Garp stands over Luffy with the casual menace of family. "LUFFY," he says, "DON'T YOU OWE ME AN APOLOGY?" Nami recognizes the name in alarm: "BY 'GARP,' DO YOU MEAN THE HERO OF THE MARINES?" The man is introduced as Marine Headquarters Vice Admiral Monkey D. Garp, "Garp the Fist." Luffy can only stare, trapped between terror and embarrassment before his grandfather.

The room erupts when the crew realizes the connection. Sanji asks, "LUFFY! IS HE REALLY YOUR GRANDPA?" and Franky warns, "YUP! DON'T MESS WITH HIM!!!" Chopper panics, "YOU'LL GET KILLED!!!" Luffy admits, "GRANDPA HAS NEARLY KILLED ME ON MANY OCCASIONS IN THE PAST." Garp calls that scandalous, then describes it as training: "I PUSHED YOU OVER BOTTOMLESS CLIFFS, THREW YOU INTO THE JUNGLE AT NIGHT, TIED YOU ON A BALLOON AND SENT YOU FLYING IN THE SKY... ALL THAT WAS DONE SO THAT YOU COULD BECOME A STRONG MAN!!!"

Sanji, horrified, thinks he has just seen the root of Luffy's endless life force. Garp says that in the end he entrusted Luffy to a friend of his and trained him with Ace, but the moment Garp took his eyes off him, Luffy became a pirate. Garp shouts, "I TRAINED YOU TO BE A STRONG MARINE!!!" Luffy answers from the floor, "I ALWAYS SAID I WANNA BE A PIRATE!!!" When Garp blames Shanks, calling Luffy "UNDER THE BAD INFLUENCE OF THAT RED HAIR," Luffy snaps back, "SH-SHANKS SAVED MY LIFE!! DON'T SPEAK ILL OF HIM!!!"

The crew panics at Luffy talking back. "ARE YOU TELLING YOUR OWN GRANDFATHER WHAT TO DO!!?" someone cries, while Chopper says, "OH MY GOSH!! A MARINE CAPTURED LUFFY!!!" Garp and Luffy shout at one another, then suddenly both fall asleep mid-argument with identical "ZZZ!!" The room explodes again: "EEEH!? THEY FELL ASLEEP!!?" Even Garp wakes in shock, muttering, "OHH... CRAP, I FELL ASLEEP!!" Robin says, "WE'VE NEVER SEEN ANYTHING LIKE THIS!!!" while outside Garp continues scolding: "WAKE UP, LUFFY!!! HOW CAN YOU DISPLAY SUCH AN ATTITUDE WHEN I'M IN THE MIDDLE OF SCOLDING YOU!?"

Luffy, still aching from the fist of love, complains, "...!! IT HURTS!!" Chopper realizes the scale of the situation: "LUFFY'S GRANDPA IS A MARINE FROM THE HEADQUARTERS!! THIS IS GETTING OUT OF HAND..." Garp then asks about Shanks: "LISTEN, DO YOU EVEN KNOW WHAT KIND OF A GUY THAT RED HAIR IS!?" Luffy says he only cares whether Shanks and the others are okay. Garp explains that over the latter half of the Grand Line there are numerous pirates, and Shanks is now one of the four most powerful pirates alongside Whitebeard. Pirates who reign like emperors are called "THE 'YONKO'!!!"

Garp explains the balance of power around the Four Emperors. The Marine Headquarters and the Shichibukai exist to counterbalance them, and if these three powers became unbalanced, the peace of the world would crumble. Luffy does not fully understand, but smiles that he is happy to hear Shanks is doing fine and says, "I MISS THEM..." Robin notes that Luffy has a connection with that Red Hair and that Luffy is taking care of Shanks's straw hat on his behalf. Then outside, Marines arrive, and Zoro, already moving, heads toward the commotion.

Zoro passes Michael and Hoichael, who apologize, "WE'RE SORRY WE ATTEMPTED TO MUG YOU!!" and thank him for showing them the way. A sudden crash draws everyone's attention. Garp identifies Zoro at once: "IT'S PIRATE HUNTER ZORO, THE ONE WITH A BOUNTY ON HIS HEAD." Seeing Zoro attack, Garp says, "I SEE... LUFFY'S NAKAMA, RIGHT? HE SEEMS TO BE DOING WELL." Then he calmly orders the two men he brought with him: "... WELL, GUYS, TRY TO STOP HIM...!!" They answer, "YES, SIR!!"

Zoro clashes with the two Marines in a blur of steel. One uses kukri knives, and the other moves with Rokushiki speed. Zoro notices the blades and says, "KUKURI-KNIVES? YOU HAVE SOME RARE STUFF." Luffy yells, "HEY!! ZORO, WAIT!!! YOU DON'T HAVE TO BE SO VIOLENT!" but the fight is already moving too fast. Zoro's opponents are not ordinary soldiers; they can meet his sword head-on and keep up with his pressure.

One Marine vanishes with "SORU," shocking Zoro, who snaps, "WHAT THE HECK, BASTARD!?" Luffy recognizes the attack: "THIS ATTACK...!!" The Marine reappears fast enough to strike, and Zoro drives him back, but the exchange forces Luffy and Zoro to take the pair seriously. The Marine squad cries out as the clash throws people aside, and the mysterious fighters prove that they are far beyond the frightened boys Luffy once knew.

The clash ends with Zoro holding his ground and Luffy pinning the other Marine down. The watching Marines shout, "CHIEF PETTY OFFICER!!!" and "PETTY OFFICER!!!" while Garp laughs, "BWA-HAHAHAHA. THEY ARE NO MATCH!!" Luffy, impressed, tells the boy beneath him, "YOU'RE STRONG, AFTER ALL... AMAZING!!" The answer comes with a grin: "LUFFY-SAN, ZORO-SAN. LONG TIME NO SEE. DO YOU KNOW WHO I AM?" Luffy blinks and asks, "...? WHO ARE YOU?"

The young Marine pulls off his goggles and reveals himself: "IT'S ME!!! COBY!!! DON'T YOU REMEMBER ME!?" Luffy is baffled at first: "... COBY?" then says, "COBY'S MY FRIEND... BUT I ONLY KNOW THE SMALLER COBY." Koby beams, "THAT'S ME, COBY!!! I'M THE FORMER CRYBABY, COBY." Luffy and Zoro are stunned: "FOR REAL--!?" Koby explains that he is not a Marine officer yet, but when he heard they were nearby, he had to meet them.

Koby and Helmeppo introduce their new ranks. Koby stands as Marine HQ Chief Petty Officer Coby and says, "WE ARE HERE NOW THANKS TO YOU!!!" Helmeppo, now Marine HQ Petty Officer, adds, "HEH. ONLY AFTER WE BUDGE A FEW INCHES." Koby explains that many things happened, and now they are trained by Vice Admiral Garp at Headquarters. Luffy notices how much Koby has grown and says there should be a limit to how fast someone can grow: "YOU SURPRISED ME." Koby answers that Luffy was developing a spare tire back then.

Helmeppo is insulted that Luffy does not recognize him: "HOLD ON A MINUTE, GUYS!!! YOU DON'T REALIZE WHO I AM, DO YOU!?" Luffy points and says, "I DON'T KNOW YOU. WHO ARE YOU?" Helmeppo announces himself as "THE SON OF CAPTAIN MORGAN, HELMEPPO!!!" and then, with even less dignity, as "THE IDIOT SON WHO RODE MY FATHER'S COAT TAILS!!" He reminds Zoro, "I'M THE GUY WHO ALMOST DROVE YOU TO THE DEATH PENALTY!! RORONOA ZORO!!" Zoro finally remembers him and asks for a break, while Helmeppo proudly says he will tell his dad.

Koby cannot forgive Luffy so easily for the punch, but admits Helmeppo has had to accept his own past too. Garp ends the reunion by ordering, "WELL, THEN... GUYS. GO FIX UP THIS WALL." The Marines protest, "EEEH!!? HOW CAN YOU BE SO SELFISH?" Garp shrugs: they broke in because it was cool to enter like that, and if they will end up having to fix it, they should not break things for such a ridiculous reason. Koby and Helmeppo obey anyway. Then Garp turns to Luffy and says, "BY THE WAY, LUFFY, I HEARD YOU MET YOUR DAD."

Luffy stares blankly. "EH? DAD? WHAT DO YOU MEAN, DAD...? I HAVE A DAD?" Garp casually says, "I HEARD HE SAW YOU OFF AT LOGUE TOWN!" The crew reacts: "LOGUE TOWN... LUFFY'S DAD WAS IN THAT TOWN!?" Luffy wonders, "WHAT IS MY DAD LIKE? I WONDER WHAT LUFFY'S FATHER IS LIKE..." Then Garp drops the name without ceremony: "YOUR FATHER'S NAME IS MONKEY D. DRAGON, THE REVOLUTIONARY." The revelation lands like a cannon blast.

Everyone freezes, then Water Seven erupts. Luffy repeats, "DRAGON... EH...?" while the crowd screams, "EEEE-EEEEEEH!?" The implications come all at once: "DRAGON THE REVOLUTIONARY HAS A SON!?" "LUFFY-SAN IS THE DRAGON'S SON!?" "THEN...!! DRAGON IS THE SON OF VICE ADMIRAL GARP!?" and "WHAT'S UP WITH HIS FAMILY!!?" Luffy alone looks confused, admitting it is his first time hearing Dragon's full name.

Luffy asks why everyone is panicking. Sanji shouts, "IDIOT!! HAVEN'T YOU HEARD THE NAME DRAGON!? YOUR FATHER IS A REALLY OUTRAGEOUS MAN!!!" Luffy turns to Robin: "HEY, ROBIN. HOW SHOULD I EXPLAIN THIS...?" Robin explains that pirates usually do not initiate attacks on governments or Marines, but the Revolutionary Army directly tries to overthrow the World Government. Dragon stands at its zenith. Propaganda about him spreads around the world, he provokes revolutions in many kingdoms, and he causes the downfall of many countries. The Government has searched for him ever since, calling him the worst criminal in the world, but no one knew anything about his identity.

Garp suddenly realizes what he has done. "ACK! MAYBE I SHOULDN'T HAVE SAID ANYTHING!!!" he says. The crew and the crowd stare in stunned silence before someone laughs, "BWA-HAHAHAHA!" Luffy simply says, "NEVER MIND WHAT I JUST SAID," as if the world's most dangerous family secret can be brushed away. The shock rolls outward through Water Seven until the entire city screams, "EEEE-EEEEH!?"
