In Wano Country's Flower Capital, Franky is scolded for leaving work over Komurasaki. Someone tells him, "Just because the courtesan is an absolute babe doesn't mean you can ditch yer work, Fra-boy!" and he answers, "Yes, boss!" The chapter title announces Kurozumi Orochi, Wano Country Shogun, while Franky's boss is introduced as Minatomo, leader of the legendary carpenters and the man who built Kaido's mansion. Minatomo says, "I don't give a hoot! Look, I know you work enough for 10 men, so you can slack off every once in a while. But there's the matter of my own word and honor, too, ya blockhead!" Franky apologizes, "Please, forgive me!" and then raises the real issue: "But that matter you were going on and on about... takin' a look at the blueprints for the mansion on Onigashima, right?" Minatomo remembers the answer: "Actually, I just remembered something. About 10 years ago... I pawned 'em."

Franky explodes when he hears the blueprints are gone, grabbing Minatomo and yelling, "Oi! Whassa matter, Franosuke?! What happened?!" while Minatomo laughs, "Teehee." Franky snarls, "Teehee?! You bastard! Goddamn it!" The other carpenters defend their leader: "Fra-boy! How dare you grab hold of our leader!" and "Just who in blazes do you think you are, you lunkhead!?" Franky yells back, "For all those weeks because you said you had those plans, damn it! I only worked under you!" The fight spirals into a carpenter brawl. One man says, "So the carpenters are fighting again, huh? Seems more heated than usual." Another shouts, "Sharrap, you idiots! Franosuke Launcher!" Franky is fired out of the job as the carpenters scream, "Fine by me! I don't need ya anyway!" and "That's it! You're fired! Get lost, nincompoop!"

In the Flower Capital, Kanjuro appears carrying an absurd fish and is asked, "What sort of fish is this?" and "Huh? Are you a fishmonger?" He answers with the obvious, "A bream!" then admits, "How in the world should I cook this..." The retainer is introduced as Kanjuro of the Evening Rain. Franky, now fired, rushes toward him while someone calls, "Franosuke! Hm? Where are you hurrying off to?" Kanjuro asks, "What the hell sort of vendor are you supposed to be?" Franky ignores the odd scene and blurts, "Listen, I've got bad news! I was way off the mark!" Kanjuro explains that Kin'emon has children gathering sticky tree sap to protect the shop from Usopp's toad oil scam, and Franky brings the far worse news about the missing blueprints.

The search for Kaido's mansion blueprints becomes a comic chain of dead ends. At a pawn shop, Franky asks about "an item from 10 years ago" and the owner realizes, "Mansion blueprints? Hmm, things like that don't often come through here, so... I suppose it must be that..." Franky asks, "Wha--?! Do you really have it?!" but the man says, "Ah, well, no. It's been swept away, naturally. Who bought that thing again... Oh, that's right! Tamagoro from the longhouse! He said he wanted to study it." Tamagoro denies keeping them: "Blueprints?! Eh? They certainly were quite nice. I gave them to my favorite geisha. My dear Kisegawa! D'ya know her?" Someone answers, "Why would we?!" The trail moves to Kisegawa, who says she had them, but because she let the rent pile up, the landlord carried them off. The landlord is named Mr. Koube.

The blueprints pass from hand to hand in a ridiculous trail. Mr. Koube says, "Yeah, I had 'em a while ago. But then Camel said they'd sell for a pretty penny, so he took 'em!" Camel has already run away, panting "Haa-haa," and a woman remembers, "And then, Tokijiro..." Camel is caught and protests, "I'm Camel, alright?! Those blueprints put me through hell! Some guy stole 'em off me! He had his face hidden and everything!" He says the thief was from Kuri. When Kin'emon hears this in Kuri, he is overwhelmed: "Oi, Kinemon!" "I give up!" The realization lands hard: "What did you say?! The blueprints to Kaido's mansion are in Kuri?! It appears so. What do I do?"

At an abandoned village in Kuri, Kin'emon apologizes to Franky: "I apologize for putting you through such trouble, Franosuke." Franky takes it well, and Kin'emon tells him, "Got it! Don't worry! Help out with some other mission in the capital." The allies report their own progress: "We've stolen quite a lot! Food, and weapons from the factory!" But Kin'emon notes the danger: "We can get more, but Kaido's lackeys have started noticing..." The plan then shifts to provoking Ashura Doji. A sign is left reading, "The Head Mountain Bandits were here. Shutenmaru." Someone asks, "Did you leave the card?" and the answer is, "Yes, of course." Kin'emon wonders, "I wonder if this trick will work... At the very least, the man himself will get mad..."

In the ruins of Kibi, Zoro walks with Tonoyasu, a taiko drum carrier also known as Yasu. Tonoyasu sings, "Iyo~" and says, "If I'm with you, mister, I won't be missing any meals!" He laughs, "Ahahahaha! Look, can you shut it for just a little?" Zoro tells him, "Shut it? How kind of you!" but Tonoyasu keeps talking anyway: "You pretty boy! I bet the girls can barely keep their hands off you, young mister! I suppose it's hard to worry about someone else's throat like that, no?" Zoro tries to be direct: "Look, I appreciate you paying for my sushi, but..." Tonoyasu cuts him off with more gratitude: "Nonsense! No need for thanks! I couldn't go wrong if I followed you! I knew it! I realized it the moment I saw you!"

Tonoyasu explains why he is attached to Zoro. "I paid my last two pennies, and then I was flat broke! The rest was luck!" he says, then describes the trouble Zoro caused at the inn: "You gambled big! And you kept winning! And then you... at that next inn... They sure were mad! Those gamblers came after us with katanas in the air!" Zoro says, "I didn't say anything, but normally no one messes with those guys. They're the yakuza of the capital, underlings of the Kyoshiro clan." Tonoyasu keeps talking about their destination: "The city you see in the distance is the Flower Capital! And right in front of it is a little hamlet called Leftovers Town! That's my town!" Zoro recognizes the place from a distance and says, "Hm? I feel like I've seen that place before, Kasu." Tonoyasu laughs, "Kasu? Ahahahaha! You're not wrong."

At Orochi Castle in the Flower Capital, Kurozumi Orochi negotiates from a position of arrogance. He asks the masked visitors, "You sure you aren't after opening the borders? You lot..." The men explain the situation: "To fight with pirates, you buy weapons from pirates. What a strange idea! Your intermediary, Joker, or Doflamingo, is gone now." Orochi laughs, "Gufu fufu. Gufu fufu." The visitors warn that losing Doflamingo's screen leaves him with no choice but to come directly to them. Orochi sees their panic and says, "You're panicking, and that means I can scalp ya for all you're worth. That being said, this is a pretty pickle indeed."

Orochi makes his demand clear: "My Wano is self-sufficient. Look around you. The people seem quite happy, don't they? If there was anything we desire, it'd only be more power. The last time, we went with battleships, but this time, we want Dr. Vegapunk!" The demand shocks the negotiators: "That is impossible!" Orochi answers that possibility does not matter: "I'm not asking you if it's possible or not. Celestial Dragons? The Marines? Know this. We do not fear them." He raises the true reason for his confidence: "Even if all of you banded together, you'd never topple this country. I have Kaido himself at my back!"

The secret negotiation gives way to the shogun's banquet. Servants raise their heads and announce, "We've brought in all the popular geishas!" Orochi asks, "And what about the women?" and the room fills with praise: "Aaaah! So resplendent!" "Sing! Dance!" "Without a care in the world!" Komurasaki arrives as well, and Orochi gushes, "Komurasaki! So you're here, too! I've been wanting to meet you!" She answers, "Me too, your majesty." The feast is extravagant: chicken from Orochi's plantations, mackerel, tuna, vegetables, sake, all delivered while he snaps, "Don't feel like chicken," "Don't need 'em," and "Mackerel's my favorite!" When everything is ready, the doors slide open and Orochi declares, "Gufufu! Not a care in the world!" then, "Not a care at all! Everything's ready!"

Orochi's banquet sprawls across the room with food, drink, geisha, and retainers gathered around him. The shogun throws his arms wide and shouts, "Don't confuse it for heaven! Eat and drink your heart out! Enjoy! This is Wano Country!" He calls toward the future as if the entire country is his festival: "Come, come! Next week is the fire festival! Let this be the opening battle!" The page formally identifies him as Wano Country Shogun Kurozumi Orochi. Around the feast, the panels also show the wider stage: Orochi Castle in the distance, smoke rising from the factories, and the road where the crisis over Sanji's soba stall is already drawing powerful enemies toward the capital.

The force sent after Sangoro is revealed: two of the Hundred Beast Pirates' Flying Fighters. Page One appears in dinosaur form, a Dragon-Dragon Fruit user, ancient type model Spinosaurus, while X Drake stands nearby, a Dragon-Dragon Fruit user, ancient type model Allosaurus. Page One asks, "Why'd they call us, specifically?" and Drake answers, "For show, right? That's always important. I came here in pursuit of a specific man!" Page One asks, "And why are you here, Hawkins?" and another voice says, "I thought you have something you hunt that's more important to you than this mission, eh, Drake?" In the Flower Capital, people panic: "What is it?! What happened?" Sanji says, "Oi, go hide somewhere, Black Leg," and Law warns, "No, not that. These people know who we are." The report spreads: "The Flying Fighters are here! To kill the soba merchant! The six strongest Headliners... Two of them, Drake and Page One..." Someone says, "Drake?!" as the hunt for Sangoro begins.
