At the Holy Land "Marie-Joie", a large, grand building is shown. Inside, a chaotic scene unfolds as two Marines are fighting. One Marine is violently choking another. The Marine being choked yells, "STOP! WHAT DO YOU THINK YOU'RE DOING!?" The attacker, sweating and panicked, replies, "It's not me! My... my hands are moving on their own!" Other Marines in the room shout, "DON'T BE STUPID! THIS IS NO TIME FOR JOKES!" and "He's right. This is no time for jokes, So stop it at once!" Sitting calmly at a table nearby is an older woman with her hair tied back, wearing a Marine coat. She says, "Doflamingo, this is your doing, isn't it? Be a good boy now, And stop." A caption identifies her as Marine HQ Vice Admiral, "The Great Staff" Tsuru.

Donquixote Doflamingo is sitting casually on an open window sill, reading a book and laughing, "Fufufufu!" Tsuru says, "Well then..." Doflamingo replies, "'Be a good boy now?' Fufu! Can't get a thing past you, Tsuru, can I!?" The Marine who is being controlled against his will suddenly draws his sword and says, "Let's discuss what we came here to discuss..." Doflamingo continues to laugh, "Fufufufu! And quickly wrap up this meeting!" The controlled Marine swings his sword, attacking his comrade. The victim cries out, "AGHH!" while the controlled Marine struggles, "GII..." Other Marines panic, shouting, "STOP! SOMEONE STOP HIM!" and "Doflamingo!" Doflamingo just laughs, "Fufufu!" Suddenly, a voice commands, "CEASE THIS." The controlled Marine yells, "I SAID STOP, YOU IDIOT!" as he continues to attack.

A large, imposing man enters the room. He has a braided beard, round glasses, and wears a Marine cap with a seagull figure on top. He is accompanied by a pet goat that bleats, "BAAAAHH!" A caption identifies him as Marine HQ Fleet Admiral [Commander-in-Chief of the Marines] Sengoku the Buddha. Sengoku looks sternly at the commotion and says, "PUT AN END TO THIS SILLINESS AT ONCE. OR HAVE YOU COME HERE TODAY TO WAGE WAR AGAINST US?" He then smiles slightly and adds, "Ah, forgive me for not greeting you all first. I'd like to thank you all for coming today..."

Doflamingo smiles broadly, wearing his signature sunglasses and feathered coat. He says, "Fufufu! Well aren't you pretty high-minded... SCUM OF THE SEAS." A caption introduces him as Royal Shichibukai Donquixote Doflamingo, Former Bounty: 340,000,000. Next to him, a massive man wearing a bear-eared hat and holding a Bible speaks up. "...Still, He has hit the mark on its head." A caption introduces him as Royal Shichibukai Bartholomew Kuma, Former Bounty: 296,000,000.

Sengoku sits at the large round table with Tsuru, Kuma, and Doflamingo. Sengoku says, "Let us begin then. Even if we wait any longer, I doubt any more will show. Even having 2 out of 6 Shichibukai show up was more than I had anticipated." Kuma replies, "Sound judgment. I wasn't planning to come either," Doflamingo adds, "But my business has been going so smoothly as of late, I came here out of boredom." Sengoku looks serious and says, "I see, that's quite troubling to hear. There's nothing more ill-boding for us than to hear a pirate's business going well." Doflamingo laughs, "Fufufu! That's pretty cold coming from a guy nicknamed the Buddha, Fleet Admiral Sengoku!" Suddenly, footsteps are heard approaching the room. A voice says, "There seems to be a lot of trifling chatter. Perhaps I should not have come here...?"

A man with a wide-brimmed hat, an open patterned shirt, and a massive cross-shaped sword on his back enters the room. The Marines are shocked, exclaiming, "HAWK-EYES!" Mihawk says, "To call the marines and Shichibukai together to one table... Two competing powers... I can hardly expect this round table yielding any successful discussion." Sengoku looks surprised and says, "I never imagined you would show...!" Doflamingo grins and says, "The most unexpected man of the hour has come!" Mihawk replies, "Hmph... I'm merely an interested observer. I happen to be interested in a few of the pirates at the center of today's discussion... That is all."

A silhouette of a man tap-dancing on the window sill catches everyone's attention. He says, "Ah, then may I also participate as an interested observer?" The Marines are startled, asking, "?", "WHO ARE YOU!?", and "WHERE DID YOU COME FROM!?" The man continues, "Ah, then again, perhaps it's not entirely accurate to describe myself as an 'observer.' Still, this is quite an impressive gathering of individuals." Mihawk, Doflamingo, and Kuma all look over at the newcomer. The man tap-dances and spins his cane, saying, "Nevertheless... I have come here today, In the hopes..."

The tap-dancing man reveals himself. He is pale, wearing a top hat, a patterned shirt, and carrying a cane. He tips his hat and finishes his sentence, "That I may be allowed to participate. Forgive my presumptuousness, but in light of Crocodile's title revocation, You must be looking for a replacement, are you not...?" Tsuru recognizes him and says, "You must be Lafitte, right?" Lafitte smiles and replies, "Ah, you are aware of my name? I am most honoured." Tsuru explains his background to the others: "An infamous sheriff of West Blue who crossed an acceptable level of violence in his means. He's since been chased out of his country..." Lafitte dismisses this, saying, "Hoho... All in the past, and of no concern in the current discussion. I have only come to nominate a certain man to the position of Shichibukai."

The scene shifts to the Grand Line, showing a massive pirate ship sailing on the ocean. On board, a large man says, "Shanks... That's a name that takes me back. So this is his letter?" A spiky-haired man stands before him and says, "It's a very important letter that I've been tasked to deliver!" The large man, Whitebeard, says, "I see... Well, good work on the delivery." He then casually rips the letter to pieces. The spiky-haired man is shocked, "...WHA!?" He then tries to assert himself, "Hardly, I'm still just a new-recruit. Still, I'd like to think I made a name for myself, Back when I was an independent pirate... Hey, you ever heard of the name Rockstar?" Another pirate, Marco, replies, "Can't say I have..." A caption introduces the spiky-haired man as Red-Hair Pirates Member (New-Recruit) Rockstar, Bounty: 94,000,000.

Rockstar is furious that his captain's letter was destroyed. "Passing off a mere letter to me...? W-WHAT DO YOU THINK YOU'RE-" Whitebeard drinks from a massive bowl of sake and says, "Since when did that brat get so cheeky in treating his elders...?" Rockstar yells, "T-THE CAP'N SAID THIS WAS AN EXTREMELY IMPORTANT LETTER! DO YOU... HAVE ANY IDEA WHO MY CAP'N IS!? HE'S THE RED-HAIR, Y'KNOW! HAVE YOU LOST IT!?" Whitebeard simply replies, "AND I'M WHITEBEARD." A nurse standing nearby tells Whitebeard, "Captain, you should make that your last drink today..." Whitebeard dismisses her concern, "Don't be absurd! I'm only drinking what my body demands, So how could it wreck my health?" He then addresses Rockstar, "HE TOLD ME THIS LETTER HAD TO BE DELIVERED ASAP! I can already assume the gist of his letter... It's most likely about Ace and Blackbeard... Tell that red-haired punk this: IF YOU WANT TO TELL ME SOMETHING, THEN YOU BETTER COME IN PERSON WITH SOME GOOD BOOZE TOO, WHILE YOU'RE AT IT..."

A full view of Whitebeard is shown. He is a massive man with a large crescent-shaped mustache, hooked up to various medical IVs and surrounded by nurses. He holds a giant sake bowl in one hand. A caption introduces him as World's Strongest Man, The Great Pirate, "Whitebeard" Edward Newgate. He glares down at Rockstar and says, "IF YOU GOT THAT, THEN SCRAM. I DON'T HAVE THE TIME TO TALK TO SOME SNOT-NOSED BRAT."

The scene shifts to a snowy Winter Island. Shanks is sitting around a campfire with his crew, the Red-Hair Pirates. Shanks laughs while talking on a Den Den Mushi, "Hahaha... That old man never changes... Haha... But this is no laughing m-" Rockstar's voice comes through the Den Den Mushi, "CAP'N! JUST GIVE ME A LITTLE MORE TIME! I'VE NEVER BEEN SO HUMILIATED LIKE THIS!" Shanks replies, "Whoa, whoa now. Hold your horses. You've done what I asked so you come back straight to me." Rockstar protests, "B-BUT... MY PRIDE'S BEEN COMPLETELY TRAMPL-" Shanks cuts him off, "Your life is more important than your pride. There's nothing you can do about this anymore. You've worked hard enough already." Rockstar asks, "What do we do, cap'n?" Shanks stands up and says, "We'll go, of course... Prepare to set sail!" His crew is surprised, "To Whitebeard...!?" Rockstar asks, "You think the World Government will just sit by quietly if we did something like that?" Shanks replies, "That's right....Now's not the time to be worried about stuff like that."

Shanks looks serious, his scarred eye prominent. He says, "It doesn't matter if the World Government sits by quietly or not... If they try to interfere, then we won't sit by quietly either...!" He then smiles broadly, drawing his sword slightly from its scabbard, and shouts to his crew, "GET A BOTTLE OF SOMETHING GOOD READY!" His crew cheers enthusiastically in the background, raising their weapons and mugs, "WOOHOO! PREPARE FOR BATTLE, SCALLYWAGS!"

Back at Marie-Joie, Sengoku asks Lafitte, "Teach...?" Lafitte confirms, "Yes... That is the captain of our pirate crew." Sengoku says, "Never heard of him before. Appointing an unknown person to Shichibukai is hardly going to make any pirate tremble." Lafitte replies, "Yes, I understand completely. That is why we are setting up a plan to correct that flaw of his, so I ask for a little more time." Doflamingo laughs, "Fufufu! Now that sounds interesting! I say give'em a chance, Sengoku!" Lafitte tips his hat and says, "As for the name of our pirate crew, we are... THE BLACKBEARD PIRATES. Please keep that in mind." The scene then shifts to Mocktown on Jaya. People in the town are gossiping, "HEY, DID YA HEAR!? BELLAMY GOT TOTALLY TRASHED! BY WHO!?"

In Mocktown, an angry pirate bumps into Blackbeard. "BUMP! HEY, FATASS! WATCH WHERE YOU'RE GOING! I'M REAL PISSED OFF RIGHT NOW!" In the background, Blackbeard's crewmates are looking at bounty posters. One says, "100 million... What should we do, captain!? I thought 30 million was a little too low judging by his haki but... To think it'd be this high..." Blackbeard ignores the angry pirate's insults, grabs him by the head, and violently slams him into the ground, shattering the street. "SHUT YOUR GODDAMN MOUTH!" Blackbeard then laughs loudly, "I'VE GOT NO INTEREST IN SMALL FRIES! I'M ONLY LOOKING FOR GUYS WORTH 100 MILLION OR MORE! ZEHAHAHA! IT'S TIME FOR ME TO MAKE IT ALL THE WAY TO THE TOP!"

Blackbeard and his crew walk confidently through Mocktown. Jesus Burgess flexes his muscles and yells, "AHAHAHA! FINALLY TIME TO HUNT SOME PREY, EH!?" A caption identifies him as Blackbeard Pirates' Helmsman, "The Champion" Jesus Burgess. Van Augur carries his long rifle and asks, "Captain, did we not plan to meet up with Lafitte in this town?" A caption identifies him as Blackbeard Pirates' Sniper, "Supersonic" Van Augur. Blackbeard laughs, "Not speaking like your usual self, Augur! If we fail to meet up with him here, then that too is another act of fate, ain't it!? ZEHAHAHAHAHA!" A caption identifies him as Blackbeard Pirates' Captain, "Blackbeard" Marshall D. Teach. Doc Q rides his sickly horse, Stronger, and says, "EXACTLY... FATE IS WHAT MEASURES A MAN'S WORTH AT ALL MOMENTS... COUGH! UGHH..." A caption identifies him as Blackbeard Pirates' Doctor, "Grim Reaper" Doc Q.
