Egghead falls into panic after Atlas is defeated. Workers shout, "Master Atlas was defeated!" and "Kyaa!!!" as the notice says, "Wide-area disturbance on Egghead." Luffy, Jinbe, Chopper, and the wounded Bonney confront CP0 in the smoke, and someone yells, "Intruders!! Why are the Cipher Pol causing a ruckus here?" Luffy recognizes Lucci and cries, "Pigeon guy???" while Chopper recognizes him more directly: "Uwa! It's Rob Lucci!" Jinbe realizes the danger and says those guys are really going after Vegapunk.

Lucci tells Luffy, "This is a government island you know..." while Luffy's group tries to hurry up and escape to the top. Luffy realizes it is strange that CP0 is here, and Jinbe warns him not to lay a hand on Lucci. Stussy notes that Jewelry Bonney is also there and irritably calls it the Straw Hat crew. CP0 admits that now that Straw Hat has become a Yonko, they must not fight him without permission from the top brass. Stussy says that considering there are officers subordinate to a Yonko, a simple skirmish can turn into an all-out war, so it must be reported immediately to the Marines.

Luffy leaves Bonney with Jinbe after saying, "Whoa there... I'll leave Bonney to you, Jinbe!" He spots Atlas and shouts, "Hey you!" while Chopper recognizes her as "this terrible! It's the girl from before!" Jinbe says he is well aware that fighting CP0 is not a good idea, but Luffy asks Chopper to look after Bonney. Chopper agrees, though he says he is more suited to that kind of job. Lucci warns Luffy to keep his mouth shut because this is an internal government issue, but Luffy remembers that Atlas gave them meals to eat and refuses to ignore what happened to her.

At Marine Headquarters, the news reaches Fleet Admiral Sakazuki: "The Straw Hat Pirates are within Egghead Island ya say? Why?!" Marine officers worry that if Vegapunk allies himself with Straw Hat, it will leave a crack in their enormous military strength. They ask whether Vegapunk noticed that Cipher Pol is targeting him and whether CP0 forced their entry. Sakazuki angrily says that if they were going to declare war, they should have consulted him first. He asks where Kizaru is and is told that Kizaru heard the strategy beforehand and is already headed toward Egghead. Sakazuki orders them to tell Lucci to wait for the Marines and not fight Straw Hat at all costs.

In the New World on Egghead, Luffy launches himself into battle despite Jinbe calling, "Now wait just a damn minute, Lucci!" and warning, "Luffy! Know your stance here! This will become a major incident!" Chopper shouts, "Wait Luffy!!" The clash explodes through the city with a huge impact. In the Labophase, the monitors show the fight and observers ask, "What is that? Was that how Rob Lucci looked before?" Shaka comments that awakened Zoan transformations are rare and that there are many cases where the awakening of Zoan types robs the users of their own personality.

Rob Lucci reveals his Neko Neko no Mi, Model: Leopard awakening form. Wreathed in black flame-like clouds, he asks Luffy, "Straw Hat... don't think you're the only one... who's gotten stronger?" In the Labophase, the workers are astonished that the white warrior has appeared and say the real Vegapunk was just below a while ago. Vegapunk says there is no record of the "Gomu-Gomu no Mi" in the old Devil Fruit encyclopedia at all. When Nami and the crew are shocked, he says that even if Luffy himself called it the Gomu-Gomu no Mi, this form looks exactly like the god mentioned in the ancient documents. He names it as "the Sun God - Nika!!" and explains that Nika is also known as the warrior of liberation, always playful and putting a smile on people's faces. When the crew says they have never heard of Nika, Vegapunk says of course they have not because that name has been erased from history, but as long as people continue to yearn for it, its existence will never disappear. He says, "The desires of all things are born in this world!!"

Vegapunk explains his theory while Luffy and Lucci trade blows. He says Devil Fruits are the potential of human evolution that humanity wished for: possibilities like "Oh, wouldn't it be nice if I was like that" and "Wouldn't it be great if I was like this." They have the powers of the diverse future of humankind, but because the users are beings living in a completely different world, these so-called Devil Fruit users are hated by the sea, the mother of all nature, and their existence is burdened with this punishment. He concludes that there is no need to think about whether there is a god or not, because this is his theory, while the crew reacts in awe and confusion.

Sentomaru arrives with three Seraphim, saying today is supposed to be his day off and asking the old man Punk what he should do. Someone says the Cipher Pol are allies and the pirates are enemies, wondering if Sentomaru should order the Seraphim to fight alongside CP0. Sentomaru remembers Vegapunk from the past and explains that it was Vegapunk who picked him up when he had nothing to eat. Vegapunk apologizes and asks whether Sentomaru can drive CP0 away from the island. Sentomaru asks if that would make him a defector too, but finally accepts the pressure and says, "You're right... I should've asked for your opinion first."
Seeing Sentomaru's Seraphim, Kaku says, "He's got three Seraphims with him... This is looking tough!" Stussy says it is impossible and that they are at a disadvantage. Lucci orders S-Bear to go ahead and destroy one of them, while Sentomaru counters, "Hey, S-Bear! Get rid of those government officials there!" CP0 realizes with alarm that the authority chip is no match for Sentomaru's command. S-Bear obeys Sentomaru's higher authority and blasts CP0 away, sending Kaku and Stussy flying with cries of "Uwaaaaa!!" and "Gyaa aaa!!"
Stussy explains that the Seraphim's "rank of authority" differs from the Pacifista hierarchy. The ranks are shown as: 1. Five Elders, 2. Dr. Vegapunk, Stella plus satellites, 3. Sentomaru, and 4. the holder of the authority chip. She adds that even if the Five Elders order through the transponder snails, it will be invalid, and that it would be a loss of an asset for the Government if they destroy a Seraphim. Meanwhile Luffy attacks Lucci with "Gomu Gomu no... Mogura Pistol!" Sentomaru orders S-Snake to guide the Straw Hat Pirates to the Frontier Dome using the vacuum rocket and orders S-Hawk and S-Shark to hold off CP0.

The crew notices that the brown-skinned Seraphim look similar to the former members of the Seven Warlords. Chopper wonders if his eyes are deceiving him, while Jinbe says he also thought one of them looked just like him. Another voice says, "I never thought they would clone us!" Luffy casually calls Sentomaru "Axe guy," saying it has been a while, but Sentomaru objects, "Straw Hat! Don't casually call me by my weapon's name!" Luffy asks if Sentomaru will let old man Punk escape with them, and Sentomaru says it is fine. He adds that he cannot say whether Luffy can rely on him, but who would have thought Luffy would become an Emperor.

Before Sentomaru can safely escort Vegapunk's side, Lucci uses "Shugan" and ruthlessly pierces Sentomaru through the chest with his pistol-hand strike. Luffy reacts with shock, and Sentomaru bleeds while crying out. Lucci says they just have to kill the control tower, meaning Sentomaru, and then commands, "Seraphim!! Obey our orders!!" Luffy yells, "Axe guy!!" as the chapter ends with Sentomaru wounded and CP0 trying to seize command of the Seraphim. The final note reads "1069 End" with a serialization break and a resume notice for Weekly Jump New Year issue 4-5.
