At Fishman Island's Ryugu Kingdom, inside Ryugu Castle, Neptune ends the journey home from Reverie with relief: "Well, that brings an end to our long journey!" Shirahoshi thanks Garp, saying, "Thank you so much, Luffy's grandfather!" Garp tells Neptune he should put his feet up before leaving, but Neptune answers, "I'm exhausted." Garp laughs that he is probably tired, and Neptune admits that with the state of affairs on the other side of the world, he does not think he can stay much longer. Garp observes that Reverie always stirs up a ruckus.

Garp explains why Reverie rarely creates easy peace. More than fifty countries cannot simply gather in one place and agree to "continue to get along." Each country has its own problems at home; strong countries glare down weaker ones; subordinates fight one another; and resources and technology become tools in those conflicts. Differences in wealth and religion preclude real egalitarianism, and even if nations smile and join hands, some only do so while stepping on each other's feet. Someone asks how many kings truly speak for their people or for less fortunate nations. Garp concludes that the round tables are in a sorry state, and though he says, "I say we have peace," he admits, "But this year... was bad."

Garp apologizes for telling them so late: "The truth is that something happened that you have not yet been made aware of." After Reverie was adjourned, the incident occurred immediately after the Ryugu Kingdom's ship had already set off, so Shirahoshi received the report while aboard. Garp says the Marines are currently sparing no effort to see the situation resolved. He asks them not to let the incident color their opinion of humans aboveground. Then the name hits Shirahoshi like a wound: the incident involves the Kingdom of Alabasta. She whispers, "Miss Vivi?!" and can only answer, "No..."

One week after Reverie's adjournment, the representatives of each country leave Mary Geoise's Pangaea Castle and make their separate ways home. Amid the settling tumult, the world begins turning back the clock a little through the offices of We News, Inc. Inside the newsroom, Morgans and his staff scramble over the front page. Someone asks, "President! Which of these stories are we going to put on the front page?" Morgans shouts, "Get me a kickin' title for this!" as the staff reels: "It's incident after incident!" and "How in the world can so much stuff happen at once?!"

World Economic News, Inc. president Morgans knows exactly what sells: "That there have been casualties! News of death sells like hotcakes!" He says the conference results would be perfect too, and that the fact the killer has not been found sets his heart aflutter. An employee suggests, "Let's go with a double A-side! Run front page articles on page 2, too!" Then a delivery from the government arrives. It is an information suppression order, but Morgans smells a payoff and asks, "Oho? A fat check!" He refuses anyway. Laughing, he sends the order back: "There's no way I'll let this incident be buried!" When the government official points a gun at him, Morgans is told to do what he is ordered.

The government agent reveals himself as Cipher Pol too late. Morgans beats him down with a heavy "THUMP!" and complains, "How long have we been under watch?!" Then he stands over the fallen official and declares, "Think twice before you step up to Big News Morgans!" He admits he is a slave to his pocketbook and, before that, a journalist; sometimes he is "a DJ of the written word" who makes the public dance with lies, but he decides which lies he publishes. With Cipher Pol exposed and Wapol suddenly contacting him with a leak, Morgans orders, "Time to move shop!" and tells his boys the place is no longer safe.

The news spreads like wildfire, and people across the world are shocked by both the decisions of Reverie and the incidents the government tried and failed to suppress. At the Revolutionary Army headquarters in Kamabakka Kingdom, the news about Sabo detonates like a blast. Someone cries, "There's no way! Is this a joke?! Sabooo!" and another says, "This is the men, right?! Blast that stuffed up chicken of a president!" Ivankov refuses to believe it: "This is Sabo we're talking about! This is impossible!" Dragon stays controlled and says, "First things first... We've got to confirm the situation!" while Koala can only whisper, "Sabo..."

At the Goa Kingdom royal ship, Stelly reads the newspaper and panics over the report: "He was in Mary Geoise?!" then screams, "My brother?!" In Fuschia Village, Makino sits in silence, devastated by the headline about Sabo. Someone asks, "What's the matter with Makino?" and another answers, "Sabo... He's..." The bar is closed for the day, and the villagers already know the news. The shock is made worse because they cannot reach anyone to confirm what is happening.

On Mt. Corvo in the Goa Kingdom, Dadan and the mountain bandits only just found out Sabo was alive, and now the newspaper tears that hope open again. Dadan wails, "Please! Tell me this is some kind of joke!" as the name "Sabooo!" rings through the mountains. In Impel Down, Doflamingo laughs from his chains: "Never a dull moment in this world!" and "Things are heating up! Fuffuffuffu!" On Pirate Island Beehive, Blackbeard reads the news and makes his move: "Oi! Boys! To sea! If they're going to be picked up by the Marines, I'll just grab 'em first!"

Somewhere at sea, Coby calls in to report. He begins awkwardly, "It's me, Coby!" and is immediately corrected about saying "sea" instead of "mist." He explains that even with all the Marines in the world, they cannot keep up. As originally planned, the Marines will make no moves concerning Wano because they do not even have the men to do so. Since Wano is not a World Government-allied country, that may be convenient. Coby says Big Mom has arrived at Onigashima, and Kaido and Big Mom were at each other's throats yesterday, but the Marines hope the two will neutralize each other.

Coby's contact is X Drake, revealed as the captain of Marine HQ's top-secret special forces, "SWORD." Drake delivers the real problem: Kaido and Big Mom have now joined hands. Coby is stunned, asking, "What do you mean?!" Drake also reports that he saw CP0 in Wano. Coby blurts out, "Wha--?! Why are they in Wano?!" Drake says he does not want to think about it, but there has been no news of his escape or developments on that front. As for Straw Hat Luffy, Coby has no news either, except one more piece of bad news from the capital.

Drake says the government seems to be dealing with the pirate-ruled country of Wano, and Coby admits that Wano honestly froze him solid for a few minutes when he first realized what it was like. When Drake asks where Coby is now, Coby answers that he is heading to Nyogashima to arrest the Pirate Empress, Boa Hancock. Around the world, people react to the other enormous news: the Seven Warlords are being caged at last. Some cheer that pirates should have been treated this way long ago, while others mock the former Warlords. Buggy, Hawkeye, and the others are now among the three great powers no longer protected by government sanction.

The most surprising news to the world is the abolition of the Shichibukai system. The proposal was put forward by two kings whose kingdoms had suffered greatly at the hands of the Warlords, and after heated debate it passed by a super-majority. The world celebrates in places that suffered under Warlord abuse: "Yay!" "Those plunderers have been pushing their luck for a while!" "They would have been a huge help at the Summit War!" But the Marines now treat the former Shichibukai as ordinary pirates. At New World Karai Bari Island, a message goes out: all ties between the former Warlords and the World Government have been severed, and all rights they once enjoyed are stripped away. Someone sums up Buggy's fall in plain words: "In other words, Buggy, now you're just a lowly pirate!"

Buggy rages at the decision: "That's a dirty move! No consultation, nothing! Completely one-sided!" He insists he has served his purpose and thought the World Government were supposed to be the honorable ones. His men report that the coastline is completely surrounded, but Buggy blames Crocodile and Doflamingo for pulling a fast one and causing the fallout. When his crew asks whether they should run, Buggy turns fear into theater. He shouts, "We give 'em hell, that's what we do!" and orders, "Show me what yer made of, boys!" while secretly thinking he will scamper off in the meantime.

At Kuraigana Island, in the ruins of the Shikkearu Kingdom, Marine ships surround Dracule Mihawk and call for him to surrender at once. Mihawk only smiles: "Ah, this excitement... It's been too long. Too long since I've been chased. Fufu." On a certain island in the New World, Marines surround Edward Weevil as well. He panics that he thought the Marines were their friends, but Miss Bakkin tells him, "Looks like they're not our friends anymore!" Weevil asks what to do, and Bakkin answers that they are unforgivable.

Edward Weevil bellows, "Then I'm gonna kill 'em all! In the name of Whitebeard!" as Miss Bakkin encourages him to get the Marines. At Nyogashima's Amazon Lily, Marine ships approach Boa Hancock's island. The Kuja panic: "Snake Princess! This is bad!" and "They've taken away our Shichibukai powers!" Hancock remains calm. When she is told the Marine ships are approaching, she answers, "Do not fret. It seems they have forgotten. The reason we became Shichibukai is because we are strong." The chapter ends with the former Warlords stripped of protection but not of power.
