Another shouts, "MY DAD'S STILL ON THE SHIP!!" Someone else orders, "GET AWAY FROM THE HARBOR---!!" The attack that Spandam set in motion is already working: panic, wounded civilians, and a public disaster unfold in the same place where Tom's acquittal should have happened. The chapter begins not with debate, but with the proof that Franky's unmanned battle ships have been turned into weapons against Tom's future.

The Shihousen struggles to survive. A desperate voice begs, "YOUR HONOR!! PLEASE HURRY!! THE SHIP WON'T HOLD TOGETHER MUCH LONGER!" Iceburg is warned, "ICEBURG!!! LOOK OUT!!!" The trap is perfect because the machines carry Franky's name and design, even without Franky's will inside them.

Franky can only answer weakly, "I SAID IT..." and stand in shock. Another follows the consequences aloud: "WE'LL BE BLAMED FOR THE ATTACK ON THE SHIHOUSEN...!!!" and "THOSE BASTARDS WANT 'THE PLANS'..." The plan is to turn Tom into a criminal again: "THEY'LL INVESTIGATE TOM AS A 'CRIMINAL'...!!!" Iceburg, still wounded, sees no escape. "EVEN WHEN THIS IS HAPPENING...!! CAN YOU STILL SAY YOU'RE NOT TO BLAME!!?" He knows how the authorities will use the scene: "IF IT LOOKS LIKE TOM... WILL BE TAKEN BY THOSE GUYS IN HIS CURRENT STATE..." His grief erupts into a scream aimed at Franky: "THERE'S NO WAY... I'LL EVER FORGIVE YOU!!! FRANKY---!!!" Franky falls silent under the blow: "...!!" Franky protests, but Tom laughs through the wound: "IT DOESN'T HURT, OR EVEN ITCH!!! TAHA!! ...!!...!!" Then the crowd notices the authorities arriving. "LOOK, THERE THEY ARE!!!" "...? TOM IS DOWN!!" "ISN'T ALL OF THIS THEIR DOING...!?" Someone asks, "WHAT'S WITH THOSE INJUR-IES?" Tom's Workers recognize the men: "THEY'RE GUYS FROM TOWN!!!"

The authorities close in while the town watches. One official says, "WELL THEN!!" Another asks with chilling normalcy, "SHALL WE ALL HEAD BACK TO THE CITY?" Franky explodes at Spandam, mangling his name in rage: "SPANDA, YOU SACK OF CRAP!!" Spandam smiles back and corrects him with contempt: "IT'S SPANDA...M!! ...YOU CRIMINALS...!!" The accusation is already staged for the public. Tom, Franky, and Iceburg are brought before the city as if the verdict had already been decided. A voice declares, "HERE ARE THE CULPRITS!!!" The wide scene places the wounded fish-man at the center, with Franky and Iceburg beside him under the gaze of citizens and agents. The chapter's court has become a spectacle: not a search for truth, but a display of captured criminals prepared by the same man who caused the attack.

CP5 performs its lie in front of Water Seven. Standing over the captured Tom's Workers, Spandam tells the citizens, "BE AT EASE, CITIZENS!! IN THE AFTERMATH, WE, CP5, HAVE ... INSURED THAT THEY CAN NO LONGER MOVE!!!" People in the crowd try to reason through the contradiction. "IF THEY HAD JUST WAITED FOR THE TRIAL... THE CHARGES WOULD'VE LIKELY BEEN DROPPED." Another asks, "IS HE IN CAHOOTS WITH THE PIRATE KING AFTER ALL ...!?" Someone says, "FROM THE VERY START ... WE KNEW THEIR TRUE CHARACTER!! THAT'S WHY WE WANTED TO INVESTIGATE." Another replies, "IS THAT SO? YOU WERE A GREAT HELP!" Kokoro and Yokozuna react from the crowd, Yokozuna crying, "GERO GERO!!" while someone asks, "WHAT IN THE WORLD IS THIS...!!" Spandam enjoys the performance and thinks, "WAHAHA...!! JUST TRY TO TALK YOUR WAY OUT OF THIS!! THEIR FAITH IN ME WOULD FILL THE SPACE BETWEEN HEAVEN AND EARTH!!!"

The trial resumes under the shadow of the attack. The judge begins where Tom should have been honored: "FIRST OF ALL... ON THE MATTER OF THE 'SEA TRAIN'..." He acknowledges the achievement without reservation. "THERE ARE NO OTHER WORDS TO DESCRIBE IT BUT MAR-VELOUS. FROM NOW ON, IT WILL BE THE PROSPERITY OF WATER SEVEN." Taking that into account, he says, "WITHOUT A DOUBT, IT HAS MADE A PROFOUND CONTRIBUTION." Then the almost-pardon appears, cruelly close: "WE HAD ALMOST DECIDED TO PARDON YOU... REGARDING THE PREVIOUS CHARGE OF BUILDING GOLD ROGER'S PIRATE SHIP, BUT..." Franky cannot bear the farce and shouts, "GIVE ME A BREAK!!! WHY HAVE YOU REPEATED THE CRIME?!!" He points at the truth everyone should see: "IT WAS THAT LOW-LIFE OVER THERE, SPANDAM!!! WE AREN'T THE ONES WHO ATTACKED THE SHIHOUSEN!!!"

Spandam laughs openly at Franky's accusation: "DOWA HAHAHA HAHAHA HAHA!" Someone in the crowd sneers, "WHAT A THING TO SAY, TOM'S WORKER!!" Franky continues anyway, "THE GOVERNMENT AGENCY, CP5, SINKING THE SHIHOUSEN." A citizen challenges him, "WHAT'RE YOU TRYING TO PULL? YOU HAVE NOTHING TO GAIN FROM SAYING THAT!!" Spandam turns the crowd's logic against them with a relaxed smile. "TO BEGIN WITH ... I WONDER, YOU'RE THE ONE CALLED KATY FLAM...!?" He announces the visible evidence: "WE CAUGHT YOU GUYS RED-HANDED RIDING ON THE SHIPS!!" Then he points to the design itself: "MOREOVER, AREN'T THOSE SHIPS MADE BY YOUR COMPANY!?" The trap works because every proof available to ordinary eyes points to Tom's Workers, while the real mastermind stands in front of everyone pretending the accusation is absurd.

Franky tries to deny the ships by denying what they have become. He says, "...!! SHIPS THAT DO THINGS LIKE THAT... THEY'RE NO LONGER...!!" Then he cuts the tie in the harshest words he can find: "THOSE PIECES OF JUNK AREN'T MY SHIPS!!!" The statement is not a clever defense; it is a wounded craftsman trying to separate himself from weapons that killed and injured people. Spandam moves in close and strikes him down with the butt of his weapon. The sound "CHING!!" is followed by Franky's cry, "AH!" and a shocked "!" from the others. Franky's body is knocked violently into Tom's massive frame, the force of the blow throwing the apprentice against the master. Tom repeats Franky's own words back to him: "'NOT MY SHIPS' !? FRANKY ... THAT'S THE ONE THING... YOU JUST CAN'T SAY...!!!" Franky snaps, "WHAT'S WRONG WITH SAYING THAT?!! I REGRET THAT I EVER MADE THEM!!! EVEN IF IT'S THOSE SHIPS, IF THEY HURT PEOPLE, I CAN LIVE WITHOUT THEM!!!" Tom rejects that escape. "NO MATTER WHAT THE SHIP IS... WHEN YOU START BUILDING..." He begins the lesson that matters more than innocence in court: "IT'S NEITHER 'GOOD' NOR 'EVIL'...!! AT THIS POINT, I DON'T CARE WHAT KIND OF SHIP YOU MAKE!! ... BUT ..."

Tom finishes the lesson in a roar that silences the court. He says that even if the ship Franky made could hurt somebody, "EVEN IF THE SHIP YOU'VE MADE COULD HURT SOMEBODY!!" and even if it could bring ruin to the world, "EVEN IF IT COULD BRING RUIN TO THE WORLD...!!!" the creator still cannot deny it. "IT'S ONLY PARENT MUST GIVE IT LOVE!!!" He commands Franky directly: "YOU MUSTN'T DENY THAT WHICH YOU'VE CREATED!!! THE SHIP ISN'T TO BLAME!" Then Tom states the creed of his life as a shipwright: "WHEN A MAN'S MADE A SHIP... HE MAKES IT A PART OF HIMSELF WITH A DON!!!!" The words strike Franky harder than any chain or accusation. Tom is not excusing the tragedy, but he refuses to let Franky answer guilt with rejection. Responsibility means owning the creation, not pretending it stopped being his when it was used for evil.

The plaza falls into stunned silence. The judge, Spandam, Franky, Iceburg, Kokoro, Yokozuna, and the gathered citizens all stare at Tom after his declaration. Armed guards keep their guns ready, and CP5 stands in control of the public scene, but Tom's words have changed the meaning of the moment. He has not tried to talk his way out of the charge. He has protected Franky from the lie that a craftsman can abandon what he made. Franky and Iceburg look back at him, injured and speechless. Tom then gives them an order that feels like a final inheritance rather than a tactic for escape: "FROM HERE ON OUT, DON'T LET A SOUND COME OUT OF YOUR MOUTHS, NOT A WORD!!!" Franky can only say, "FRANKY...!!" while Iceburg answers, "ICE-BURG..." The chapter ends on Tom taking command of the silence, ready to carry the burden himself.
