The Devil's Hideout

In a crowded street, armed men react with shock as something approaches. One shouts "SOMETHING'S COMING!!!" while another yells "HEY, WHAT'S THAT RUCKUS...!I" SFX crackle with ざわ ざわ and ドキドキ. A massive striped creature suddenly bursts into view with a thunderous ビビィィィン, roaring amid flying debris. Panicked voices cry "BAHI HIHI!!!", "BARU RURU RURU RUA!!!", and "UWA AAA AAA!!!" as fighters are sent flying. The creature towers over the chaos, its mouth wide open.

The battle rages as fighters shout "ORA ORAA!!!", "GERO!!", and "TAKE 'EM OUT!!!" amid heavy SFX ドゴン and ズドン. A fish-man-like fighter lunges forward. In a close panel, a man with a scar on his chest stands calmly as someone yells "THEY'RE THE PIRATES THAT BROKE THROUGH THE MAIN ISLAND GATE!!" and another screams "SHIT!! THESE GUYS!!" Below, Sanji sits with a confident grin, sword in hand, while a voice declares "WE'RE COUNTING ON YOU TO TAKE US TO LUFFY, KING BULLS!!!" Zoro appears in the background. Sanji replies "LOOKING GOOD! THESE GUYS ARE REALLY INTO IT!!!"

The massive Tower of Justice at Enies Lobby looms as a figure leaps from its heights with a loud バキィィ and "NUH!!!" while another voice cries "GU-WAH!!!" A small inset shows the tower's layout labeled "ENIES LOBBY, TOWER OF JUSTICE". Outside the gates, Franky stands with a bundle as a masked man with long hair says "I SHOULD'VE KNOWN YOU WERE ALIVE AND IN POSSESSION OF THE BLUEPRINTS." Franky answers "I WOULDN'T HAVE HAD TO SUFFER THIS WAY..." The masked man adds "CUTTY FLAM..." and "SAME AS BACK THEN... HE'S JUST A HOT-HEADED." In a flashback panel a ship is shown with the line "WAS ALL TOO EASY!!!" The masked man concludes "USING THE SINS OF YOUR PAST TO REEL YOU IN..."

Spandam stands over the fallen Iceburg, who lies chained and battered on the tiled floor. "Your senior, Iceburg, became an annoyance," Spandam declares. "And in exchange," he continues, "and established his company as a 'World Government purveyor.' He buddied up with the World Government that should've held a grudge against him... and made it into a major corporation... He took over Water Seven's shipyards with one arm... after Tom's death..." Nico Robin listens silently with a neutral expression. In the next panels, several men react with shock and anger. "On which even we couldn't lay a hand...!!!" one exclaims. "He would support everyone, even the government, becoming an indispensable existence," another states. "And the mayor of the 'Water Seven - Water Seven'!!" a third adds. "He became the president of the 'Galley-La Company shipbuilders'" the last finishes.

Iceburg lies defeated as Spandam looms. "So, that's why he did business with the government...!!!" someone shouts. Spandam is then shown being struck, yelling "You gotta be joking!!! I'll never forgive you!!!" while another voice cries "I heard you've signed on to build World Government ships!!" In a grand hall, Robin stands with a serious look. "I received some good news from Admiral Aokiji," Spandam says. "Just when I was about time to shake off the numbness and begin our enforcement plan..." he adds with growing excitement. "But now, the winds blow in my favor...!!!" "Waha haha!!!" he laughs. "What a smart guy he was!" Spandam grins widely in close-up. "And heading for Water Seven!!! It was that Nico Robin was aboard a pirate ship..."

Spandam gestures dramatically in the hall. "Although the scenario changed a little... look!!! The two keys to reviving the Ancient Weapon are here in front of me!!" he declares. "And incorporated my access to the Buster Call into my strategy!!! To calm myself, I drank a cup of coffee," he adds. In a massive close-up, Spandam throws his head back laughing wildly with Japanese SFX "わははははは" bursting around him. "The power to rule over any civilization as I wish is within my grasp!!!" he roars. "Don't you see!!! The winds of the world are truly blowing my way now!!!" Robin stares in shock. "What!!!" "...I" "Entrust you with the power of the Buster Call...I" she questions. "Why would Aokiji..."

Spandam violently slaps Robin across the face with a loud impact SFX, sending her reeling. "OW!!!" she cries. "Don't you dare question me!!! You insolent woman!!!" he screams. In the next sequence, he continues striking her while she is down. "You abominable blood from Ohara, the Devil's Land!!" he yells. "Waha haha!!!" Robin lies battered. "You should at least be thankful!!!" Spandam rants. "The value of your damned existence would amount to nothing were it not for me!!!"

A blonde man in a patterned shirt looms over a prone figure, shouting with fury, "AND I'LL CAST YOU INTO THE SEA!!! YOUR EXISTENCE IS THAT SINFUL!!! I'LL USE YOU...!!! I'LL BEAT YOU...!!! PREPARE YOURSELF... FROM NOW ON, YOU WILL SUFFER SO MUCH PAIN, YOU'LL WISH FOR DEATH COUNTLESS TIMES OVER..." The prone figure reacts with a small "...!!" In the grand hall below, a seated figure exclaims "IT'S NOT POSSIBLE...!!!" while another voice notes, "THAT MORON FROM EARLIER THAT TRIED TO TAKE YOUR LOWLY SELF BACK IS HERE." The blonde man laughs wildly, "WAHA HAHA... OH YEAH, BY THE WAY..." He continues, "AT ANY RATE, SHIPPING HIM OFF TO PRISON SHOULD BE A FAIR SOUVENIR. HE'LL BE TAKEN TO IMPEL DOWN." Nami stands nearby with a shocked expression, thinking, "WELL, HE'S PROBABLY BEEN CAUGHT BY THE GUARDS BY NOW...!!!" as another voice adds, "THE CREW OF 'STRAW HAT LUFFY'......!!! WHY, HE'S JUST GARBAGE BEFORE THE 10,000-MAN FORCE OF ENIES LOBBY!!!"

Nami screams in rage, tears streaming, "I AGREED TO COOPERATE WITH YOU ALL AS LONG AS THEY COULD ESCAPE SAFELY!!! WAIT... THAT'S NOT WHAT YOU PROMISED ME!!!" A calm voice replies, "YEAH... THAT'S RIGHT. THE SIX MEMBERS OF THE STRAW HAT CREW, EXCLUDING ROBIN, WILL DEPART FROM WATER SEVEN IN PEACE." Lucci states, "......, RECITE THE EXACT CONDITION." He adds coldly to Nami, "YOU'RE CLINGING DESPERATELY TO THAT HOPE..." In a close-up, the masked man growls, "THEN CAME HERE, DIDN'T THEY!I THEY SAILED FROM WATER SEVEN SAFELY..."

Nami's eyes widen in shock as she demands, "WHAT WAS THATI" and "WHAT'D YOU SAY...!!!I" Spandam retorts, "THERE'S NOTHING YOU CAN DO, THESE GUYS ARE BASTARDS! YOU'D VIOLATE OUR AGREEMENT USING A TECHNICALITY......!!! THEY'VE GOT A SCREWED-UP SENSE OF JUSTICE." He lunges forward, kicking violently amid impact lines and debris, yelling, "THERE'S NO POINT IN HOLDING A PROMISE WITH YOU CRIMINALS IN THE FIRST PLACE!!! SHUT UP, YOU PIECES OF FILTH!!! DON'T GIVE YOURSELVES SO MUCH CREDIT!!!" Nami lies on the ground as Spandam looms, sneering, "YOU DECEPTIVE WOMAN... NOW I THINK I'LL CHOOSE YOUR IDEAL DEMISE...!!!" while she gasps in pain, "HAA...!!! COWARD... HAA...!!!" and nearby figures react with "HAA..." and "KAFF."

Nami is slammed to the floor with a loud "GNASH!!" as Spandam laughs maniacally, "WA--- HA HA HA HA HA HA HA HA HA!!!" A tall masked figure stands over the scene and declares, "YOU'RE POWERLESS BEFORE THIS GREAT JUSTICE. YOU CAN DIE TOGETHER....." Suddenly Luffy bursts in with a massive punch, roaring "OUT OF MY WAY!!!" as the impact sends shockwaves and debris flying, accompanied by screams of "GYA AAA AAH!!!"

Marines scramble in panic as a massive figure rampages through their ranks. "COM-MANDER!! HE'S SO SCARY!!!" one screams while another yells "DON'T FALTER, YOU MORONS!!!" Laughter echoes as the attacker charges forward with "HEE!!! HEE-HEE-YAH!!!" In the chaos, Luffy's massive foot slams down amid debris and falling Marines. "YOU ASS-HOLES!!!" he roars as the impact sends bodies flying and "OO-GYA AAA!!!" rings out. The scene cuts to a close-up of Luffy's bloodied, furious face, teeth bared. "I'LL STILL GET YOU OUT OF HERE, ROBIN!!!" he shouts desperately. A voice comments on the dire situation: "HAA... THAT LOOKS LIKE A DEAD END!!!"

Spandam stands with a transponder snail, reacting to news. "... THE STRAW HATS HAVE SHOWN UPI" he asks. An agent reports, "THE CHIEF WAS SO DISTRACTED BY THE NEWS, IT WAS EMBARRASSING—" and "YEAH, WE RECEIVED A WORD OF IT EARLIER ---CHYAPAPA". Another notes, "BUT WE ONLY LOST FIVE PEOPLE" and "THE PHONE'S OFF THE HOOK." In the grand hall of Enies Lobby, Spandam issues orders while an elephant stands nearby. "AS SOON AS THE CONVOY'S PREPARATIONS ARE COMPLETE, TAKE THEM THROUGH THE GATE OF JUSTICE!!!" "TAKE CUTTY FLAM DOWN, AND NICO ROBIN TO MARINE HQ." "DON'T REMOVE NICO ROBIN'S KAIROUSEKI* LOCK." "GUARDS!! CHAIN THEM UP!!!" He adds, "CP9 WILL RETURN TO THEIR ROOMS AND REST FOR THE MOMENT." In a toast, an agent declares, "WE'LL RAISE A GLASS TO THIS UNEXPECTED TURN OF EVENTS ON THE SHIP!!" and "CP9 WILL SURELY BE RECOGNIZED FOR ITS ACCOMPLISHMENTS!"

A masked CP9 agent reacts sharply with "WHAT!I" as Spandam, in his top hat, states coldly, "I HAVE NO INTEREST IN STATUS OR AUTHORITY..." and "I'M IN NO MOOD FOR A TOAST." The masked figure retorts, "YOU MAKE A SOUND ARGUMENT... WELL THEN, WHAT DO YOU WANT!I" Spandam continues, "IT'S OUR DUTY TO PERFECTLY COMPLETE OUR MISSIONS!!" and "OUR BRAND OF JUSTICE EXISTS FOR THE WORLD GOVERNMENT." He adds, "HOWEVER, I'M NOT REQUIRED TO ENDORSE YOUR IDEAS." and "THE GOVERNMENT RECOGNIZES YOU AS THE COMMANDING OFFICER OF THE CP9." In a menacing close-up, the masked agent growls, "IF I'M HERE... EVEN DEATH IS JUSTIFIABLE." and simply utters "BLOOD."

CP9 agents walk through the grand hall as one remarks, "SURELY THIS IS THE SOLE ASSASSIN GROUP!!!" A figure shivers, "WHAT A CHILL... EVEN IN THE GOVERNMENT" while another exclaims "HU HU..." and ".....!!!" "!!!" The agents line up in dramatic panels. One declares, "WHAT PROMISING INDIVIDUALS...!!!" Laughter rings out with "HA HA HA..." A powerful voice proclaims, "NOW I FEEL LIKE I WON'T LOSE TO ANYONE!!!" as impact effects and motion lines emphasize the group's intense resolve.

High above the massive arched courthouse, marines shout in panic. "THAT'S IMPOSSIBLE!!! THERE MUST BE COUNTLESS GUARDS HERE!! WE'VE LOST SIGHT OF STRAW HAT LUFFY!!!" A wanted poster of Luffy is displayed beside the frantic report. Below, a large search party of armed marines fans out in front of the building. "SEARCH FOR HIM!!! WE'LL FIND HIM FOR SURE!!! BUT HE'S NOT ANYWHERE... IS HE IN THE COURT-HOUSE!I NO, HE'S NOT!!" In a narrow alley, Luffy peeks out from behind a wall, sweat on his face. "THE LAST BUILDING, HUHI" he mutters. A small panel shows him leaping onto a rooftop. "SO THAT'S..." "ALRIGHT!" "WHEW."

Luffy stands before a towering silhouette of a man in a black suit with horns. "THIS IS UNHEARD OF IN THE WORLD GOVERNMENT..." the figure declares. Luffy replies, "YEAH, THAT WAS SURPRISING." Massive impact lines erupt as the man smashes through a wall. "A MAN THAT BROKE IN ALL THE FRONT STEPS OF THE GOVERNMENT...!!!!" The scene shifts to a distant view of the towering courthouse. "BUT THERE'S NO WAY TO GET THERE!!" Luffy stares at an air door on a floating platform. Close-ups show his determined face. "UNTIL I DIE!!!" he yells. The suited man asks, "HOW LONG DO YOU PLAN ON STRUGGLINGI" Other agents react: "HEY, WHAT'D YOU JUST DO!I THAT'S SO COOL---! ARE YOU A MAGICIAN!I" "LOOKS LIKE OUR INTELLIGENCE REALLY MESSED UP THE INFORMATION." "AH! YOU'RE THE COW THAT WAS WITH THE PIGEON GUY!!!"
