The Officers' Tower

It is the place where the toys are processed, controlled, and returned to forced labor. Robin, Usopp, and the Tontatta observe that Sugar is nearby and that this is the room at the heart of the S.O.P. plan.

Trebol and Sugar are revealed in full. The toy is sent away through the port, where other toys carry crates and march through the underground harbor. A former human mutters that he is a pirate and that this must be a bad dream, while another toy, once the king of Prodense, curses Doflamingo and begs for someone to save him. The page reveals that weapons are smuggled out through this hidden harbor, and that those turned into toys cannot resist or even report what they have learned. The chapter ends with the stakes of the S.O.P. operation stated plainly. When Sugar's wail rings out, the toys of the country will become big humans once more, all lost memories will return, all evil will be exposed, the true nature of the pirates will be revealed, and Doflamingo himself will be exposed. The Toy Soldier advances with the same purpose from another route, while the Tontatta raise their voices for their friends and for King Riku. Leo begins the move, shouting, "Here I go!!!"
