MILLION BELI?'

Smoker swiftly overpowers Luffy, slamming him face-first into the cobblestone street. He pins Luffy down by pressing his jutte firmly against the back of Luffy's neck. Luffy grunts, 'OOF!' and struggles, crying out, 'AGHH!' Smoker stands over him, holding him securely, and says, 'HMPH, LOOKS LIKE YOUR LUCK'S COME TO AN END.' Smoker then raises his jutte high, preparing to deliver a finishing blow to the trapped pirate. However, just as he is about to strike, a large hand suddenly reaches out from off-panel and firmly grabs the shaft of the jutte, stopping the attack. Smoker looks up in surprise, saying, 'OR PERHAPS NOT...?'

The person who stopped Smoker's attack is revealed to be the tall, cloaked figure from earlier in the chapter. He stands imposing in the rain, holding Smoker's jutte. Smoker looks up at him, shocked, and says, 'YOU'RE...!' A close-up shows the man's face, revealing his intense eyes and the diamond-patterned tattoo on his left cheek. Smoker warns him, 'THE ENTIRE GOVERNMENT IS AFTER YOUR HEAD, YOU KNOW.' The man, Monkey D. Dragon, replies cryptically, 'THE WORLD AWAITS OUR ANSWER...!' From the ground, Luffy, unable to see who is behind him, asks, 'WHAT!? WHO'S THERE!?'

Suddenly, a massive, unnatural gust of wind sweeps through the town square with explosive force. The intense gale blows everyone away, including Marines, Buggy's pirates, and even Smoker's smoke. People scream, 'IT'S A GUST!' and 'AGHHHHH!' as they are sent tumbling through the air. Amidst the chaos, Zoro's voice calls out, 'LUFFY! RUN FOR IT OR WE'LL BE TRAPPED ON THIS ISLAND! A HUGE-ASS STORM'S COMING IN!' Taking advantage of the distraction, Sanji grabs Luffy and they sprint away. Sanji yells, 'AHH! I SAID MOVE IT!' Luffy, still confused, asks, 'WHA, WHAT'S GOING ON?' Sanji replies, 'SO THIS IS WHAT NAMI WAS TALKING ABOUT!'

As Luffy and his crew escape, Dragon stands amidst the howling wind, his cloak billowing. He smiles and says, 'HAHA... GO ON THEN, IF THAT IS YOUR DESIRE!' Smoker, recovering from the gust, glares at him furiously and demands, 'DRAGON! WHY DID YOU HELP HIM ESCAPE!?' Dragon calmly replies, 'WHAT REASON DO YOU HAVE FOR PREVENTING A MAN FROM SETTING SAIL?' The scene shifts to the turbulent ocean, where the Going Merry is seen braving the massive waves and heavy rain, finally sailing away from Loguetown.

Luffy, Sanji, and Zoro finally reach the docks. Usopp struggles to hold the mooring rope, yelling, 'LUFFY! HURRY UP! THIS ROPE WON'T HOLD FOR MUCH LONGER!' Luffy cheerfully calls out, 'NAMI, I'M BAAAACK! LOOK AT ALL THIS RAIN!' Nami scolds him, 'WHAT TOOK YOU SO LONG! HURRY UP AND GET ON BOARD! WE'RE SETTING SAIL IMMEDIATELY!' Back in the town, Marines report to Smoker, 'FORGIVE US, SIR! BECAUSE OF THAT SUDDEN GUST, THE BUGGY PIRATES HAVE MANAGED TO ESCA...' Smoker interrupts them, ordering, 'I'M CONTINUING MY PURSUIT FOR STRAW HAT. TAKE OUT OUR SHIP.' The Marines are confused, 'HUH, WHA?' Smoker declares, 'I'LL GO TO GRAND LINE AS WELL.' The Marines are shocked, 'WHAT!?' Tashigi steps forward, her face determined, and says, 'I'M COMING TOO, SIR! I CAN'T FORGIVE THAT RORONOA ZORO! I SWEAR I'LL BRING HIM DOWN WITH MY OWN TWO HANDS!' A Marine calls out to her, 'SGT. MAJOR!'

A Marine tries to protest Smoker's decision, arguing, 'BUT SIR! THIS TOWN IS UNDER YOUR JURISDICTION...! WHAT WILL THE HIGHER-UPS SAY IF THEY HEAR YOU ABA...' Smoker glares fiercely, his cigars smoking, and cuts him off, 'YOU CAN TELL THEM THIS, 'DON'T ORDER ME AROUND!'' Meanwhile, on their own ship, Buggy's crew is shocked by his orders. A pirate stammers, 'G... GRAND LINE!?' Alvida agrees, 'YES, NOW'S A GOOD TIME.' Buggy adds, 'AND I STILL HAVE TO SETTLE THINGS WITH THAT RUBBER BRAT. SO WE MIGHT AS WELL GO RIGHT IN.' Buggy grins widely, a manic look in his eyes, and declares, 'O' HOW LONG I'VE MISSED YOU... GRAND LINE!'

The Going Merry battles the fierce storm. Luffy laughs, 'YAHOO! THE SHIP FEELS LIKE IT'LL FLIP RIGHT OVER!' Nami points ahead, 'YOU SEE THAT LIGHT OVER THERE?' Sanji replies, 'YOU MEAN THAT LIGHTHOUSE? IT'S KNOWN AS THE 'LIGHT OF GUIDANCE.'' Nami explains, 'THE ENTRANCE TO THE GRAND LINE, IS JUST UP AHEAD OF THAT LIGHT.' She smiles and asks, 'SO WHAT SHALL WE DO?' Usopp nervously suggests, 'D-DON'T YOU GUYS THINK THAT ENTERING GRAND LINE IN THE MIDST OF THIS STORM IS A BIT...' but Sanji interrupts, bringing out a barrel, 'SO WE'VE REACHED GRAND LINE, HAVE WE? WELL THIS CALLS FOR A CELEBRATION! GUYS!?' Sanji places his foot on the barrel and declares, 'TO FIND ALL BLUE.' Luffy excitedly slams his foot next to Sanji's, shouting, 'TO BECOME THE PIRATE KING!' Zoro smirks and adds his foot, stating, 'TO BE THE GREATEST SWORDSMAN...'

Nami smiles and places her foot on the barrel, declaring her dream, 'TO DRAW A MAP OF THE WORLD!' Usopp, sweating but determined, adds his foot as well, shouting, 'T... T-TO BECOME A BRAVE WARRIOR OF THE SEAS!' With all five feet resting on the barrel, they press down together, smashing it with a loud 'CRUNCH!' The Going Merry sails bravely through the crashing waves towards the guiding light of the lighthouse, as they all cheer together, 'OFF TO GRAND LINE WE GO!'
