Luffy continues clashing with Admiral Fujitora, calling out each attack: "Here comes a killer blow!" then "And another!" and "How 'bout an extra helping of my foot and my fist..." Fujitora blocks while the bystanders panic that Luffy has chosen now of all times to go all out and suggest providing backup. Luffy shouts, "This one's... comin' straight for your head! Before I blow you away!" Zoro watches and says he appreciates what Luffy is trying to prove, but wonders why he suddenly changed fighting styles. Luffy insists, "I ain't gonna run away any more!" while Fujitora says it looks like he is willing to walk the walk.

Fujitora asks what is happening and whether Luffy is playing at announcing every attack: "Here comes a killer blow," "a helping of my foot and my fist." He asks if Luffy actually feels sorry for him because he is a Marine HQ admiral and people call him a monster. Fujitora says he will not tolerate being patronized and that it gets under people's skin when a blind man stands on the battlefield. Luffy denies hating him and snaps that because Fujitora cannot see, Luffy wanted him to know exactly how he was kicking his ass.

Fujitora bursts into tears and laughter: "P-ppaha!" Luffy asks what is so funny and threatens to punch the smirk off his face. Fujitora wonders of what use such pity could possibly be, admitting he was wrong to think Luffy's actions were driven by some illogical ideal. He says there surely ought to be something called "principle" in a battle between men, and then swings with "Gravity Blade!" Luffy braces in shock as the admiral sends a gravity-powered slash toward him.

Fujitora's "Fierce Tiger" sends Luffy flying as the allies yell, "There he is! Hat-rudin!" and "Put him straight on the ship!" Luffy protests that he is still giving Fujitora a piece of his mind, but Zoro says they already have enough on their plate and should let him in. The group notices that besides their lone ship, many other ships are anchored in a straight line five kilometers out in the mist. Someone identifies it as the Yonta Maria Grand Fleet's connection bridge, meant to cross out to sea. Zoro asks Luffy to let it go, since it is simply too late.

From the ship, allies tell Luffy to keep his complaints to himself because they have things to do, while he says he is not done with Fujitora. Fujitora says he cannot see it, but he is sure the inescapable pitch-black sky and the near-infinite amount of rubble will sink their ship if they really manage to escape him. Citizens call out from the shadows, "Give us back Rebecca, Lucy!" and ask whether Luffy knows how much the country has hurt that poor girl. They tell him to leave her alone. Fujitora asks the citizens of Dressrosa to wait and let him take the criminals, but they refuse, saying they will care for the pirates with their own hands and that the Marines can shove their help.

The fighters set sail, shouting, "We're coming right after you!" and "Prepare yourself, Lucy!" The port hears noisy voices without any hint of danger in them, and someone realizes it is the people of Dressrosa. The citizens keep up the act and shout for Luffy to get back, claiming Rebecca has been discovered in the house on the hill with Lord Kyros. When asked what they want, one citizen quietly says, "We all know, silly," revealing that the anger is a performance to cover the escape.

The citizens reveal that the adults of the country have known about Rebecca, Kyros and Scarlet for sixteen years. They knew Scarlet and the two of them had lived happily in the house on the hill, and that Rebecca was Kyros's daughter; it was only a matter of time before she followed Lord Kyros from his post at the royal family. The people also knew the true identity of the country's "fairies" and simply kept their mouths shut, pretending to be oblivious to both secrets. They tell the fleeing pirates to keep running while everyone crowds around "Lucy," shouting for him to return Rebecca, so Fujitora cannot safely bring down the floating rubble.

Fujitora reflects on Luffy honestly admitting his attacks and wonders what kind of person Straw Hat Luffy is: what color his hair is, what kind of eyes he has, and what the contours of his face are. He says, "I wish I hadn't closed these eyes. I'd have enjoyed taking a good look at you." Bastille asks how long Fujitora intends to keep all the debris floating, saying all troops have fallen back but the people of the country have rushed into the harbor. Fujitora admits he is in quite the pickle and says the weapons he raised no longer seem worth a damn.

The allies finally see the huge ship and cry out that it is enormous. The Yonta Maria Grand Fleet flagship, the Yonta Maria, appears with a giant figurehead. Orlumbus proudly calls it a beauty, while another insists she is not even his. He orders everyone to get aboard quickly because time is of the essence, and says he will show them his ship later because they are going to wet themselves. The Straw Hats and allies stare up at the massive flagship as it towers over the harbor.

Hajrudin tells Straw Hat that he has four mercenary friends who are also giants and that with their help, one day they will gather the giant tribes and reform the crew that shook the world, the Giant Pirate Crew. Usopp is thrilled, saying this means Master Dorry and Master Brogy's days of glory will finally come, and says it would be nice to go to Elbaf. Luffy likes the idea of meeting again somewhere down the road. Orlumbus offers his 56-ship strong armada and Yonta Maria Grand Fleet, while Leo says the Tontatta Tribe would also like to be included, with permission from Chief Tonta.

Abdullah and Jeet remind Luffy not to forget about them and say they are coming too. Ideo and Blue Gilly have decided to join forces and go out to sea together, with Ideo saying that when it comes to being honest or respectable Luffy has him beat, though at least he can call himself a champion. Cavendish objects to losing popularity but says he is letting Luffy join so Luffy can call him captain. Suleiman says he is getting Cavendish to let him onto the ship. The group explains that during the two days they were huddled in the palace, they came to a mutual understanding and decided their order by lottery, leaving Luffy confused about what they are babbling about.

The allied representatives are introduced in order. First are the 75 members of the Beautiful Pirate Crew, represented by their captain White Horse Cavendish. Next are the 56 members of the Barto Club, led by Bartolomeo the Cannibal. Third are the approximately 1000 members of the Happo Navy led by their 13th chief, Don Sai. Fourth are the four members of the XXX Gym Martial Arts Alliance, represented by Ideo the Destruction Cannon. Fifth are the 200 members of the Tontatta Tribe's Tonta Corps, led by Leo the Warrior. Sixth is Hajrudin, currently with five members but soon to command the newly forming Giant Pirate Crew.

The seventh representative is Pioneer Adventurer Orlumbus, who offers the 4300 members of his Yonta Maria Grand Fleet with himself as admiral. Altogether, the seven representatives command 5600 people. They ask Luffy to exchange a cup of sake with them to form a parent-child relationship. Luffy is shocked by the wording, asking, "Parent and child!?" Orlumbus frames it as serving underneath the flagship Straw Hat Crew, and Bartolomeo excitedly says Luffy will be the big daddy boss while they become his underling children. The seven ask for the honor of joining as subordinate crews, ending the chapter on this unexpected explosion in numbers.
