Inside a control room, Vegapunk works frantically at a console while Shaka stands nearby. A voice questions, "HMI WHAT DO YOU MEAN, SHAKA...I" Another warns, "EVEN IF YOU SET THIS BROADCAST TO START SUDDENLY, IT MAY NOT WORK..." From a screen, someone asks, "STELLA, IS THIS WISE...I" Vegapunk replies, "YOU KNOW HOW IT IS WITH INFORMATION!! AGENCIES ALWAYS SPREAD THE NEWS ALL AROUND THE WORLD BY THE NEXT DAY!!!" He continues, "AS SOON AS THEY RECEIVE IT, WORD WILL SPREAD ALL ACROSS THE WORLD BY THE NEXT DAY...!!" A broadcast signal labeled "A MESSAGE TO THE WORLD!!" and "=100=" transmits outward. On distant seas, sailors on multiple ships react in shock as the message reaches them. One yells, "YOU'RE RIGHT... ANY SUGGESTIONS!I" Another shouts, "YOU THINK SO!I BUT WHAT IF SOMEONE INTERCEPTS OR CENSORS OUR MESSAGE!I" while asking, "WHAT THEI WHERE IS THIS BROADCAST COMING FROM!I" The signal icon "=100=" pulses across the sky as transponder snails relay the transmission.

Vegapunk's allies react with alarm. One cries, "THAT WOULD ALLOW US TO FORCE A WORLDWIDE CONSTANT BROADCAST WITH OUR SIGNAL STRENGTH AT MAXIMUM!" Another shouts, "THAT'S THE THING, WE CAN'T!!" and "CUT THE CONNECTION!" A third suggests, "WE COULD PIGGYBACK OFF OF THE NAVY'S COMMS TRAFFIC..." Vegapunk pauses with a thoughtful "HMI" and states, "I SEE. THAT'LL MAKE IT POSSIBLE FOR ANYONE TO RECEIVE OUR INITIAL VOICE MESSAGE..." He adds, "BUT THEY'LL STILL NEED A WHILE TO PREPARE THEIR VISUAL TRANSPONDER SNAILS. THE TIME TO SET THAT UP WILL VARY FROM PLACE TO PLACE." On the island below, Bonney, Franky, and others look up in confusion. Someone asks, "THAT'S VEGAPUNK, RIGHTI" Another wonders, "AN HOUR!I THAT'S TOO LONG! DON'T YOU REALIZE WHAT WILL HAPPEN IN THAT TIME...!I" A large fish-like creature growls, "WHERE IS IT COMING FROMI WHY NOWI" Vegapunk concludes, "LET'S TAKE AN INTERVAL OF ONE HOUR."

Amidst explosions and chaos, a horned figure with a menacing grin looms as marines are blasted back. One shouts, "AH, FAIR POINT! IN THAT CASE... Over the island of Egghead, a helmeted figure mutters, "I THINK I'LL BE DEAD SOON." Nearby voices react in shock: "HE'S THE MAN TO DO THIS IN THE MIDDLE OF A CRISIS!" "SO THAT'S THE DR. "WHAT IN THE WORLD HAPPENEDI! ARE YOU ALL RIGHTI!" "KIZARU-SANI!" Kizaru lies injured as Saturn's massive hand appears. A voice declares, "WE CANNOT ALLOW VEGAPUNK TO SPEAK FREELY." Saturn replies, "THERE'S NO TIME." Luffy narrowly evades with "THAT WAS CLOSE!!" amid heavy impacts.

Panic erupts across the deck as black lightning crackles violently through the sky. Crew members shield their faces, shouting "BLACK LIGHTNINGI!" and "WHAT THE...I!" while ships rock violently amid the storm.
